SECTION 01 11 00
SUMMARY OF WORK
PART 1 GENERAL
1.1 WORK COVERED BY CONTRACT DOCUMENTS
1.1.1 Project Description
The Goethals Bridge Replacement Wetland Mitigation project involves the restoration of 10.05 acres of low marsh, 2.5 acres of high marsh, 7.9 acres of scrub-shrub. Project work generally involves installation of erosion and sediment control measures, clearing, grubbing, excavation, disposal, grading, fill placement, planting with native salt marsh vegetation and maintenance and monitoring upon completion of construction and related incidental work. Complexities include tidal creek crossings, tidal marsh restoration, unconsolidated substrates, highly organic soils, invasive plants and herbivory predator issues.
Erosion and sediment control measures shall be installed at the limits of work and within Old Place Creek prior to beginning clearing, grubbing or earthwork. The 28.5 acre work area shall be cleared of all standing vegetation, except in those protected areas identified on the grading plan. Protected areas will, however, be cleared of invasive vegetation such as phragmites australis (common reed). After vegetation is cleared, the site will be grubbed to loosen the ground surface.
All excavated material, whether designated for onsite reuse or offsite disposal, shall be stockpiled and dewatered onsite. Excavated material designated for offsite disposal ("non-hazardous material with regulatory exceedances") shall be transported to an approved disposal facility after dewatering. Upon completion of excavation, finish grades shall be achieved across the site and temporary stabilization measures installed.
Approved clean fill shall be furnished, placed and graded. An as-built topographic survey will be provided to the District for review prior to planting. This survey can be completed sequentially as areas within the site reach the finish grade, if approved by the COR. Specified wetland and upland plant material shall be installed within designated planting periods. The guarantee/maintenance period shall run for a minimum of two years starting from the completion of construction AND shall encompass two full growing seasons. The guarantee/maintenance period shall end on October 15 following the second growing season. The Contractor shall be responsible for any watering or material replacement during this time period.
The completion of construction shall be defined by the final acceptance by the COR of all grading, planting and herbivory fence installation
1.1.2 Location
The 49.84 acre project parcel is located along Old Place Creek, Richmond County, Staten Island, NY. The project area is bounded by Gulf Avenue along the east side, Old Place Creek along the north side, and a tributary
SECTION 01 11 00 Page 1 of Old Place Creek along the west and by a disturbed marshlands to the south.

Clearing shall consist of the felling, trimming, and cutting of trees into sections and the satisfactory disposal of the trees and other vegetation designated for removal, including downed timber, snags, brush, and rubbish occurring within the areas to be cleared. [Clearing shall also include the removal and disposal of non-vegetative debris and structures that obtrude, encroach upon, or otherwise obstruct the work.] Trees, stumps, roots, brush, and other vegetation in areas to be cleared shall be cut off flush with or below the original ground surface, except such trees and vegetation as may be indicated or directed to be left standing. Trees designated to be left standing as determined by the project biologist within the cleared areas shall be trimmed of dead branches 1-1/2 inches or more in diameter. In addition any such trees shall be protected from damage potentially caused by construction activities.
Every effort shall be made to avoid excessive damage to the roots of trees to be left standing. Limbs and branches to be trimmed shall be neatly cut close to the trunk of the tree or main branches. Cuts more than 1-1/2 inches in diameter shall be painted with an approved tree-wound paint. Apply herbicide in accordance with the manufacturer's label to the top surface of stumps designated not to be removed.
3.4 TREE REMOVAL
3.4.1 Tree Protection Plan
The Contractor shall submit a tree protection plan 30 days prior to the start of work for Clearing and Grubbing. The purpose of the tree protection plan is to identify trees within the project site that are of a desirable species that should be protected during construction rather than be removed.
(The tree protection plan should not include those trees that are located within the "Protected Areas" shown on the plans, as they are already to be protected.) The Contractor shall identify trees of a desirable species, as determined by the Project Biologist. At a minimum, the Tree Protection Plan should show the location and species of those trees to be protected; it should discuss the measures that will be taken to protect the selected trees, including measures to be taken if a protected tree is damaged during construction activities.
