BIDDER’S QUESTIONS AND GOVERNMENT REPLY

1. Please provide a table of contents for Divisions 21, 22, 23, 26, 27, 28, etc. so we can confirm we have all specifications sections. Response: The revised TOC is hereby reissued in this amendment #2 to include all specifications sections.

2. Sheet P-701, Compressed Air, indicates hose reels, 14 on Room 0100 and 4 in Room 0300. The drawing indicates 15 cfm per location or a total of 270 cfm, plus tire break and bread blaster which are unknown cfm’s. The existing air compressor is shown as 24 cfm and this is an insufficient cfm for this application. Kindly provide proper flow rates available. Response: The compressor is to remain as shown on the plans.

3. Ingersoll Rand manufacturer is specified for pre and post filters F-1441 Grade 6 which does not exist.

Typically a pre-filter is –G rated for flow and post filter is –H rated for flow. Please provide proper part numbers and flow rates. Response: The note is here by revised in this amendment.

4. The specified air drier, Ingersoll Rand D-421-T rated for 25 cfm does not appear to be sized properly for this application. Model number is incorrect; please provide correct model number and voltage desired. Response: Ingersoll Rand D-421-T was used as the basis of design and it was found to be adequate during the design phase. The existing system uses Hankison HPR35 air dryer using 115V/1 ph/60hz electrical service, same or approved equal can be used.

5. Kindly confirm if the owner will be providing the holes reels in absence of a specification. Response:

The contractor shall provide hose reel that's compatible with compressor requirements.

6. See attached fax we received from Nu-Age Films requesting approval for a substitute product for spec 072600 “Vapor Retarders” (total of 4 pages). Response: At this time we are not in the stage of reviewing detail and specific products. This will be addressed at the time of shop drawing review.

7. Sheet AD101 has a note to ‘vacate all equipment’. For equipment that is to be moved to storage, where is the owner providing storage? Response: The equipment will be moved before construction begins.

8. During the site visit on September 10th, existing oil and antifreeze disposal tanks were located in the building. Who is responsible for the removal and disposal of these tanks? Response: If you're talking about the barrels and tank they will be removed before construction begins.

9. The west of the workbays 300 area there is an adjacent existing structure which is visible in the aerial photo on sheet G-001. The structural and architectural drawings including those associated with demolition do not address that building. Sheet A-203 even shows a new exterior wall for building 2415 at that location. What is the connection detail to that building, or will it be demolished by others prior to the start of this contract? Response: The building will be demolished before construction. The existing block wall will be left it shall have brick veneer as the rest of the building.

10. Specification section 05 12 00 paragraph 1.7.b calls for ACSE certified erection of the steel. Only a small portion of steel erectors are ACSE certified and as a result there will be a significantly higher erection cost. Can the ACSE certification be waived for the erection? Response: No, Certification will not be waived.

11. Line item 0005 Option 2 states that it is to include ‘the APF portion…’. Is this line supposed to read ‘the Exterior APF portions….’? Response: This line item is self explanatory, only the difference between EFIS and brick veneer is to be included in this item.

12. There are items listed as APF on the documents that are not associated with ‘the fire detection, reporting, and suppression system’ that line item 0002 lists. These items include asbestos abatement and lead paint removal. Under what line item are interior non-fire related APF items to be included?

Response: Please refer to contract drawings for complete and detailed designation of NAF and APF funded work. NAF funded work is included in CLIN 0001 and APF funded work is included in CLIN 0002.

13. Is the CMU backup on the exterior walls to be considered APF or non APF funded? Response: It is NAF funded. Only the exterior finishes and insulation… are included in APF (see description of Option 1, CLIN 0005 and refer to drawings for further guidance.)

14. Is the work associated with the Covered Storage Area, considered to be APF funded? Response:

Please refer to drawings for explanation and designation of APF and NAF funded work.

15. Sheet F001 Note 12 calls for the installation of a post indicator valve exterior to the building, but no waterline work is shown exterior to the building and the plan notes regarding pipe connection, show connection to existing at a flange within the building. Does a post indicator valve need to be installed on the existing water service? Response: Please refer to sheet F-101 keyed note 3 & 4.

16. Sheet P101 has 18 ‘hose reels indicated for coordination’ but sheet P701 depicts the hose reels without such a mark. Are these hose reels included within this contract, and if so what are the requirements for them? Response: Yes the hose reels are included in the scope of contractors work. Please refer to drawing P-701 the reel is depicted with a box just before the ½” quick connection.

17. What raceway is required for controls cabling in exposed spaces? Response: Please refer to Appendix A for raceway details.

18. What raceway is required for telecommunications cabling in exposed spaces? Response: Please refer to Appendix A for raceway details.

19. Will plenum rated cabling be acceptable for controls and telecommunications in concealed spaces?

Response: Yes, the specification allows plenum rated cables to be used.

20. Specification 23 09 00 paragraph 2.2.d states that the control system is to include building intrusion, building lighting, and the fire alarm/mass notification system. However, no other portion of specification 23 09 00, any other specification, or the plans, provides for how these systems are to be interconnected in the digital control system. Are these systems to be integrated into the building HVAC control system, and if so, what are the specifications for the integration, programming, and reporting? Response: Please refer to spec section 230900 2.2 D 3 indicating the lighting controls, (260923) are included; BAS is also included. Also note section 230900 para 2.3.

