Questions and Answers:

(Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors “for information only” and do not revise the solicitation, plans or specifications.)

Question No. 1: I am reviewing the above-referenced solicitation and find no reference to a scheduled site visit/pre-bid meeting. Is there one scheduled? If so, please advise when that would be. If one is not scheduled, are there any restrictions regarding site access? Is there anyone we need to contact or meet at the site?

Response: A site visit/pre-bid meeting is not scheduled. Site access is on county and municipal property. Interested bidders may access the contractor’s working limits at their convenience. There is no need to contact anyone in advance.

Question No. 2: On plan sheet S-100, in the upper right hand corner, the label for the HP12x84 pile describes the piles as “50FT LONG, TYP” while the sections, starting on sheet S-301, show the lengths of the piles, from tip to cutoff, all exceeding 50 lf. Please clarify if we should be furnishing and installing only 50 lf piles or piles to lengths as shown on the sections.

Response: See revised sheet S-100 included in this amendment. The call-out on sheet S-100 has been amended to read "HP 12x84 PILES, TYP." with no length specified. Lengths (tip elevations) for bidding purposes are shown on the cross sections, sheets S-301 to S-305. The final lengths will be determined by pile load testing per Specification Section 31 62 16.16.

Question No. 3: The proposed steel sheeting pile cut-off wall is shown on several plans labeled only as “SSP CUTOFF WALL” We cannot find where it describes the specific pile section. Are we to use PZ 35 to match the adjacent marina section? Please clarify.

Response: See revised Sheet S-302 included in this amendment. PZ 22 is to be used for the steel sheet pile cut-off wall.

Question No. 4: In regards to section: SECTION 35 20 16.59 CLOSURE GATES 01/08: The specification requests the Gates to be welded to the AWS D1.1 welding code using ASTM D572 Material. According to the AISC standards, those codes fall under the AISC Simple Bridge certificate. However, in 1.4 under the same section for the qualification of welders, weld shop, there is the following call out: 1.4 QUALIFICATION OF WELDERS AND WELDING OPERATORS Qualification of welders and welding operators shall conform to the requirements of Section 05 59 13 FABRICATION OF HYDRAULIC STEEL STRUCTURES. Now, section 05 59 13 refers to a fabrication shop being certified to the AISC Intermediate or Major Bridge with the Fracture Critical endorsement.

Linita Design & Manufacturing is an AISC Simple Bridge certified welding facility who builds Water Control

Gates//Equipment. It is from our experience that our certificate should be sufficient. Could you please advise, so we know if we can put our resources on this to bid the Closure Gate equipment?

We are also a NYS Certified MBE.

Response: See revised Section 35 20 16. 59, para 2.3.3 included in this amendment. The following statement has been deleted from the specifications: "Welds shall be in accordance with AWS D1.1/D1.1M of the type shown and approved detail drawings."

In accordance with Specification Section 05 59 13, para 1.4.3, the fabricating plant or fabricator shall be designated an AISC Certified Plant, Category CBR (Major Steel Bridge) with a Fracture Critical Endorsement at the time of bid. The equivalent new Bridge QMS Certification categories Intermediate (IBR) or Advanced (ABR) will also be acceptable.

Question No. 5: Will Port Monmouth Road be closed for the construction of the flood wall? If yes, is there a detour plan? If no, is there plan for maintenance & protection of traffic? It appears that the edge of footing for the floodwall is very close to edge of roadway with little to no room for excavation particularly between stations 4+30 - 7+30.

Response: See revised Section 01 55 26, para 3.1 included in this amendment. Along Port Monmouth Road, two lane traffic shall be maintained to the extent possible. Traffic control, maintenance and protection requirements are specified in Specification Section 01 55 26.The Contractor is required to submit a Traffic Control Plan for approval.

Since the edge of the floodwall footing is close to the edge of the road, the Contractor’s means and methods shall determine how he shall protect the excavated sides during construction. In the event that any road closures are necessary, the contractor is required to obtain permits in accordance with Section 01 55 26, paragraph 3.8.