Existing invasive vegetation (phragmites australis) is very dense and it may not be possible to identify all desirable trees within the project area after the application of the herbicide and prior to clearing and grubbing.
However, it is the responsibility of the Contractor to identify any possible desirable trees prior to clearing and grubbing a specific sector of the project area. The Tree Protection Plan should be updated to reflect each
SECTION 02 23 10 Page 4 addition of desirable species as it is determined, and prior to the clearing and grubbing of the sector of the project area in which it are located.
3.4.2 Vegetation Removal Outside of the Clearing and Grubbing Limits
Where indicated on the drawings or directed by the Project Biologist, trees and stumps shall be removed from areas outside those areas designated for Limits of Clearing and Grubbing. This work shall include the felling of such trees and the removal of their stumps and roots as specified in paragraph GRUBBING. Trees shall be disposed of as specified in paragraph DISPOSAL OF
MATERIALS.
4.1 PRUNING
The Contractor shall trim trees designated to be left standing within the cleared areas of dead branches 1 1/2 inches or more in diameter. Neatly cut limbs and branches to be trimmed close to the trunk of the tree or main branches. Paint cuts more than 1 1/2 inches in diameter with an approved tree wound paint.
4.2 STRIPPING AND GRUBBING
Stripping and Grubbing shall consist of the removal and disposal of the subsurface vegetative materials that remain after clearing. This remaining vegetative material includes stumps, roots larger than 3 inches in diameter, and matted roots.
Material to be stripped and grubbed, together with logs and other organic or metallic debris not suitable for as sub-grade or planting medium purposes, shall be removed to a depth of not less than 9 inches below the original surface. Depressions made by stripping and grubbing shall be filled with suitable material and compacted to make the surface conform to the original adjacent surface of the ground.
4.3 WRACK REMOVAL
All wrack (dead vegetative debris that has floated ashore) and other floatable trash and debris that has collected in the low marsh, high marsh, and maritime scrub/shrub planting areas shall be thoroughly removed and disposed of off-site. Wrack and debris removal is an ongoing effort that will continue throughout the construction and monitoring periods. The Contractor shall inspect the project area at least weekly or after a storm event, and shall collect wrack or debris for disposal during these inspections. Every effort shall be made to avoid damage to the existing or recently planted wetland vegetation adjacent to these areas. When damage does occur, it shall be repaired at the Contractor's expense and to the satisfaction of the Contracting Officer.
4.4 DISPOSAL OF MATERIALS
Logs, stumps, roots, brush, rotten wood, and other refuse from the Clearing and Grubbing operations shall be disposed of at the appropriate off-site facilities, except when otherwise directed in writing by the Contracting Officer or the Project Biologist. Such directive will state the conditions covering the disposal of such products and will also state the areas in which they may be placed.
SECTION 02 23 10 Page 5
4.5 PROTECTION
4.5.1 Roads and Walks
The Contractor shall keep roads and walks free of dirt and debris at all times.
4.5.2 Trees, Shrubs, and Existing Facilities
Trees, shrubs, and existing facilities shall be protected in accordance with Section 01 57 20.00 10 and Paragraph 4.2 of this section. Trees and vegetation to be left standing shall be protected from damage incident to clearing, grubbing, and construction operations by the erection of barriers or by such other means as the circumstances require.
4.5.3 Utility Lines
It is the responsibility of the Contractor to have all utilities within 100 feet of the project area located and marked prior to the start of any clearing, grubbing and excavation activities. The Contractor shall protect all existing utility lines from damage. The Contractor shall notify the Contracting Officer immediately of damage to or an encounter with an unknown existing utility line. The Contractor shall be responsible for the repairs of damage to existing utility that are indicated or made known to the Contractor prior to start of clearing and grubbing operations. When utility lines which are to be removed are encountered within the area of operations, the Contractor shall notify the Contracting Officer in ample time to minimize interruption of the service. Refer to Section 01 57 35.00 18, TEMPORARY CONSTRUCTION FACILITIES for additional utility protection.

