Questions and Answers:
(Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors “for information only ”and do not revise the solicitation, plans or specifications.)
Question No. 1: Reference the Measurement and Payment Section of the Specification (01 22 00), Items 1.2.7- Telecommunications Utility; 1.2.8-Electrical Utility Materials and Inspection; 1.2.10-Cable Utility; 1.2.11-Natural Gas Utility. Each of the above-referenced sections contain a plug number and include the language “Actual payment will be based on actual costs. Actual payment in excess of allowance amount is subject to availability of funds.” The language used in these items indicate the offeror is at risk for any costs in excess of the plug number. As such, Offeror respectfully requests the rationale used to develop these numbers. If the offeror is not responsible for costs in excess of the plug numbers, please adjust the language to reflect more actually how these cost overruns would be managed by CENAN.
Response: See revised Specifications Section 01 22 00.00 10 included in this amendment. Costs in excess of allowance amount are subject to contract modification.
Question No. 2: Reference the Measurement and Payment Section of the Specification (01 22 00), Items 1.3.1-Haul and Dispose of Unsatisfactory Material at Offsite Locations and 1.3.2-Borrow Material. Both of the above-referenced items use Measurement Terms that state the items will be measured via the certified weigh tickets, which is acceptable. The unit of measure for payment is by the cubic yard. Offeror respectfully requests that the unit of measure be adjusted to be listed by the TON in order to properly align the measurement methodology with the units in which the contractor will be paid.
Response: The unit of measure remains as cubic yards. The density of material will be determined by the ACO/COR and the Contractor at the time of billing.
Question No. 3: Reference the Measurement and Payment Section of the Specification (01 22 00), Items 1.3.6- Alternate Off-site Disposal Location-Butler Park Baseball Outfield; 1.3.7-Alternate Off-Site Disposal Location- Thorne Middle School Soccer Fields; 1.3.8-Alternate Off-site Disposal Location-Croydon Hal Synthetic Turf Field Disposal at each location includes excavation, transport, treatment, and off-site disposal of material at the specific location. Is the offeror to assume that it may pile material at the site without specific parameters? Or are there parameters related to the slopes of material stockpiles and site controls at these locations?
Response: Material is to be hauled to the sites and placed at the sites within the work limits. Although there are no specific parameters for material stockpiles at the sites, it must be done in a safe manner.
Question No. 4: On the cross-sectional view for T-Wall Section D (Sheet S-303), the drawing labels two rebar locations at the top of the wall with “#5 bars”. All other T-Wall sections are not labelled with the #5 bars requirement. Should this label be standard for all T-Wall sections?
Response: Yes, the #5 bars at the top of the T-Wall section is typical throughout.
Question No. 5: After examining the Cross Sections on Dwg’s C-301, C-302, C-303 & C-304 it appears that a very significant amount of the new Flood Wall will require the design and installation of Temporary Shoring to be provided by the Contractor in order to support the existing Port Monmouth Road and any underground utilities that may be under the road and in close proximity to the Flood Wall. This observation came as a complete surprise because the bid documents do not specify, show or call-out the need for any Temporary Shoring to be provided during the construction of the new Flood Wall. The omission of this important information from the bid documents needs to be corrected as quickly as possible so that all bidders are made aware of this important construction requirement that will have a significant impact on the cost and sequence of the work. We recommend that the horizontal limits for Temporary Shoring be clearly shown on the construction plans and shown on all affected cross sections. We also recommend that a Typical Temporary Shoring Detail be added to the drawings to indicate the basic requirements for this work. Please address this important issue in the form of an addendum as quickly as possible.
Response: It is Contractor’s responsibility to protect Port Monmouth Road and existing utilities during construction.
Most of the utilities crossing the flood wall alignment are either abandoned or being cut and capped. Temporary shoring along and to protect the Port Monmouth Road shall be needed. The type and method of temporary shoring shall depend on the Contractor’s means and method being followed to protect the road. A shoring and sheeting plan shall be provided by the Contractor prior to the construction as stated in Specification 31 00 00 section 3.5 and Specification 31 23 00.00 20 section 1.7.1. The Contractor shall include the cost of shoring in the price schedule item 0002. All work necessary (Item 0002) for excavation shall include shoring for the excavated area.
Question No. 6: In conjunction with the need for Temporary Shoring along Port Monmouth road, the installation and removal of the Temporary Shoring will result in the loss of existing curb and pavement that will require restoration by the Contractor. The need to remove and restore existing concrete curb and pavement along Port Monmouth Road is not called-out or shown on the drawings. The omission of this important information needs to be corrected as quickly as possible so that all bidders are made aware of this construction requirement and cost impact. We also request that separate unit price pay items be added to the proposal to pay for the removal and replacement of the concrete curb and the pavement restoration where the Temporary Shoring has damaged these existing features. Please address this important issue in the form of an addendum as quickly as possible.
