Question No. 27: Are there any time restrictions associated with work pertaining to bats or turtles breeding or nesting? I checked the permits section and didn’t see any time restrictions even though we are clearing trees along the flood wall construction. Please advise.
Response: There are currently no seasonal restrictions related to bats or turtles for this project.
Question No. 28: The revised Price Schedule included with Amendment 1 does not include the fixed allowance dollar amounts printed in the Unit Price and Amount for Items 0011, 0012, 0014, and 0015, although the original schedule did have those included. Is there a specific reason these amounts were removed? If not, please revise the Price Schedule to include the fixed allowance values for these items.
Response: See revised bid schedule included in this Amendment.
Question No. 29: The response to Question No. 47 and the added/revised description of Optional Items 2, 3, and 4 does not reflect what is stated in Note 10 of the Price Schedule. We believe Note #10 of the price schedule needs to be revised accordingly. The Item descriptions state that the unit price should reflect the change in COST, whereas Note 10 states that there will be a QUANTITY adjustment. If the paid quantity for Item #3 gets reduced by the same quantity, the contractor will be losing that amount of sales of Item #3 and reducing the cost. For example, please consider the three different scenarios below for hauling/disposing of an assumed 2000 CY:
Scenario 1- No Options Exercised
Description Bid Unit Price Quantity Extension Item 0003 $ 10.00 2000 $ 20,000.00 Item 0021 $ (2.00) 0 $ - Total $ 20,000.00
Scenario 2- Option 2 Exercised for 200 CY and Quantity of Item 003 Reduced (as per Note 10)
Description Bid Unit Price Quantity Extension Item 0003 $ 10.00 1800 $ 18,000.00 Item 0021 $ (2.00) 200 $ (400.00) Total $ 17,600.00
Scenario 3- Option 2 Exercised for 200 CY and Quantity also included in Item 003 to reflect a true Cost difference (as per the Optional Item's description)
Description Bid Unit Price Quantity Extension Item 0003 $ 10.00 2000 $ 20,000.00 Item 0021 $ (2.00) 200 $ (400.00) Total $ 19,600.00
Please review and clarify the Owner’s intent for compensating the contractor for the base and optional disposal items. We believe Note #10 as currently stated will result in a greater credit than the Contractor intended.
Response: The descriptions of the optional items as well as Note 10 on the price schedule are applicable. Each bid item should reflect the specified quantities.
Question No. 30: When constructing the floodwall, can the contractor remove the curb, shoulder and 1 lane of roadway in order to excavate and install the floodwall, while keeping the other shoulder and remaining lane open for traffic?
Response: Disturbance to the road shall be kept to a minimum. As stated in the traffic control specification, traffic operation shall be maintained at all times. Therefore, the Contractor shall use proper means and method to protect the excavation and the road at the same time. It is Contractor’s responsibility to restore any damaged portion of the road.
Question No. 31: Regarding the vibration monitoring, is remote monitoring of the seismographs acceptable or is an on-site technician required full-time?
Response: Remote vibration monitoring is acceptable.
Question No. 32: Are we required to figure the placement, grading, compacting, top soil placement and seeding the materials that will be for the alternates #2 Butler Park, Alt #3 Thorne Middle School and Alt #4 Croydon Hall locations or are they only stockpiled for others to spread?
Response: See revised Specifications Section 00 73 00, paragraph 52 included in Amendment 0002. Contractor is not responsible for grading, compacting, top soil placement and seeding at the alternate disposal sites. Contractor is responsible to stockpile the material within the work limits at the alternate disposal sites for others to spread.
Question No. 33: Please clarify the scope of work for Bid Items #0020, #0021, and #0022 relating to offsite disposal of material from the site at designated locations. The limited scope description covers transport and disposal only in our review of the documents. Are the E & S plans for these locations, the topsoil strip and replacement, temporary seeding, blading of the deposited soil, tire cleaner etc. to be done by others or are these necessary items part of the scope of these items?
Response: See revised Specifications Section 00 73 00, paragraph 52 included in Amendment 0002. All Soil Erosion and Sediment Control requirements shall be adhered to, including installation of a silt fence around the perimeter of the work areas. Anti-tracking pad is needed. The Contractor is not responsible for topsoil strip and replacement, temporary seeding, blading of the deposited soil.
Question No. 34: Is the exposed portions of the concrete floodwall intended to be sandblasted and the coated with anti-graffiti material?
Response: The coating is to be applied to all exposed concrete surfaces.
Question No. 35: Has the COE negotiated terms and price for the wetland mitigation bank credits?
Response: No.
Question No. 36: We understand similar questions have already been asked, but can the COE please provide exact dimensions of the allowable working limits and minimum passable roadway limits on Port Monmouth & Old Port Monmouth Roads to estimate the amount of excavation shoring and traffic control that will required?
Response: As shown on the contract plans, the Contractor’s working limits are set to a minimum of 25 feet to maximum of 30 feet measuring from the floodwall centerline on each side. The working limits are bounded by the edge of the curb when the alignment is parallel to the roads. Along the installation of stormwater pipes, the working limits are set to 10 feet measuring from the stormwater pipe centerline on each side.
Question No. 37: Is the toe wall sheet pile the same section as the splice PZ-35?
Response: See Amendment No. 0001 response #3 and revised Sheet S-302. PZ 22 is to be used for the steel sheet pile cut-off wall.
Question No. 38: Can the traffic on Port Monmouth Road be detoured?