1.2.1 Cut/Fill Determination
The cut, fill and clean fill quantities on the project site were determined by using the MicroStation Bentley InRoads software. A 3-Dimensional surface model was created for both the existing and proposed conditions. The existing conditions model was based on a topographic survey performed by Rogers Surveying of Staten Island, NY, dated 6/18/14. The design (proposed conditions) model was based on vegetation and tide cycle data that were collected at the project site. These two surface models were compared, enabling the determination of the cut, fill and clean fill quantities.
The net quantity of cut and fill materials does NOT include the volume of material associated with the clearing, stripping and grubbing of the project site. See Section 02 23 10, CLEARING AND GRUBBING EXISTING VEGETATION AND
DEBRIS.
The marsh restoration area will be regraded to an elevation six (6) inches below the final design elevations, at which point the marsh restoration area will be capped with a 6 inch layer of clean sand to meet the final design elevations for proper plant growth.
1.3 MEASUREMENT
1.3.1 Unclassified Excavation
The unit of measurement for Payment Item 0006AA for Unclassified Excavation will be the cubic yard, computed by the surface to surface method from cross sections taken before and after the excavation operations, including the excavation for ditches, gutters, and channel changes, when the material is acceptably utilized as herein specified. 3.4 STOCKPILES
Silt Fence shall be installed around the perimeter of the stockpiles in accordance with Section 02 36 80 SILT FENCE. If excavated materials are to remain stockpiled for longer than one week, they must be stabilized in accordance with the Soil Erosion and Sediment Control Plan until the excavated materials can be removed. Excavated materials suitable for onsite placement may be stockpiled within the onsite placement area.
Stockpiles for clean fill and compost may be within the staging area, or additional stockpiling areas may be sited with approval from the Contracting Officer. Stockpiles for non-hazardous material with regulatory exceedances shall be done in accordance with SECTION 02 22 70 (OFFSITE DISPOSAL OF NON-HAZARDOUS MATERIAL WITH REGULATORY EXCEEDANCES) Clean sand, imported, shall be stockpiled separately from the excavated materials. Stockpiles of clean sand and shall be protected from contamination that may destroy the quality and fitness of the sand. If the Contractor fails to protect the clean sand stockpiles and the sand becomes unsatisfactory, the Contractor shall be liable for removing, disposing, and replacing such material with satisfactory clean material from approved sources at his own expense.
3.5 PLACEMENT AREAS
Placement Areas shall be kept in a neat and well drained condition, giving due consideration to drainage at all times. Silt Fence shall be installed around the perimeter of Placement Areas in accordance with Section 02 36 80
SILT FENCE.
3.5.1 Construction Sequencing
Construction sequencing of the excavation, stockpiling, onsite placement, and imported clean sand for the marsh restoration area, shall be the responsibility of the Contractor.
3.5.2 Placing Onsite Borrowed Fill
Onsite Borrowed Fill shall be placed to the lines and grades indicated in the plans for the onsite placement area. The material shall be constructed in successive horizontal layers not over 12 inches in depth extending across the entire area of fill. The material shall be placed and distributed so that there will be no pockets of poorly-graded material. Each layer shall be spread by a bulldozer or other acceptable grading equipment and methods, and shall be compacted by the movement of the spreading/grading equipment over the layer to the satisfaction of the Contracting Officer before a successive layer is constructed. The layers shall not be overly-compacted and shall be done in a manner to maximize the success of the marsh plantings
When placing the excavated material ("onsite borrowed fill") at the onsite
SECTION 31 00 00 Page 6 placement area, the Contractor shall reserve any silty soil and sandy soils to be placed as the top layer where possible. Soils containing small rocks and shells shall not be placed in the top 2 feet of the borrowed fill placement. Clays should not be mixed with other soil types so a barrier to infiltration does not occur.
The contractor should expect to regrade an area more than once to mitigate settlement after initial placement and grading of onsite borrowed fill.
Hollows and depressions that develop during the process of placing and compacting shall be filled with acceptable material and the grade shall again be compacted. This process of filling and compacting shall be repeated until no depressions develop. The entire work of grading and compacting shall be performed to the satisfaction of the Contracting.
