• Offerors are reminded that the estimated magnitude of construction is $1,000,000 to $5,000,000 for this project.
• After the Government individually evaluates and rates each proposal, the Source Selection Authority will determine which proposal represents the lowest price technically acceptable offeror. Volume 1 – Technical Proposal
• The Government will review the proposals and rate the quality of each evaluation factor. The Source
Selection Evaluation Board (SSEB) will rate each proposal against the specified evaluation criteria in the Solicitation requirements. They will not compare proposals at this time.
• The Government will support each rating with a narrative, separately listing all strengths or advantages, weaknesses or disadvantages, deficiencies, and required clarifications.
• After listing proposal strengths, weaknesses and deficiencies, the SSEB will assign an adjectival rating of “Outstanding, Good, Acceptable, Marginal, Unacceptable”, to each, which “reflect” the Government's confidence in each Offeror's ability, as demonstrated in its proposal, to perform the requirements stated in the RFP
• The two (2) technical factors are:
– Factor 1 – Certifications and Qualifications
– Factor 2 – Contractor Past Performance

This plan shall identify the location(s) of fabrication, final assembly, painting and method used to ship Miter Gates.
Factor 2 – Contractor Past Performance
• Offerors’ and major subcontractors’ past performance is a measure of the degree to which an offeror was successful on projects of similar scope, size, and complexity, as measured by the level of past customer satisfaction. The offeror will provide past performance information using the past performance questionnaires included in the solicitation. It is also a measure of the degree to which an offeror has complied with Federal, State, and local laws and regulations. Major subcontractors are defined as members of an offeror’s overall team who are expected to cost ten (10) percent or more of the total project cost. The Government’s assessment of past performance will be based mainly on offeror reputations with customers and other sources. The Government will evaluate the information/performance data provided by offerors, as well as information from other sources, such as Government databases. In the event an offeror and major subcontractor(s) submit fewer than three past performance references, the offeror must certify that additional past performance information is not available for the offeror and provide an acceptable explanation as to why.
• The offeror and major subcontractor(s) shall each submit a list of at least three but no more than five performance references for work performed since 2006 by the offeror and/or major subcontractor(s) using the past performance questionnaires included in the solicitation. If more than five past performance references are submitted, only the five most recent projects will be considered. If fewer than three past performance references are submitted, they will be evaluated, and the lack of the requested number of projects will not be evaluated favorably or unfavorably for this factor, provided the offeror certifies that additional past performance information is not available and provides an acceptable explanation as to why additional past performance information is not available.
Factor 2 – Contractor Past Performance (cont)
• The past performance reference must have been a client, or client representative, with whom the offeror/subcontractor had a contract, or subcontract (if applicable) for one or more projects.
• The past performance reference must hold, or have held at the time, a senior position in the client organization with responsibilities for either contract administration, quality control, engineering, or technical supervision, or was otherwise in a position to evaluate the offeror or subcontractor’s performance in executing the contract or subcontract. • The past performance reference must have a current, valid phone number at which they can be reached at during normal business hours, a fax number, and must be able to speak, read, and write in the English language. If available, include an e-mail address.
• Offerors may include information on problems encountered on the identified projects and the corrective actions taken by the offeror or sub-contractor to resolve the problems.
• The Government may contact any or all of the past performance references provided by the offerors to collect and evaluate past performance information, as well as information obtained from any other sources, when evaluating an offeror’s past performance. The evaluation will take into account past performance information regarding predecessor companies, key personnel who have relevant experience or subcontractors that will perform major or critical aspects of the requirements when such information is available and relevant to the