Question No. 6: SECTION 31 62 16.16 Para 3.3.4.2 "Perform dynamic pile testing on 5% of job piles during the full length of initial driving and during restrike driving" With approximately 680 piles does that mean there needs to be 34 load tests?

The structural plan shows 6 locations for Test Piles A thru F. Please clarify. Are these load tests to be static load tests, dynamic load tests or both?

Response: Dynamic pile driving testing encompasses 5% of all job piles in addition to all Test pile locations according to ASTM D4945. The selection of dynamic pile driving test locations of job piles does not need to be included on the Pile Testing Plan submission, however, they need to be evenly spaced along the entire project. The six test pile locations identified on the structural plan shall be both statically and dynamically tested.

Question No. 7: SECTION 31 41 16 Para 3.4 "Maintain a pile driving record for each sheet pile driven..." Does this apply to sheet piles which are vibrated?

Response: No, a pile driving record is only required for driven piles. For vibrated sheet piles, simply include the installation progress with the monthly report.

Question No. 8: No joint is shown between the footing and wall for the T-Wall construction. Is a joint allowable?

Response: Yes.

Question No. 9: SECTION 31 62 16.16 Para 3.3.4.1 "Restrike piles installed as part of pile driving test after a minimum waiting period of 14 days." Is 14 days necessary if restrike can be performed the next day and the pile movement is less than one-quarter inch after 20 blows.

Response: Yes, restrike can be performed the next day if the pile movement is less than one-quarter inch after 20 blows. However, if the restrike fails, then the Contractor would have perform the restrike again at his own expense after the required minimum waiting period of 14 days.

Question No. 10: SECTION 35 31 19 Para 1.6 describes how stone is measured for payment. Pay Item No 5 for performing this work is defined as lump sum. Please clarify.

Response: See revised Section 35 31 19, para 1.6.1 and 1.6.1.1 included in this amendment.

Question No. 11: Based on a review of Section 00 90 05 – JCP&L Requirements it would appear that the intent is for the Prime Contractor to hire a JCP&L approved contractor to relocate JCP&L’s pole line, and that JCP&L is to provide all of the materials for this work. However, we do not know how to interpret the last sentence of Article 50

- Utility Re-Routing (see Section 00 73 00 – Special Contract Requirements) that states the following: “For work performed by Verizon and JCP&L the Contractor is required to pay these utilities in full prior to the receipt of material and to commencement of their items of work”. Therefore, with regard to the JCP&L Relocation Work please clarify the following:

a. Who hires and pays the JCP&L approved contractor to relocate JCP&L’s pole line?

Response: The Prime Contractor is to hire a JCP&L approved contractor to relocate JCP&L’s pole line as shown on drawings and within Specifications Section 00 90 05 JCP&L Requirements.

b. Who pays for the materials that JCP&L is to provide for the relocation of their pole line?

Response: The Prime Contractor is to pay JCP&L for material provided for relocation of JCP&L poles shown on drawings and within Specifications Section 00 90 05 JCP&L Requirements.

The bid schedule line item 0012 already accounts for that cost allocating an allowance amount as indicated.

Note to all bidders JCP&L will not release any material to the contractor until a secure storage area is identified and provided prior to delivery and the material is paid for in full. The material becomes the property of the contractor and the contractor bears full responsibility of lost or stolen items.

c. Who pays JCP&L to provide a Representative on the site during construction?

Response: The Prime Contractor is responsible for payment of the JCP&L’s on site representative, which is already included in the bid line item 0012 cost allowance amount.

d. Is the Contractor responsible for paying any money to JCP&L for the pole relocation work?

Response: Yes, as stated in responses b and c above, the Contractor is required to pay JCP&L for their inspection services and materials for the relocation of the JCP&L poles as included in Bid Item 0012. The pole relocations costs included as part of the Bid Item 0013 (amount to be determined and estimated by the contractor) are the Contractor’s costs for an approved JCP&L contractor to perform the work.

e. Is the Contractor responsible for paying any money to Verizon for their pole relocation work?

