1.0 EXECUTIVE SUMMARY
The Naval Facilities Engineering Command (NAVFAC) retained Jacobs Engineering Group, Inc. (Jacobs) to provide Architect-Engineering Services for the Joint Base McGuire-Dix-Lakehurst (JB MDL) (Facility) Demolition of Building 4427. Jacobs retained Global, Inc. (GLOBAL) to perform the environmental services associated with the project. This report documents the inspection of the facility by several specialized inspectors for Asbestos-Containing Material (ACM), Lead-Based Paint (LBP), Polychlorinated Biphenyls (PCBs), and other potentially hazardous materials.
Asbestos:
GLOBAL’s EPA-accredited, Maryland-licensed Asbestos Hazard Emergency Response Act (AHERA) Inspectors assessed the Facility for the presence of asbestos-containing materials (ACM) on July 6,2017. All areas of the facility were made accessible for inspection.
The following building material was identified as ACM by Polarized Light Microscopy
(PLM):
• Beige Floor Tile (unknown size)
Several materials should be assumed asbestos-containing based on the age of the structure and/or out of concern that sampling may compromise the integrity of the material.
The following building materials were not sampled due to sampling limitations, and should be assumed to be ACM:
1. Fire Door
2. Black and Brown Fibrous Paneling within the Attic Space
3. Roofing materials (membranes, patching, sealants, etc.)
Lead-Based Paint:
GLOBAL’s Industrial Hygienists (IHs) assessed the Facility for the presence of Lead- Based Paint (LBP) materials on July 6, 2017, using a NITON XLp XRF-type Analyzer (serial number 18595). All areas of the facility were made accessible for inspection. Most tested components were found to be below the standard that indicates a material as containing LBP.
The following components were determined to contain LBP:
1. White paint under roof on exterior of the building behind the soffit
2. Yellow/White exterior window lintels
3. White paint on concrete block in the radio room
Joint Base McGuire-Dix-Lakehurst (JB MDL, NJ) Hazardous Materials Survey
July 27, 2017 Page 3
4. Any unnoted paint(s) found inside the ceiling plenum, under wall paper, or under the roof, fascia, or soffit, found during demolition should be assumed to contain lead paint until sampling determines otherwise.
When these ACM or LBP materials are disturbed during renovation/demolition, they are to be managed in accordance with applicable Federal, state, and local regulations.
Polychlorinated Biphenyls (PCBs)
None of the materials tested positive for PCBs at the time of the inspection. There is low possibility that some PCB containing light ballasts exist in the facility. Should Fluorescent light ballasts that are not specifically marked Non-PCB containing ballasts be encountered during renovation, they should be managed and disposed of in accordance with Toxic Substances Control Act (TSCA) Storage and Disposal Requirements for Fluorescent Light Ballasts.
Universal Wastes and Ozone-Depleting Substances
Fluorescent lightbulbs are potentially mercury-containing light bulbs. Global did not identify any fluorescent lightbulbs at the time of the survey. Should any stored fluorescent bulbs be found on the site, they should be considered waste. Disposal and management of spent bulbs are regulated by the Recreation Conservation and Recovery Act (RCRA) Universal Waste Rule (UWR), and should be handed and disposed of in accordance with this rule.

3.0 INTRODUCTION
The mutual goal of the contractor and the government is to achieve a quality product, safely, within the expected timeframe and budget.
4.0 ASBESTOS INSPECTION REPORT
GLOBAL inspected certain areas of Building 4427 for the presence of potential ACBM on July 6, 2017. The results of these inspections are presented in Table 2 and have been updated on the drawings at end of the report. The Environmental Protection Agency (EPA) regulates how persons work with asbestos and regulates those who train persons to work with asbestos. The EPA regulations cover four asbestos activities; (1) removal, repair, or encapsulation of asbestos-containing materials (ACM), (2) approval of asbestos training providers, (3) regulation of persons accredited to perform asbestos-related activities, and (4) asbestos in schools. The EPA regulates the enforcement of the National Emission Standards for Hazardous Air Pollutants (NESHAP), and enforcement of the asbestos notification regulations.
4.1 SURVEY METHODOLOGY
The asbestos survey was divided into two distinct phases: pre-inspection planning and inspection for ACM. The pre-inspection planning phase includes reviewing previous inspection reports, management plans, and abatement reports, if available. Jacobs provided GLOBAL with information regarding the planned use of the property. GLOBAL planned an inspection strategy, and scheduled the inspection work. It was determined that this survey should include select portions of the building to ensure that intended renovation, and/or related demolition, can be conducted in an efficient and safe manner compliant with applicable Federal, state, and local regulations.
