SECTION 00 73 00

Revise Paragraph as below

1. Paragraph 2: ORDER OF WORK

Replace Paragraph 2 in its entirety as below:

The contractor shall proceed with the placement of beach fill and dune construction in a continuous manner along the shoreline from the east to the west, or as directed by the Contracting Officer.

The work in Robert Moses State Park, CLINS 0004 and 0005, must be the first increment of beachfill placement.

The contractor shall establish and work within approximately 500-1000 foot wide beach work zone/closure areas, one work zone at a time. No community will be left without pedestrian access to the beach at any time. Within each work zone/closure area, the contractor shall first remove any existing dune crossover structures. Immediately following the removal of an existing dune crossover structure, an on-grade mesh stabilization mat will be placed approximately where the existing dune crossover was removed, from the landward limit of work to 15 feet seaward of the seaward toe of the new dune design template, to be used as temporary pedestrian access.

Timber pilings for the new pedestrian crossovers will be installed prior to the placement of dune material in a community, in advance of beach fill placement and dune construction operations. Minimal excavation and regrading of existing topography will be allowed for the installation of new timber piles.

Immediately following the timber pile installation, the on-grade mesh stabilization mats will be replaced from the landward limit of work to 15 feet seaward of the seaward toe of the new dune design template, to be used as temporary pedestrian access. Mesh stabilization mats will be removed no more than 24 hours prior to new dune construction.

After beachfill and dune placement completion and acceptance of a new dune section within a work zone/closure area, the contractor shall place/replace the on-grade mesh stabilization mats, at all cross-over locations shown in the plans, from the landward limit of the new crossover to 15 feet seaward of the seaward toe of the dune, to be used as temporary pedestrian dune crossovers prior to proceeding to the next work zone/closure area. The on-grade mesh stabilization mats shall remain in place and be maintained for the community to access the beach until the initiation of the new timber dune crossover decking structure at each location. Within three (3) weeks after acceptance of a specific new dune section, the contractor shall complete the associated new timber dune crossover decking structures within that work zone/closure area, and reopen the new crossovers to the community for pedestrian use. Timber decking for all dune crossover structures within a previously established work zone shall be completed prior to decking work start in the next established work zone.

SECTION 31 24 00.00 18

-Revise Paragraph 2.2.4 in its entirety as given below:

“2.2.4 Slopes The dredge cuts in the borrow area shall not have side slopes steeper than 1 on 3. Borrow area entrance and exit slopes shall not be steeper than 1 on 3. Borrow area must have a uniform bottom elevation.”

SECTION 01 74 19

Add the following to Paragraph 1.3 Management, after sentence three:

“Contractor is required to have appropriate piping plover monitoring experience (or shorebird monitoring experience), as necessary, which requires approval by the NYSDEC and/or USFWS.”

Questions and Answers:

(Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors “for information only ”and do not revise the solicitation, plans or specifications.)

RFI #1: Question:

As listed in Supplementary Conditions of Section 00 73 00 the Contractor is allowed 300 days to complete the work, but the Contractor cannot start beach fill until after September 6th, 2016 with a must complete date of not later than 31st March 2017.

a) If the Contractor were to have to be complete with the beach fill by March 15th 2017, and still allowed 300 days to perform the work then that means NTP would be issued on or before 05/19/2016 which is prior to the bid date. Can the Government clarify these dates and correct them in the Contract documents accordingly.

Answer #1:

Beach fill placement and demobilization work needs to be completed as described in paragraph Section 00 73 00, paragraph 1. Other work can be completed after 31 March 2017.

RFI #2: Question As stated in paragraph 1.3 Management of section 01 74 19 of the Project Specifications the Environmental Monitor shall be responsible for instructing workers and overseeing/documenting results of the Waste Management Plan for the project.

a) Is the Contractor required to provide this Monitor?

b) If so can the Government clarify what the qualifications would be for this position?

Answer #2:

SECTION 01 74 19 has been modified as noted above:

“Contractor is required to have appropriate piping plover monitoring experience (or shorebird monitoring experience), as necessary, which requires approval by the NYSDEC and/or USFWS.”

RFI #3: Question As stated in Paragraph 2.2.4 of Section 31 24 00.00 18 Page 7 the Borrow Area shall have slopes not steeper than a 1 on 5.

As shown on Page C-109 in the borrow area cross section the slopes are 1 on 3.

a) Can the Government verify the slope requirements and advise the Contractor accordingly?

Answer #3:

Paragraph 2.2.4 of Section 31 24 00.00 18 was revised in this amendment.

RFI #4: Question As according to the synopsis listed on the FBO website for the project it consist of placing up to 1,404,000 cubic yards of material but as according to the bid schedule issued within the Contract Documents, Line items 0002 for 1,404,000, line item 0004 for 200,000 and line item 0005 for 20,000 combined add up to be 1,624,000 cubic yards of material.

a) Is this the amount the Contractor should anticipate placing or should the Contractors pricing be indicative of placing 1,404,000 cubic yards.

Answer #4:

The synopsis in the FedBizOps is for information only. Quantities have been provided in Amendment 2 with changes made in the bid schedule.