21. The existing gas service, meter, and riser exterior to the building are within the dimensions of the planned for brick veneer. What is the detail for the brick veneer at the gas riser? Response: The meter and riser will have to be extended to clear brick veneer.

22. Sheet E-001 General Note 12 calls for the contractor to provide 1” conduit with pull string, while sheet E801 suggests that the wiring is installed under this contract. Is this contract to provide telecommunications wiring from the telecommunications room to the jacks? Response: Yes, wiring is to be included as part of the construction cost.

23. Is the equipment shown on sheet E801 for Room 211 to be provided under this contract? Response:

Provide patch panel etc. as shown on the drawing.

24. No lightning protection system is indicated on the plans or specifications. Is a lightning protection system required for either the Auto Hobby Shop and/or the Storage Building? Response: No, none is required at either building.

25. There is a section 260573 Overcurrent Protective Device Coordination Study included within the specifications. The electric service to the building is existing to remain, and the plans are detailed about the new panels and the circuiting. In addition, paragraph 1.5.b.1 calls for the government to perform this study. How does this specification relate to this contract? Response: The referenced specification section is hereby deleted in this amendment.

26. If telecommunications cabling is to be provided under this contract, plans and specifications list both CAT 5e and CAT 6, what type cabling is to be provided? Response: Specifications are hereby revised to only include CAT6 cabling.

27. The overhead coiling doors are listed in specification 08 33 23 to be sheet thickness of 0.028 inches, which is standard construction, but the door schedule on sheet A601 calls out for level 4 doors which would require a sheet thickness of 0.067 inches, which is maximum duty. What gage thickness is required for the overhead coiling door? Response: The coiling overhead doors shall be Level 3, Drawing A601 is hereby revised.

28. The door schedule on sheet A601 calls for all exterior doors and many interior doors to be level 4 maximum duty. This level is not even referenced in section 08 11 13 and appears to not fit the function of the building. What is the required performance levels for the steel doors and frames?

Response: All doors with performance level 4 shall be revised to performance level 3 in this amendment.

29. The schedule on sheet A601 has door 108 as a hollow metal door in an aluminum frame. What is the required door and frame material for Door 108? Response: The 108 door shall be aluminum storefront door and frame.

30. Reference is made to specification section 122113 "Horizontal Louver Blinds". Section 1.3, Action Submittals subparagraph F refers to the window treatment schedule on drawings. There does not appear to be a window treatment schedule on the drawing within the bid documents. Please provide the necessary drawing or information so that this section can be properly priced. Response: For window treatment finish legend please refer to sheet I-601, WB1

31. Are the existing light ballasts to be assumed as PCB containing or PCB free? Response: That information is not available at this time. It will have to be determined in the field.

32. Detail A6/S302 shows an existing masonry wall being dowelled to an existing footer. To accomplish this dowelling as detailed is not feasible as the embedment location is potentially up to 9’ below the top of the existing CMU. What is required in lieu of this detail? Response: The details will remain as is, the contractor may submit at time of construction and alternative to be approved by the government during shop drawing review process.

33. Specification 087100 hardware set 2 lists the use of a Pemko 2705 T threshold at the overhead doors. The Pemko 2705 T threshold is designed for and sized to be used at hinged exit doors. Since this is not the correct application what, if anything, is required for hardware set #2 at the overhead coiling doors? Response: The Pemko 2705 T is hereby replaced with saddle/weather stripping at bottom of door to prevent max air infiltration.

34. Specification 122113 was provided for horizontal blinds, and a product was listed on the plans in the finish schedule. However, there is no callout in plan, detail or on the window schedule for these to be installed anywhere. Where are window blinds to be installed? Response: Please refer to drawing I-601 for finish schedule (WB-1) and see I-401 for locations.

35. Sheet I-001 lists GFCI equipment. New vehicle lifts are listed as being installed by the contractor.

Can information on the lifts be provided? Response: At this time the only the information included on the drawing is available.

Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (ii)).

The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of "identifiers" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).

Union Rate Identifiers

A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than "SU" or "UAVG" denotes that the union classification and rate were prevailing for that classification in the survey. Example:

PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.

Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.

Survey Rate Identifiers

Classifications listed under the "SU" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.

Survey wage rates are not updated and remain in effect until a new survey is conducted.

Union Average Rate Identifiers

Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.

A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.

WAGE DETERMINATION APPEALS PROCESS

1.) Has there been an initial decision in the matter? This can be:

* an existing published wage determination

* a survey underlying a wage determination

* a Wage and Hour Division letter setting forth a position on a wage determination matter

* a conformance (additional classification and rate) ruling

On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour Regional Office for the area in which the survey was conducted because those Regional Offices have responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.)

and 3.) should be followed.

With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations. Write to:

Branch of Construction Wage Determinations Wage and Hour Division U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

2.) If the answer to the question in 1.) is yes, then an interested party (those affected by the action) can request review and reconsideration from the Wage and Hour Administrator (See 29 CFR Part 1.8 and 29 CFR Part 7). Write to:

Wage and Hour Administrator U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

The request should be accompanied by a full statement of the interested party's position and by any information (wage payment data, project description, area practice material, etc.) that the requestor considers relevant to the issue.

3.) If the decision of the Administrator is not favorable, an interested party may appeal directly to the Administrative Review Board (formerly the Wage Appeals Board). Write to:

Administrative Review Board U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

4.) All decisions by the Administrative Review Board are final.