Response: It is Contractor’s responsibility to protect all existing site features during construction. Any damage to these features shall be Contractor’s responsibility to restore it to existing condition. Note has been added to the revised site plan Sheets C-101A, C-101B and C-101C included in this amendment in reference to the protection of existing features. Contractor shall include the associated cost in the bid as needed.
Question No. 7: The bidding documents do not provide any information to the bidders regarding the means and methods that will be required for the maintenance and protection of traffic (MPT) during the various phases of construction. This basic information needs to be added to the drawings so that all bidders are made aware of how the Contractor is expected to maintain and protect the traffic along the roads that are impacted by the construction.
Lane Closure Rules and Time Restrictions need to be established, Detours need to be shown, and Typical Construction Signs need be specified and located on the drawings. Also, new MPT drawings should be provided that show how the traffic will be maintained and protected during the following construction operations: (a) for the construction of the Sheetpile Splice: (b) for the Sheetpile Tie-In; (c) for the Road Closure Gate construction; (d) for installation and removal of Temporary Sheeting along Port Monmouth Road, and (e) for the curb and pavement restoration along Port Monmouth Road. Please address these important issues in the form of an addendum as quickly as possible.
Response: MPT requirements are provided in specification section 01 55 26. A traffic control plan shall be submitted by the Contractor for approval to be implemented during construction for traffic control.
Question No. 8: Based on groundwater level statements made in the Earthwork Specifications as well as the groundwater levels shown on the Boring Logs, a significant amount of Dewatering will need to be performed in order to execute the work in the dry. However, the bid documents do not provide any specific details, notes or other information on how this significant amount of pumped groundwater will need to be discharged in order to comply with environmental regulations and permit requirements. Therefore, please add typical dewatering discharge notes and details to the drawings that specifically address the limitations and rules that will need to be addressed by the Contractor so that all bidders are made aware of the costs associated with the dewatering discharge requirements.
Response: It is Contractor’s responsibility to dewater the work zone during construction as stated in Specification Section 31 00 00 paragraph 3.2.4 and Specification Section 31 23 00.00 20 paragraph 1.7.2. The Contractor shall include the cost in the price schedule item 0002. All work necessary (Item 0002) for excavation shall include dewatering for the excavated area.
Question No. 9: Sheet: S-302, S-303, S-304, S-305; Detail: T-Wall Section A thru H: T-Wall Sections indicate a bedding material below the horizontal footing. Please provide this material type and depth.
Response: See revised Sheet S-302 included in this amendment. A 6” crushed stone working surface is shown schematically. It is anticipated that the Contractor will require a stone work surface or “mud slab” to perform the construction as part of his means and methods.
Question No. 10: Sheet C-101C shows pole to be relocated at Sta 21+10. Sheet E-103 shows same pole to remain.
Please clarify.
Response: See revised Sheet E-103 included in this amendment.
Question No. 11: Please clarify the intended scope of work to be included in the Option Items for the Hauling and Disposal of Residential Clean Soil to the three ball fields. Is it correct for bidders to assume that the Contractor will just dump the soil in piles at the three sites and that the soil piles will be spread and managed by others?
Response: Material is to be hauled to the sites and placed at the sites within the work limits. Although there are no specific parameters for material stockpiles at the sites, it must be done in a safe manner. The Contractor is not responsible for spreading the material.
Question No. 12: Please clarify why will the Contractor have to wait up to 410 Calendar Days for the four Options to be exercised? That appears to be an unnecessarily long period of time to wait. Meanwhile, while all of this time is passing the excavated soil needs to be stockpiled at the site, which is tight for space. Please clarify why the determination to exercise the Options cannot be made soon after the material is generated and classified through testing.
Response: Depending on Contractor’s specific means and methods and approved work plan, options may be exercised sooner than 410 calendar days after Base Bid NTP. The specified time is the maximum allowable time for the Government to exercise the options.
Question No. 13: Please refer to the typical Flood Wall Footing steel reinforcement details and notes on Dwg’s C- 302, C-303, C-304 & C-305 which require 1 ½” diameter holes to be burned in the Sheet Pile Cut-Off Wall in order to pass the #10 rebar through the Cut-Off Wall. Please confirm our assumption that these notes and details only apply to the “short bars” that run transversely across the width of the footing, and that this requirement does not apply to the “long bars” that run parallel with the length of the footing.
Response: Yes, only the bars transverse to the wall alignment need to bass through the SSP cut-off wall.