The reinspection was conducted on an area-by-area basis as determined in the planning phase. GLOBAL’S EPA-accredited Asbestos Hazard Emergency Response Act (AHERA) Inspectors identified materials considered to be suspect ACM according to AHERA protocols, unless otherwise specified. While AHERA is not required for this facility, it is considered the most stringent standard.
As defined by AHERA, suspect materials include the following building material types:
Joint Base McGuire-Dix-Lakehurst (JB MDL, NJ) Hazardous Materials Survey
July 27, 2017 Page 6
Surfacing materials - including spray-applied or troweled-on wall/ceiling coatings
Thermal System Insulation (TSI) - including pipe insulation, boiler lagging, tank insulation, and duct insulation
Miscellaneous materials - including ceiling tiles, floor tiles/mastic, gaskets (if accessible), fire doors, wallboard/spackle, roofing systems, etc.
Suspect materials that were homogeneous in nature (i.e., uniform in color and texture, installation date) were identified, touched to determine friability, and sampled by removing a small piece. Each small sample was placed into a labeled container. The sample location was promptly patched and repaired. One or more samples were collected from each homogeneous material if it was deemed safe to do so by the inspector. Samples were collected in a randomly-distributed manner in accordance with AHERA provisions (40 CFR 763.86). The location, condition, and quantity of each homogeneous material were recorded in the inspector’s log.
Extreme care was taken to avoid potential fiber release during the inspection/sampling process. Before sample collection, a fine mist of water was typically applied to the sample site. Samples were collected using sharpened core samplers and/or razor knives, where necessary, and immediately placed in labeled containers and sealed. Any dust generated was wet-wiped and/or dust suppressant was applied to minimize the potential for fiber release.
4.1.1 LABORATORY ANALYSES
The samples of suspect ACMs were packaged and delivered under strict chain of custody procedures. The samples were analyzed by EMSL Analytical, Inc. of Beltsville, MD, a National Voluntary Laboratory Accreditation Program (NVLAP) accredited laboratory.
Quantification of asbestos content in bulk samples was performed via EPA 600/R- 93/116 Method using Polarized Light Microscopy (PLM). Personnel performing analyses have been trained in identifying asbestos by the McCrone Research Institute and participate in national accreditation programs. Laboratory data sheets indicating the sample designations, gross descriptions, and analytical results are provided at the end of this section. The Occupational Health and Safety Administration (OSHA) defines an ACM as any material containing greater than 1% asbestos.
Laboratory results may be found in Attachment 1. Photos of positively-identified ACM may be found in Attachment 2.

4.1.2 INACCESSIBLE AND LIMITED-ACCESS SPACES
Every reasonable attempt was made to locate ACM present, and identify ACM as TSI, surfacing material, or “other” miscellaneous materials in the areas surveyed.
Inaccessible areas could be addressed only through extrapolation of conditions in accessible building spaces. Areas that were inaccessible, or where the survey was limited to visual observation only, are identified in this report’s narrative. Such inaccessible areas might include, but are not limited to the those listed in Table 1:
Description of Inaccessible Locations.
Table 1: Description of Inaccessible Locations
Within walls Within fire doors
Enclosed pipe/duct chases Inside mechanical equipment/ductwork
Above solid ceilings Beneath materials stored in the building
Confined Spaces Areas above a standard six-foot ladder’s reach (within Attic space)
Limited access areas (i.e. beneath fixed walls, under wall-to-wall carpeting, or above fixed ceilings with small access hatches) were investigated as feasible, and, as a result, conclusions regarding the presence or absence of asbestos might be of limited accuracy.
4.1.3 SURVEY LIMITATIONS
All other suspect materials uncovered during renovation/demolition activities not identified within this report should be assumed asbestos-containing, until bulk sampling and laboratory analysis confirm otherwise.
In a few instances, GLOBAL’s inspector identified a layer of floor tile beneath strongly-adhered carpeting. It was not possible to definitively state the boundaries of the layer of floor tile and associated mastic. When these layers of beige floor tile are encountered, the floor tile and associated mastic should be assumed asbestos-containing, until additional bulk sampling and laboratory analysis confirm otherwise. Furthermore, it was not possible to account for the integrity of the floor tile. Should floor tile break (and, therefore, be rendered “friable” during carpet removal, the carpet should be considered an ACM as well.
To protect the integrity and safety of the component, the fire door was not sampled by GLOBAL’s inspector. The brown and black, fibrous paneling within the attic space was not sampled due to height of installation. Except for one sample of roofing shingle, the roofing materials were not sampled. These materials should be considered presumed asbestos containing materials (PACM).

