QUESTIONS AND ANSWERS:

(Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors “for information only” and do not revise the solicitation, plans or specifications.)

Question No. 1: We are also having no luck in obtaining a price for the Road Closure Gates. I send the information to various miscellaneous metals contractors (PMW & Well-Fab) that provide similar products for other USACE projects in NJ and both decline to provide pricing because the welding & painting specs are completely unreasonable. They describe the gate fabrication specifications as someone’s dream. We will need more time to locate a miscellaneous metals fabricator that will provided us with a quote or if the USACE has a fabricator source that can supply us with price to construct the gates to the present requirements in the contract. We hereby request an extension of time to the bid date of June 21, 2016 to allow us to locate a supplier for Road Closure Gates.

Response: The AISC website https://www.aisc.org/find/FindCertifiedCompany.aspx?id=5542 may be consulted to search for fabrication shops having the required fabrication certificate.

Question No. 2: According to the DEP permit, "the permittee shall adhere to a seasonal restriction on the use of heavy construction equipment/machinery within 300 meters of the "Pews Creek West" osprey nest from April 1 through August 31 of each calendar year." This distance applies to most if not all of the contractual work. Is it the intention of the permit to restrict all contract work during this period?

Response: All contract work is not restricted during this period. This restriction only applies to work within 300 meters of the Pews Creek West osprey nesting platform which covers about one-third of the project alignment until new nesting platforms are installed and the Pews Creek West osprey nesting platform can be removed. In addition, no removal or installation of any osprey nesting platforms is permitted between March 1 and August 31.

Question No. 3: Can you please confirm what constitutes unsatisfactory material item number 3.

Response: Refer to Section 31 00 00, paragraph 1.3.2 and Section 31 23 00.00 20, paragraph 2.1.2 for explanation of unsatisfactory material.