Question No. 14: With regard to the Road Closure Gate construction, please clarify the following:
a. Please confirm our assumption that Old Monmouth Road will remain closed to traffic during the entire period of time that will be required to construct the Road Closure Gate foundations, the related underground utility work shown on Dwg. #C-504, and the road restoration.
Response: As stated in the traffic control Specification Section 01 55 26 paragraph 3.1, along Old Port Monmouth Road, one traffic lane shall be maintained in operation during construction. This road is the only access way to the two properties west and one property to the east of the closure gate. If the Contractor proposes to close the road completely, then the Contractor shall provide a by-pass or means of access to the three impacted properties. The additional lane closure would be subject to approval of the Contractor’s traffic control plan and the Contractor obtaining any required permits.
b. With regard to the Sanitary Sewer Work that needs to be performed at the Road Closure Gate location, and shown on Dwg. #C-504, please clarify whether or not the excavations for the Sanitary Sewer Work will require Temporary Shoring to be provided.
Response: Temporary shoring of the excavation shall be Contractor’s responsibility and the means and method adopted for construction. The Contractor shall follow all industry standards (OSHA) and EM 385- 1-1 for excavation protection.
Question No. 15: Regarding Item No. 0001, there appears to be no call out in the drawings or specifications for the type of sheet piles required for the “Steel Sheet Pile Cutoff Wall” from STA 4+32.32 to STA 26+85. Please confirm the required section of sheet pile required (e.g. PZ-35).
Response: See revised Sheet S-302 included in Amendment 1.
Question No. 16: Regarding Item No. 0013, we believe that the Electrical Utility Installation work should have an allowance amount included in the bid similar to Item No. 0011, 0012, 0014, and 0015. Please clarify the requirement for Item No. 0013.
Response: See Specifications Section 00 73 00, paragraph 50, Utility Re-Routing. Items 0011, 0012, 0014, and 0015 are for work performed by the utilities, while Item No. 0013 is for work performed by the Contractor.
Question No. 17: Can you list known manufacturer(s) of the road closure gate?
Response: Contractors must do their own market research on gate manufacturers.
Question No. 18: Please clarify the pile testing requirements as specified in Paragraphs 3.3.4.1 & 3.3.4.2 in Section 31 62 16.16. Are all the test piles subject to dynamic testing during the initial drive, then static load testing, then dynamic testing again during a restrike? Also, are 5% of the "job piles" (not test piles) subject to dynamic load testing during the initial drive and are they subsequently subject to a restrike and additional dynamic testing? We suggest adding separate items to the proposal for static testing and also dynamic testing to avoid confusion, and accurately handle potential quantity changes which could be a cost benefit the USACOE.
Response: Yes, all test piles are subject to dynamic testing during the initial drive, then static load testing, then dynamic testing again during a restrike. The 5% of job piles are subject to dynamic testing during the initial drive as well as during a restrike (if applicable).

Question No. 37: I have a question regarding traffic control on Old Port Monmouth Rd. In order to construct the Road Closure gate foundations with sheeting, piles, utility crossings, and concrete footings there will need to be a detour in place for the roadway. There are no traffic control plans within the contract drawings. From what I can ascertain is that we are responsible for constructing a bypass roadway according to Section 015526 Page 1. If that is the case where are the allowable areas where this roadway can be constructed?
Response: If the Contractor’s means and methods require a bypass road, then it is the Contractor’s responsibility to propose a by-pass road location. It shall be within the Contractor’s working limits. The proposed plan shall be reflected in the traffic control plan to be submitted by the Contractor for approval.

Question No. 46: Detail 1 and Note 2 on Plan Page S-400 require recoating of the existing SSP down to the existing mudline, well beyond the limits of the splice location, and apparently below the waterline (no elevations are provided).
a. Is it the USACE’s intent that the contractor will have to remove the existing coating and recoat the entire existing wall of sheeting, including below the waterline in the dry? This could add significant cost (cofferdams, etc..) for a comparatively small improvement to the existing coating which appears to be in good condition. We suggest that the limits of removal/recoating be clarified to only include the areas that will be impacted during the sheet pile splicing operation. Or at least coated to a set elevation that remains above MLW so the work could be done during low tides (if mud line is below low tide, cofferdams maybe required and its difficult for bidders to know that at this time).
Response: The means and methods for the performing this work are the Contractor’s responsibility. A temporary cofferdam or a submersible work platform / limpet dam may be used.
b. Detail #1 also shows the limits of blasting surface prep and coating to the top limits of the new sheeting.