4.3 ASBESTOS CONCLUSIONS
Materials considered to be potential ACM were sampled. Many samples were non-detect for asbestos, and, therefore, those materials are not considered ACM. Safety and health procedures normally employed during construction activity may be used for the removal, demolition, and disposal of these non-ACBM.
Given the ubiquitous presence of carpeting and carpet adhesive, it is difficult to determine the exact locations of ACM floor tile. The drawing represents the Inspector’s “educated guess” as to the extent.
One material was found to have greater than 1% asbestos content, and three components were not sampled and should be assumed asbestos-containing. These materials, therefore, should be treated as regulated asbestos-containing materials (RACM). RACM is defined as friable asbestos material or non-friable asbestos-containing material (ACM) that will be, or has been, subjected to sanding, grinding, cutting, or abrading or has crumbled, pulverized, or reduced to powder during demolition or renovation operations.
The following materials are RACM:
Asbestos-Containing Material Location and Extent
Beige Floor Tile Under dark gray “ramp” carpeting, and various locations under gray carpeting around Radio Counter; potentially throughout.
Fire Door (PACM) Mechanical Room
Joint Base McGuire-Dix-Lakehurst (JB MDL, NJ) Hazardous Materials Survey
July 27, 2017 Page 12
Roofing materials (PACM) Exterior Roof
Brown and Black Fibrous Paneling Attic Space
These materials have been identified as asbestos-containing or presumed asbestos-containing materials, and wherever these materials are found, they shall be removed in accordance state and federal regulations.
All quantities must be field-verified by a licensed asbestos abatement contractor(s) prior to demolition or renovation.
Sampling locations and positively-identified materials are identified on Drawings presented in Attachment 6.
5.0 LEAD-BASED PAINT INSPECTION REPORT
The Facility was assessed for the presence of Lead-Based Paint (LBP) materials on July 6, 2017. All occupied areas of the facility were made accessible for inspection.
This inspection was conducted by GLOBAL’s IH personnel, and the results are presented in Section 5.1 LBP Inspection Report.
5.1 LBP INSPECTION REPORT
Testing for LBP was conducted using a NITON XLp XRF-type analyzer (serial number 18595). Prior to XRF analysis, the instrument was calibrated against reference standards of known lead concentrations. Doors, door frames, windows, window frames, window sills, walls, ceilings, pipes, and other miscellaneous painted surfaces and building materials were screened for LBP.
The XRF detects lead in the field by reading fluorescence emanating from a painted surface when exposed to small amounts of radiation. XRF readings are in milligrams per square centimeter (mg/cm2), a mass per area unit. LBP is defined as a point containing greater than 1.0 mg/cm2 lead according to the New Jersey Department of the Environmental Protection. Prior to testing, the composition of the test building substrate (e.g., wood, metal, etc.) was determined by the lead inspector, and subsequently logged into the XRF analyzer. The NITON XLp automatically performs a substrate correction to ensure that this factor does not result in false negative readings.
At the end of each sampling session a calibration re-check is performed to ensure that the instrument has maintained accuracy and precision during the measurement period.
The instrument is also calibrated each time it is turned off, or on, and typically at four (4) hour intervals during the workday for the same reasons. The use of the XRF was in general accordance with the Performance Characteristic Sheet (PCS) methodology for
Joint Base McGuire-Dix-Lakehurst (JB MDL, NJ) Hazardous Materials Survey
July 27, 2017 Page 13 the specific instrument. XRF instrument calibration checks were performed according to the PCS.
5.2 LBP INSPECTION DATA
The NITON XLp XRF data was downloaded directly to a computer to generate a report detailing the date/time, materials sampled, location, substrate and lead content. This inspection included only painted surfaces.
During the XRF survey, the four sides of each structure were designated as A, B, C or D.
Side A = Northern side of the building facing the water front Side B = Walls located to the left (clockwise) of side A.
Side C = Walls located opposite side A.
Side D = Walls located to the right of Side A
The annotated and raw data is presented in Attachment 3. Photos may be found in Attachment 4.
5.3 LBP INSPECTION RESULTS
Most of the structures tested were found to be below the standard that indicates they are LBP according to the New Jersey Department of Environmental Protection.
Lead-based paint is defined as any paint, varnish, shellac, or other coating that contains lead greater than 1.0 mg/cm2 as measured by XRF analysis.