The Contractor shall expect substantial settlement due to soft substrate conditions. Settlement should be mitigated though the placement of additional onsite borrowed fill so that elevations are stable and at an elevation of design grades less 6 inches prior to clean fill placement.
The Contractor shall expect substantial settlement due to soft substrate conditions. The Contractor will receive no additional compensation for such conditions as the clean sand quantities will be measured in-place after settlement. Settlement should be mitigated though the placement of additional onsite borrowed fill.
After compacting, the area shall be left in a uniformly compacted, smooth, dense, true, firm, satisfactory, and evenly finished condition, free of compaction planes, irregularities, voids, ridges or loose material.
Deficiencies resulting from improper placement or compaction shall be fully corrected by the Contractor. The correction of deficiencies shall be performed at no additional cost to the Government.
3.5.3 Placing Clean Sand
The clean sand shall be placed as the final 6-inch layer of material that will bring the restored marsh area up to its final design grade elevations, and in which the low and high marsh vegetation will be planted. All grades indicated on plan sheets are approximate and grading may require field changes with approval from the COR during construction to accommodate existing field conditions.
The clean sand layer shall be spread with appropriate equipment and methods that will ensure the greatest success of the marsh plantings. Hollows and depressions that develop during the process of placing the clean sand layer shall be filled and re-graded until the design grades are achieved and sustained. The entire work requirement of placing and grading the clean sand layer shall be performed to the satisfaction of the Contracting Officer.
See Specification Section 31 00 10 for more information and details about the clean fill to be utilized in this project.
3.6 FINISHING
The surface shall be smoothly finished in accordance with the lines, grades, SECTION 31 00 00 Page 7 and cross sections or elevations shown. The degree of finish for the marsh restoration area shall be within 0.1 foot of the grades and elevations indicated as specified by SECTION 02 23 20 SURVEYING. Channels and ditches shall be finished in a manner that will result in effective drainage.
Settlement or washing that occurs in graded areas prior to acceptance of the work, shall be repaired and grades re-established to the required elevations and slopes.

PART 3 EXECUTION
3.1 PLACEMENT METHOD
All clean sand material shall be placed as the top 6" layer of material, which will bring the elevations to their final design grades, as indicated in contract documents. This top 6" layer shall be spread by a bulldozer or other acceptable grading equipment and methods and shall be firmed by the movement of the spreading/grading equipment over the layer to the satisfaction of the Contracting Officer.
The area shall be left in a uniformly smooth, dense, and evenly finished condition, free of irregularities, voids, ridges or loose material.
Deficiencies resulting from improper placement or compaction shall be fully corrected by the Contractor. Due to variations in settlement rates and the soft substrate, the Contractor can expect to regrade the areas of clean sand multiple times in order to achieve the final design elevations. If additional clean sand fill is needed after settlement, it shall be added in layers not greater than 6" in depth at a time; each successive 6" layer shall be rolled by the heavy equipment before starting the next. No additional compensation shall be made for settlement and regrading.
Note that the work in the marsh restoration area is within the tide zone and the work of placing and rolling the 6" clean sand layer (and additional layers if necessary) must be accomplished during the period of low tide. No stockpiling of material within the marsh restoration area will be allowed.
3.2 COMPUTATION OF QUANTITIES OF Sand
Computation of quantities for clean sand and shall be the cross-section average-end area method, or other approved method.
3.4 APPEAL PROCESS
The Contracting Officer shall check for discoloration and evidence of unacceptable contents. If the Contracting Officer suspects that the sand possesses hazardous or contaminated characteristics, it will be rejected.
Should the Contractor contest the Contracting Officer's determination, samplings of the rejected soil will be sent to a Laboratory certified by the NYSDOH Environmental Laboratory Accreditation Program (E.L.A.P.) for the selected analytical method.
3.4.1 Environmental Analysis
Environmental analysis shall include, but not limited to, U.S.E.P.A.
Standard Test Methods for determination of Contaminant Concentrations, and the Toxicity Characteristic Leaching Procedure (T.C.L.P.) for determination of Leachability of at least 39 components.
