Question No. 1: What is the MWDBE goal for this project?
Response: As stated in Contract Clause 52.222-23 included in the solicitation, the goal for minority participation is 9.5% and the goal for female participation is 6.9%.
Question No. 2: Regarding sheets S-301 thru 303, please provide the dimensions of the #4 stirrups in the wall stems as it is unclear as to how many vertical bars each one is to wrap around. Please provide the horizontal spacing.
Response: Per the stirrup note, the stirrups wrap around every linear foot of the floodwall.
Question No. 3: Please provide limits of the wall staining and anti-graffiti coating.
Response: Per specification 09 97 02 para 3.5, the entire height of wall on both sides must be painted, including fluted fin areas and column areas.

Response: The only difference between these options are the quantities. The options may be exercised at the discretion of the Government depending on the final pile lengths.
Question No. 5: At the fixed piles please confirm whether 2 or 4 bars get welded to each pile.
Response: 4 bars as per the pile connection top view drawing on sheet S-301

Question No. 12: We respectfully request to extend the due date by two (2) weeks due to the Labor Day Holiday. In talking to the different subcontractors and suppliers, they may not be able to submit pricing for their work before the holiday. We will require more time to incorporate their pricing into our proposal. Due to the logistics and complexity of the project, the additional time is also needed to effectively plan and estimate the proposal.
In addition, the time from the security checking of bringing a paper bid into NYC further complicates matters.
Response: The bid opening date is changed to 17 Oct 2017 per this amendment.
Question No. 13: Drawings S-511 through S-517 show headwall reinforcing but does not indicate the size of the reinforcement or the spacing, please provide.

a. Does the ACOE have set agreements with the utility companies that the amounts will not be exceeded?
Response: The USACE has no utility agreements in place. Contractor will need to need to make their own agreements.
b. If not, how is compensation made to the contractor if the costs are above these amounts?
Response: In accordance with Section 01 22 00.00 10, requests for payment in excess of not to exceed allowance amount must be in accordance with the Requests for Equitable Adjustment contract clause and is subject to availability of funds.