The following materials were found to be coated in LBP:
1. White paint under roof on exterior of the building behind the soffit
2. Yellow/White exterior window lintels
3. White paint on concrete block in the radio room
4. Any un-noted paint found inside the ceiling plenum, under wall paper, or under the roof, fascia, or soffit if found during demolition should be assumed to contain lead paint
5. Similar materials to those denoted above should be assumed positive
5.4 LBP ABATEMENT REQUIREMENTS
The contractor performing demolition shall characterize the LBP materials to be demolished using ASTM E-1908 and if the material passes the EPA Landfill criteria as determined by a Toxic Chemical Leaching Procedure (TCLP) it may be disposed of as normal construction waste in a facility licensed to accept the materials. The contractor shall remove the materials as a whole component to the greatest extent possible and shall properly characterize each waste stream for disposal. In addition to adopting many of the federal standards for General Industry (29 CFR 1910), Construction (29 CFR
Joint Base McGuire-Dix-Lakehurst (JB MDL, NJ) Hazardous Materials Survey
July 27, 2017 Page 14
1926), and Agriculture (29 CFR 1928), the New Jersey Department of Health (NJDOH) has supplemented the federal standards with several requirements unique to New Jersey.
Contractors must be trained and accredited through the New Jersey Department of Health and employed by a lead firm licensed by the New Jersey Department of Community Affairs (DOCA) when a permit is needed. Lead paint contractors include those who work on residential, public, and commercial buildings as well as the maintenance work required in rental housing; structural steel projects, such as bridges, water tanks, and industrial structures; and conduct lead paint inspections. Abatement supervisors and workers must be trained in accordance with New Jersey state laws.
6.0 POLYCHLORINATED BIPHENYLS (PCBS)
PCBs are regulated under the EPA’s Toxic Substances Control Act of 1976 (TSCA).
The following materials were tested for PCBs:
• Caulking on the windows facing the parking lot and front entrance
• Caulking on the window facing the Army Ramp
None of the above materials tested positive for PCBs at the time of the inspection.
Laboratory results are attached at the end of this report.
There is low possibility that some PCB-containing light ballasts exist in the facility.
Should potentially PCB-containing ballasts be encountered during renovation, they should be managed and disposed of in accordance with TSCA Storage Disposal Requirements for Fluorescent Light Ballasts.
Sampling locations materials are identified on Drawings presented in Attachment 5.
7.0 UNIVERSAL WASTES AND OZONE-DEPLETING SUBSTANCES
EPA's Universal Waste (UW) regulations are promulgated in 40 CFR 273. This regulation sets hazardous waste management standards for federally designated "universal wastes," which include:
• Batteries
• Pesticides
• Mercury-containing equipment and
• Bulbs (lamps)
The regulations are alternate standards for the handling of UW. In contrast to the requirements found in 40 CFR 260 through 272, UW should be segregated and disposed of every 90 days, and in accordance with Federal, state, and local regulations.
Disposal and management of such bulbs is regulated by the Recreation Conservation and Recovery Act (RCRA) Universal Waste Rule (UWR) and should be handed in http://www.epa.gov/waste/hazard/wastetypes/universal/batteries.htm http://www.epa.gov/waste/hazard/wastetypes/universal/pesticides.htm http://www.epa.gov/waste/hazard/wastetypes/universal/mce.htm http://www.epa.gov/waste/hazard/wastetypes/universal/lamps/index.htm
Joint Base McGuire-Dix-Lakehurst (JB MDL, NJ) Hazardous Materials Survey
July 27, 2017 Page 15 accordance with this rule. All future identified UW should be properly packaged and disposed of in accordance with Universal Waste rules.
8.0 DISCLAIMER
Information in this inspection report relating to hazardous materials (i.e., asbestos and lead), although believed to be inclusive and accurate, was based on visual observations and field sampling of accessible areas. Limiting conditions included limited destructive sampling and inaccessible areas such as between walls and floors of the structures, and limited subsurface assessment of the property. Reasonable efforts are made to extrapolate where possible such as where insulated pipe runs into and through a wall.
Global, Inc. reserves the right to revise any recommendations and conclusions, and does not guarantee or accept any liability that encompasses this survey of all hazardous or regulated materials located within this building.

EMSL maintains liability limited to cost of analysis . This report relates only to the samples reported and may not be reproduced, except in full, without written approval by EMSL. EMSL bears no responsibility for sample collection activities or analytical method limitations. Interpretation and use of test results are the responsibility of the client. This report must not be used by the client to claim product certification, approval, or endorsement by NVLAP, NIST or any agency of the federal government . Non-friable organically bound materials present a problem matrix and therefore EMSL recommends gravimetric reduction prior to analysis. Samples received in good condition unless otherwise noted. Estimated accuracy, precision and uncertainty data available upon request. Unless requested by the client, building materials manufactured with multiple layers (i.e. linoleum, wallboard, etc.) are reported as a single sample. Reporting limit is 1%