Response: Yes, the Verizon payment for their pole work relocation is included as part of the bid line item 0011 cost allowance amount.

f. If the Contractor is responsible for paying any money to JCP&L and/or to Verizon, then please inform all bidders what that sum of money is so that the bidders can included that sum of money in their bid proposals.

Response: Payments to JCP&L, Verizon and Comcast (Cable Company) are included as part of the bid line items 0011, 0012, and 0014.

Question No.12: Please clarify the intent and meaning of Section 00 90 05 – JCP&L Requirements which states that the Prime Contractor is responsible for all costs of purchasing and installing the 120/208 Volt 100 Amp Service to the Road Closure Gate located on Old Monmouth Road. From our review of the Electrical Drawings, please confirm our interpretation that the Prime Contractor is to provide the underground conduit that JCP&L will use to run the new electrical service from JCP&L’s new pole to the new meter that JCP&L will furnish and install at the new Electrical Service Enclosure.

Response: The Prime Contractor is to provide the underground conduit, wiring, and associated connections. The Prime Contractor is responsible for running the new JCP&L electrical service from JCP&L's new pole to the new meter pan, then to the new panelboard and electrical Service Enclosure. JCP&L will provide and install the service meter.

Question No. 13: Since the US Army Corps of Engineers is the Customer for the new electrical service that is required for the Road Closure Gate, please confirm that the US Army Corps of Engineers will be responsible for paying JCP&L for the new electrical service that will feed the Road Closure Gate.

Response: No, the US Army Corps of Engineers will not be paying for the Road Closure’s new electrical service.

The Prime Contractor is to install and provide any payment for the new underground electrical service for the road closure gate, which includes the entire installation shown on the drawings. The Contractor shall provide and include the cost for the entire new electrical service under bid item 0008. Question No. 14: With regard to Concrete Structures Note #2 on Dwg S-001 please clarify the following:

a. What does the term “Concentrate Reinforcing” mean?

Response: See revised Sheet S-001 included in this amendment. Concrete Structures Note 2 has been revised to change ”Concentrate Reinforcing” to “Concrete Reinforcing”.

b. Is it the intention that all steel reinforcement for the Flood Wall footing/pile cap and wall is to be uncoated Grade 60 steel reinforcement?

Response: Yes, Concrete Reinforcing in Note #2 on Dwg S-001 refers to steel reinforcing bars that shall be uncoated ASTM A615, Grade 60 steel bars meeting the requirements of Section 30 20 00.00 10.

Question No. 15: With regard to the structural information provided on the Flood Wall Sections on Sheets S-301 to S-305, please clarify the following:

a. Are there any locations that require the steel reinforcement mentioned in Note #2?

Response: All concrete reinforcing shall be uncoated ASTM A615, Grade 60 steel bars meeting the requirements of Section 30 20 00.00 10.

b. The width of the wall and the footing/pile cap are not always shown on the cross sections. Please confirm the widths of these elements are the same for all cross sections.

Response: The dimensions of the flood wall are typical and consistent along its length, unless noted otherwise.

c.

Several call-outs for the steel reinforcement do not mention that the bars are “Each Way”. For example, when the wall reinforcement is called-out to be #10 @ 9” O.C.E.F. is the intention for this reinforcement to be “Each Way”?

Response: The bars specifically called out on the details (vertical bars in wall stem and transverse bars in footing) shall be as specified on each face. All other bars shall be #6 @ 9“ O.C. per Note #2 on Sheet S-302.

d. None of the typical sections or notes call-out the size and type of Sheet Piles that are to be used to construct the cut-off wall. Please provide this missing information.

Response: Steel Sheet Pile (SSP) cut-off wall shall be constructed using PZ-22 section. See revised Sheet S-100 included in this amendment.

Please provide this missing information.

Response: See revised Sheet S-302 included in this amendment for typical details.