Do both faces of the new sheeting need to be coated, right now the detail only shows front face? If that sheeting comes coated already from the fabricator plant, confirm we only need to then field coat the areas where the welding has damaged the coating.
Response: The surfaces below grade do not require coating. Both sides require coating, either field or shop applied.
Question No. 47: We are bidding the Phase II Contract 3 Floodwall and Road closure gate project. Sheet 5 of 77 calls out for the existing guide rail to be removed and replaced in kind. When working on the section of the wall adjacent to the existing guiderail this will have to be removed and is in close proximity to the live roadway. There is no mention in the plans for construction barrier curb for protection. Please advise to how the work area will be protected from live traffic.
Response: Maintenance, protection and controlling the traffic shall be Contractor’s responsibility. The traffic control plan submitted by the Contractor for approval shall reflect any barriers being proposed for traffic control.

Response: The Contractor is responsible to take off their own quantities.
Question No. 52: Please clarify contractor work limits located at station 9+00 extending from Port Monmouth Rd, north to Old port Monmouth Rd this is for storm drainage pipe installation. Can this be used for temporary access road during construction of flood gate crossing? Are there any schedule/calendar limitations to having a temp road in place and active?
Response: Yes, this working limit can be used for temporary access. But it is Contractor’s responsibility to assess the soil condition, provide proper traffic access and controls. This shall be reflect on the traffic control plan submitted by the Contractor for approval.
Question No. 53: Are precast barrier required for traffic protection?
Response: Maintenance, protection and controlling the traffic shall be Contractor’s responsibility. The traffic control plan submitted by the Contractor for approval shall reflect any barriers being proposed for traffic control.
Question No. 54: Is the contractor required to obtain road closer or traffic permits if required?
Response: Yes.
Question No. 55: On sheet 44 Note #2 it states that the existing sheet pile wall shall be near white blasted and then recoated with epoxy. Is it the intention to build a cofferdam and dewater the area to access the sheeting at the mudline or is it the intention to work around the tides to blast clean the existing sheeting?
Response: The means and methods for the performing this work are the Contractor’s responsibility. A temporary cofferdam or a submersible work platform / limpet dam may be used.
Question No. 56: The contract documents do not stipulate any milestone dates or calendar restrictions with regards to dealing with local usage of existing facilities during summer season. Are there any lane closure restrictions during this time frame?
Response: No, there are no restrictions due to local usage of existing facilities during the summer season. There are, however, environmental restrictions on construction activities. Traffic control, including lane closures, must be in accordance with Specification Section 01 55 26.
Question No. 57: There appears to be existing drainage pipes and inlets along existing Port Monmouth Road from proposed wall stations 19+50 to 24+50. Due to the close proximity of the proposed wall and the need to excavate to build the footing, will these drainage items need to be removed and reinstalled? Or is the edge of footing far enough away from these that they can remain? Based on scaling from the drawings, it looks like there could potentially be a conflict there.
Response: All of the existing site features outside project footprint shall be maintained and protected by the Contractor’s means and method. Any disturbed existing feature shall be restored by the Contractor.
Question No. 58: Please advise if this project is exempt from NJ State sales tax.
Response: See FAR 52.229-3 Federal, State, and Local Taxes referenced in section 00 72 00. Bidders are responsible for determining applicable taxes and including them in their bids.
Question No. 59: The Test Pile Program requires clarification for the following reasons. Paragraph 3.3.4.2 of H- Pile Specification Section 31 62 16.16 states that 5% of the Job Piles are to be PDA Tested. It is our interpretation that these PDA Tests are in addition to the PDA Testing that is to be performed on the Six Test Piles that are shown on the drawings. Since there are 720 Production Piles, 5% of this quantity equals 36 Piles that are to receive PDA Tests in addition to the Six Test Piles shown on the drawings. Based on this information, PDA Testing will be performed on a total of 42 Piles. Yet, Bid Item #0010 only covers the PDA Testing of the Six Test Piles that are shown on the drawings. In addition to this confusion, it remains unclear as to how many Test Piles are to receive Static/Compressive Load Tests. Therefore, to clarify the bidding of the Test Pile Program we recommend the following revisions be made to the bid proposal:
* Provide a separate Bid Item to cover the number of Static/Compressive Load Tests that will be required, and identify the locations of the Static Load Test Piles on the drawings. Since the costs to perform Static/Compressive Loads are much higher than performing PDA Tests, it makes sense to create a specific pay item for the number of Static/Compressive Load Tests that will be required.
* Provide a separate Bid Item to cover the PDA Testing for 42 Piles: 6 Test Piles plus 36 Production Piles.
Response: Bid Item #0010 covers the Static Load Testing and PDA testing of…