Response: Any traffic control proposed by the Contractor shall be included in his traffic control plan. Detours and lane closure shall be according to the traffic control Specification Section 01 55 26 paragraph 3.1 and subject to approval of the Contractor’s traffic control plan and the Contractor obtaining any required permits.
Question No. 39: What provisions are there for curb and asphalt repair to Port Monmouth Road?
Response: Curb and asphalt repair shall confirm to the Monmouth County design requirements.
Question No. 40: How will there be access to the marina and the house on Old Port Monmouth Road during the utility, foundation and gate installation?
Response: The access to the properties on the Old Port Monmouth Road shall be maintained all the time. This shall be governed by the Contractors means and method used. The property owner east of the gate shall have direct access all the time. The Contractor shall propose access to the two properties west of the gate according to the means and method adopted for construction.
Question No. 41: A 2,000 SF (minimum) Office Space is specified, including a 1,400 SF Meeting Area. These office requirements are much larger than one would typically expect. Therefore, we request that the size of the office facility be reviewed to determine if this size office is the correct size for this project.
Response: Size of office specified is correct.
Question No. 42 : The specifications state that the Engineer's Field Office may be located offsite. If an off-site location is provided, please clarify the amount of parking that is to be provided. Currently, the specifications stipulate that 12 parking spaces be provided for an on-site office complex. However, an off-site office lease may not have 12 available parking spaces.
Response: The requirement of 12 parking spaces is correct.
Question No. 43: If a 2,000 SF trailer complex is provided, along with parking for 12 cars, please clarify where such a large compound would be located at the job site, which is already considered to be very tight for space. This location should have been identified on the site plan drawings.
Response: Contractor is required to find suitable location within reasonable distance to the project location.
Question No. 44: Twice in Section #11 the specifications call-out the need for the Contractor to provide two vehicles for the Government's use. We assume that one of the call-outs is duplicative, and an error. Since the two call-outs provide similar but different requirements, please clarify which call-out is correct.
Response: The Contractor shall provide two vehicles for Government’s official use: 4-wheel drive, less than 3 years old, with State registration and insurance, fuel, oil, and maintenance is contractor's responsibility.
Question No. 45: Please clarify how long of a duration the Engineer's Field Office and vehicles will need to be provided and maintained by the Contractor. Currently, this duration is unclear. For bidding purposes, please stipulate the number of months that the field office and the two vehicles will be required.
Response: Field office and vehicles will be required the entire contract duration.
Question No. 46: We request that a separate pay item be added to the price sheets to cover the cost of providing and maintaining the Engineer's Field Office Facility along with the two vehicles and all other related items.
Response: No additional line item will be added to the bid schedule.
Question No. 47: With the added construction joint detail on sheet S-302, is the waterstop detail on sheet S-504 still applicable?
Response: The waterstop detail on S-504 is for the joints transverse to the wall alignment and is still valid.
Question No. 48: Drawing No. S-400, Detail 1 shows that the existing sheet pile wall from station 0+15.12 thru 4+00+/- requires preparation of the existing surface to the existing mud line. This will require installation of a Coffer Dam system and requisite dewatering to properly prepare the substrate and provide the Polyamid Epoxy Coal Tar Coatings. In order to achieve these results and install the turbidity curtain, we may need to widen the LOD limits. Please advise if this is your understanding of the requirements for this area.
Response: All work is to be performed within the Contractor’s working limits shown on the contract plans. This is approximately 30 feet from the existing sheeting.
Question No. 49: Amendment 1 added Item No. 0019 to the Proposal for Wetland Mitigation Bank Credits. We have contacted the only two NJDEP approved wetland mitigation banks and have been informed of some serious technical issues with this item. First, neither bank currently has enough approved credits to satisfy the contract requirements. Second, both banks are unwilling to make any assurances that their credits will even be available until after an agreement to reserve the credits has been signed. Additionally, only one of the banks is even willing to provide a price for the credits- again subject to availability. The addition of Item No. 0019 puts an undue burden and risk upon the contractors to bid an item for which an accurate cost cannot reasonably be determined prior to bid.
In order to protect the Owner and contractors from these risks, please include a fixed allowance unit price in the Proposal for Item 0019, or remove it from the proposal.
Response: See revised bid schedule and paragraph 51 of Specifications Section 00 73 00 included in this amendment. The mitigation bank credits have been separated into two bid items with differing timeframes to purchase.
Question No. 50: In areas along Port Monmouth Road (approx. 4+30-11+00, 15+77-17+00 and 21+00-24+00), to install the floodwall, can the contractor excavate on a 2: 1 slope into the road (to centerline of Port Monmouth Road), instead of using temporary shoring?
Response: All work is to be performed within the Contractor’s working limits shown on the contract plans.
Question No. 51: Specification Section 31 62 16.16, 1.6 appears to require the geotechnical engineer “… to oversee the recording and monitoring of all pile installation…” Please confirm whether the geotechnical engineer is to be on site during all pile driving activities.
Response: The geotechnical engineer (or a qualified field technician under their supervision) shall be on site at all times during pile driving to record and monitor installation activities."
Question No. 52: Sheet C-503, Detail 2, Note 4: Please confirm that the intent is to place 6” topsoil above the top surface of ACB and vegetate in all areas in which ACB is shown.
Response: See revised Sheet C-503 included in this amendment. Only the area between the blocks shall be backfilled with topsoil and vegetated.
Question No. 53: Is the existing cap on the marina sheeting to be removed and replaced on the spliced piles?
Response: Yes.
Question No. 54: Offeror respectfully requests a two (2) week extension from the existing bid date of June 21, 2016.
Response: The bid opening date is changed to 23 June 2016..