Question No. 16: H-Pile Specification Section 31 62 16.16 calls out A588 steel to be used for the H-piles, yet none of the H-Piles will be exposed to the atmosphere or exposed to a splash zone. Therefore, it would appear that normal (Grade 50) steel would be fine to use for the H-Piles. Standard Grade 50 steel will also allow more flexibility when ordering the H-piles. The use of A588 steel will require a special rolling that is likely to cause delays. If corrosion protection is desired then we recommend coal tar epoxy protection be used in lieu of the A588 Steel. Based on the above, please clarify the type of steel to be used for the H-piles.

Response: See revised Specifications Section 31 62 16.16 included in this amendment. Specification has been updated to call out ASTM A572 Grade 50 steel.

Question No. 17: With regard to the Compressive Load Tests and the PDA Tests mentioned in H-Pile Specification Section 31 62 16.16 please clarify the following:

a. Are all test piles to be incorporated into the finished work?

Response: Test piles will be approved for inclusion in the finished work once testing results and recommendations are assessed.

b. Will any test piles be sacrificial?

Response: There are no intended sacrificial test piles.

c. Six Test Pile locations are shown on Dwg S-100 & S-101. Of these six Test Piles, how many Compressive Load Tests are to be performed and how many PDA Tests shall be performed?

Response: All six Test Piles will have a Static Load Test and PDA Test.

Question No. 18: The Sheet Pile Specification Section 31 41 16 calls out ASTM A690 steel to be used for the Sheet Piles, yet none of the Sheet Piles for the Flood Wall cut-off wall will be exposed to the atmosphere or exposed to a splash zone. Therefore, it would appear that normal Grade 50 steel would be fine to use for the Cut-Off Wall.

Standard Grade 50 steel will also allow more flexibility when ordering the sheet piles. The use of A690 steel will require a special rolling that will likely cause delays. If corrosion protection is desired then we recommend coal tar epoxy protection be used in lieu of the A690 steel. Based on the above, please clarify the type of steel to be for the sheet pile cut-off wall.

Response: See revised Section 31 41 16 para 2.1 included in this amendment. The sheet piling for the cut-off wall shall be uncoated A572. The remaining steel sheet piling shall be ASTM A690, painted in accordance with 09 97 02.

Question No. 19: Part 2 of the Sheet Pile Specification Section 31 41 16 calls out Coal Tar Epoxy Protection as per Section 09 97 02 – Painting Hydraulic Structures. However, A690 Steel is currently specified to be used for the Sheet Piles, and the Sheet Piles for the Cut-off Wall are not exposed to the atmosphere or to a splash zone.

Therefore, the application of Coal Tar Epoxy does not appear to be necessary for the sheet piles as currently specified. Based on the above, please confirm the purpose and need for the Sheet Pile coating requirements.

Response: See revised Section 09 97 02 para 3.5 and response to Question No. 18 included in this amendment for clarification.

Question No. 20: Please note that the Painting Schedule in Part 3.5 of Specification Section 09 97 02 does not identify the Flood Wall Cut-Off Wall as being one of the items to be coated with the Coal Tar Epoxy. Yet, this type of coating is referenced in the Sheet Pile Specifications. Please clarify which specific structures or parts of structures are to receive this type of coating.

Response: See revised Section 09 97 02 para 3.5 and response to Question No. 18 included in this amendment for clarification.

Question No. 21: Please clarify the type of steel and coating to be used for the sheet pile wall modifications and splicing shown on Dwg S-400. In order to avoid delays and extra costs of a special rolling, it is recommended that all of the steel materials required for this work be made from normal Grade 50 steel rather than use the special A690 alloy steel. Because all of these Grade 50 steel materials will be exposed to the atmosphere and to the splash zone, it would be expected that all of these steel materials would need to receive the Coal Tar Epoxy Coating. Please confirm that the above proposed materials, means and methods are acceptable.

Response: See response to Question No. 18 included and revised Section 31 41 16 para 2.1 included in this amendment.

Question No. 22: Note on Dwg S-400 makes reference to Reference Drawings #R-024 & R-025 with regard to the construction of the existing Anchored Sheet Pile Retaining Wall. However, we cannot find these two Reference Drawings. Please clarify.

Response: See revised Sheet S-400 included in this amendment which has been amended to reference the correct reference drawings (SHEET 74 & 75).

