SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT 0005

Green Brook Flood Risk Management Project- Segment R2 Levee Extension, Segment T Raising, and East Main Street Storm Sewer Improvements, Borough of Bound Brook, NJ

IFB# W912DS-14-B-0002

Bid Opening hour and date are changed to 4 February 2014 at 2:00PM local time.

1. The following are responses to questions received from bidders (FOR

INFORMATIONAL PURPOSES ONLY):

Question No. 1: Drawing G1005, Sheet #6 – Segment R-2 Soil Disposal. The note on this drawing states that all excavated material is above the regulatory levels and must be properly disposed of at no additional cost to the Government… but is not considered to be above RCRA threshold for hazardous waste for soils in this area. Obviously the Government has performed testing, but has not provided the information regarding the test results for this soil to determine the contaminates that are making this above the clean fill limits. Without any analytical information, we would need to assume worst case scenario and the government would be penalized if the hazardous allowed less expensive disposal. Please provide all testing information available.

RESPONSE: No tests have been taken. Contractor should make estimate based on information provided considering the site is a railroad area and contaminants would be typical of that use. Tests to be conducted by the contractor are identified in the specifications and Drawing G1005 Amendment 1.

Question No 2. Drawing S504, Sheet #45, Section A. This calls for 2 each C-10 x 3.5 aluminum channels to make one stop log. The first number is the depth of the channel and the second number is the pounds per foot. Our supplier confirms that this is not a section that is produced. Further research has shown that aluminum channels (Structural) ASTM B221 Alloy 5086-HIII is available in the following dimensions: Depth 10”, Web thickness 0.310, flange width 4.25”, flange thickness 0.50”, weight per foot

8.36 lbs/lf. This material does not meet the specs of ASTM B221 Alloy 6061-T6. It does not conform to the 7” height dimension shown on Section A or come close the approximate weight of stop log on Drawing S504 of 90 lbs. per stop log. An alternate maybe aluminum channel (extruded) ASTM B308 Alloy 6061-T6 this is available in 10” depth, Web thickness 0.250, flange width 3.50”, flange thickness 0.41” and approximate

W912DS-14-B-0002

weight of 6.14 lb/lf. This would meet the 7” height dimension shown on Section A, it would meet our Alloy requirement of 6061-T6. It would not however meet your ASTM requirement of B221. The weight per stop log would be approximately 154 lbs. plus the rubber and accessories. Please provide how to proceed with these items.

In addition, the finishing requirements per the specifications seem to indicate that these should be painted including the galvanizing and stainless steel. Please confirm the painting requirement for the stop log structures and appurtenant items.

RESPONSE: Second number is the flange width, not the pounds per foot. ASTM B308 (Standard Specification for Aluminum-Alloy 6061-T6 Standard Structural Profiles) does not conflict with ASTM B221 (Specification for Aluminum and Aluminum-Alloy Extruded Bars, Rods, Wire, Profiles, and Tubes).

Contractor should use the section described below:

Aluminum channel (extruded) ASTM B308 Alloy 6061-T6, with a 10” depth, flange width 3.50”, Web thickness 0.250, and a flange thickness 0.41”. Note on Sheet S-504 near Stop Log Layout Plan has been revised to reflect approximate weight of 150 LBS.

Painting is only required where two dissimilar metals will be in contact with each other or concrete during project operation and or storage.

2. This amendment shall be attached to the specifications and plans and shall be a part thereof.

SECTION 00010 - SOLICITATION CONTRACT FORM