Question No. 23: On Dwg S-400, the Modifications of the existing Sheet Pile Retaining Wall call for the Near White Blast Surface Preparation and application of a Coal Tar Epoxy Coating to the exposed portions of the existing Sheet Pile Retaining Wall that are above the variable mudline. However, the notes and details on this drawing do not indicate the use and placement of any temporary type of temporary cofferdam structure to allow for this work to be performed. Since this work must be performed in the dry, it would appear that a temporary cofferdam will be required. Please revise Dwg S-400 to address and provide direction regarding this important construction issue.

Response: The means and methods for the performing this work are the Contractor’s responsibility. A temporary cofferdam or a submersible work platform / limpet dam may be used.

Question No. 24: With regard to the need to perform Vibration Monitoring of existing structures please clarify the following:

a. Part 1.2 of Specification Section 02 01 51 mentions at least three structures to be surveyed and monitored. However, please clarify the exact number of structures that will require surveys and monitoring.

Response: Three structures require survey and monitoring. A total of six vibration monitors are required (five monitors at the three structures and one monitor at a location between construction activities and the nearest structure) in accordance with Specifications Section 02 01 51, paragraph 3.1.

b. Specification Section 02 01 51 does not specify the minimum working distance from these existing structures that will trigger the need to perform Vibration Monitoring. Please provide this missing information.

Response: Vibration monitoring is required regardless of working distance to the existing structures.

c. Please confirm our assumption that Vibration Monitoring is only required during those times when the H-Piles and the Sheet Pile Cut-off Walls are being installed within the minimum threshold distance from the existing structures that are to be monitored.

Response: No, vibration monitoring is required for the duration of the contract work.

Question No. 25: With regard to the work related to the removal and relocation of the Osprey Nests please clarify the following:

a. Protective Matting is to be used by the Contractor to obtain access to the Osprey Nest Locations.

Dwg X-801 indicates (with a dashed outline) the access to two of the five Osprey Nest Locations from existing roads. Please revise this drawing to show the bidders how access is to be provided to all five of the existing and new Osprey Nest locations that are to be included in this project.

Response: The dashed lined outlined shown is the Contractors working limits. The access routes shall be within this working limits. As stated in Note # 7 the access routes shall be field determined since there might be more than one way to access the site.

b. Please clarify the work restriction time period pertaining to the Osprey Nest work. The NJDEP Permit appears to preclude work within the time period of April 1 to August 15, which is not consistent with the March 1 to August 31 time restriction mentioned in Note #6 on Dwg. #X-801.

We assume that the NJDEP Permit Restrictions will govern. Please confirm.

Response: The NJDEP permit restricts all construction activities, not just work on osprey platforms, within 300 meters of nesting osprey between April 1 and August 15. Note 6 on Sheet X-801, further restricts removal or installation of osprey platforms between March 1 and August 31. This latter restriction governs the removal and installation of the platforms.

Question No. 26: Please confirm that all reinforcement steel is uncoated

Response: Yes, all reinforcement steel is uncoated.

Question No. 27: Sheet S-100 notes piles as 50ft long. This contradicts flood wall section elevations. Please clarify.

Response: See response to Question No. 2 included in this amendment.

Question No. 28: How is the contractor compensated for the length of pile furnished but not driven due to refusal?

Can you provide a separate line item for furnishing H-Piles?

Response: See Specification Section 01 22 00.00 10, paragraph 1.3.3.2

Question No. 29: Section 31 62 16.16 Para 3.4 "Based on the results of the dynamic testing at selected test pile locations reports and the static load test reports, the Contractor's Geotechnical Engineer will determine the pile lengths for the job piles and submit as the Selected pile length plan for review and approval." Why doesn't the person responsible for review and approval determine the pile lengths based on the test pile reports?

Response: The Contractor’s Geotechnical Engineer is required to review the test pile results, determine the job pile lengths, and submit the Selected Pile Length Plan for review and approval.

Question No. 30: Specification: 00 73 00 – SPECIAL CONTRACT REQUIREMENT: Item 11 notes Field Office Requirement items which appear outdated. For example, a TV/VCR which is in limited supply due to the replacement with DVD/Blu-ray. Please review the listing and advise.

Question No. 31: Dwg S-504 provides some details for waterstops that are to be provided for the Flood Wall. With regard to these details, please clarify the following:

a. Dwg S-504 does not provide a typical detail for the construction joint located between the base of the wall and the top of the footing/pile cap. This detail is important to provide so that the bidders can see how the waterstop will be installed at this joint, and to see if a keyed construction joint detail will be needed here. Please provide this missing information.

Response: See response to Question No. 8 included in this amendment.

b. Dwg S-504 provides several details that attempt to depict a waterstop connection to the sheetpile cut-off wall. However, we find these details difficult to interpret, and we do not understand the purpose and need to connect a waterstop to the top of the sheetpile cut-off wall, which penetrates the lower 12” of the 36” thick footing/pile cap. Perhaps an Isometric drawing/detail can be provided to better illustrate the designer’s intention.

Response: These details have been used on previous projects with no constructability issues.

Question No. 32: Dwg S-104 indicates that two caged ladders and one un-caged ladder are to be provided at the Road Closure Gate to provide access to the two winches. The plan view also calls-out railings to be provided at these two locations. However, the ladders and the railings are not shown in any of the Road Closure Gate Elevations. Please provide typical Details as well as Elevation Views of these ladders and railings so that the bidders can better understand what is to be provided.

Response: See revised Sheet S-200 included in this amendment for railing shown in the elevation views.

Question No. 33: The Notes on Dwg. C-504 for the Sluice Gate mention that the sluice gate shall be operated either manually by a Tee Wrench, or by an Optional Electric Portable Actuator. For bidding purposes please confirm our assumption that the cost for providing the Optional Electric Portable Actuator is not to be included in the bid.

Response: See revised Note 4 on Sheet C-504 included in this amendment. The sluice gate shall be capable of being operated both manually and by the actuator. Therefore, both methods shall be considered for installation and the electric portable actuator is to be supplied by the Contractor and shall be included in the bid accordingly.

Question No. 34: Note #3 on Dwg C-102A states that new graded areas and disturbed areas are to be topsoiled and seeded. Please provide a typical detail that shows the extent and proposed nominal thickness of the proposed topsoil layer.

Response: The topsoil shall be 6" thick as specified in Specification Section 32 92 19, para. 2.2.

Question No. 36: Part 2.2 of Specification Section 32 92 19 – Seeding specifies a 6” thick layer of Upland Topsoil consisting of natural, friable soil, etc. With regard to the proposed topsoil layer for this project, lease clarify the following:

a. Since most specifications require only a 4” thick layer of topsoil, we request that the topsoil layer for this project be 4” thick, as per NJDOT Standard Specifications.

Response: As stated in Section 32 92 19, 1.1 General Requirements, the Contractor is required to adhere to the Standards of Soil Erosion Control and Sediment Control in NJ. A uniform application of topsoil to a depth of 6 inches is required.

b. Most specifications do not require the topsoil to be 100% natural and allow for man-made topsoil as long it meets the specified organic content, as well as the percentage of sand, clay, etc.

Therefore, we request that the topsoil specifications be revised to meet the NJDOT Standard Specifications.

Response: NY District protocol requires the use of natural topsoil.

Question No. 37: A Note on Dwg C-101A directs the Contractor to remove and replace in kind the existing Beam Guide Rail, but no quantity is provided for this work. For bidding purposes, please provide a quantity of Beam Guide Rail that is to be replaced in kind.

Response: No quantity of the guide beam replacement has been provided. The cost for removal and replacement is included as lump sum cost in Item No. 0005 in the price schedule. Any length of guide beam removed by the Contractor shall be replaced. The extent of removal of the guide beam shall depend on the Contractors means and methods of excavation.

Question No. 38: Specification: 09 97 02 Painting: Hydraulic Structures: Can the requirement to provide a certified QP1 Painting Contractor on this project be waived.
