Response: New Bid date was provided in Amendment 0004.

Question No. 12: The temporary shoring limits indicated on plan sheet 50 do not match the temporary shoring indicated by note #6 on sheet 56.

Response: Temporary shoring in note 6, sheet 56 is temporary support of utilities during construction. Temporary shoring limits shown on sheet 50 are for temporary retaining structures at perimeter of excavation.

Question No. 13: If the shoring on sheet #56 is additional, please add the limits required on sheet #50.

Response: Temporary shoring in note 6, sheet 56 is temporary support of utilities during construction and the limits should be established by the contractor within the work easement for the project. The temporary shoring limits shown on sheet #50 are for temporary retaining structures at perimeter of excavation.

Question No. 16: Section 05 12 00, 2.4 Shop Primer. Verify, All exposed steel receives SP 6 blast and one coat of alkyd primer.

Response: Exposed steel is to receive surface preparation and coatings in accordance with specifications sections 05 12 00 and 09 97 02.

Question No. 17: Section 05 12 00, 2.5 Galvanizing. Is anything Galvanized?

Response: Yes, galvanized items are indicated as such on the contract documents.

Question No. 18: Section 05 50 03.00 10, 2.3 Testing. Required material test and analyses. What is required here. It says samples are to be tested. Is this CVN testing beyond material mill certs?

Response: Refer to the specifications sections covering the items of work, unless otherwise specified or authorized, to determine required material tests and analyses. Section 05 50 03.00 10, paragraph 2.3 describes testing requirements in general, not specifics for each item of work.

Question No. 19: Section 05 50 03.00 102.3.1 Nondestructive Testing. When doubt exists to the soundness of any material. The Government may call for additional testing…Material will be replaced. Does this refer to welds or the steel material?

Question No. 21: Section 05 50 03.00 102.3.3.3 Test Coupons. Is this stating we have to cut test coupons from the fabricated steel, send it for testing and then repair the damage?

Response: Yes, the Government reserves the right to require such actions.

Question No. 22: Sheet 27 shows haybales at the roadway inlets although considering the staging required for this project and available roadway width, they will be in conflict with the daytime traffic. Please clarify any daily procedures or traffic control for these haybales.

Response Final Soil erosion and sedimentation control certificate is the responsibility of the contractor. Concur; hay bales may pose a traffic concern within the roadway. A sediment trap or other method which captures or filters runoff from the 1-year storm and is able to convey high flow into the storm sewer system may be used if approved by the Soil Conservation District.

Question No. 23: Sheet 29, sanitary sewer profile, shows existing 18” steel storm sewer pipe which is indicated to “encase pipe if necessary”. We cannot determine “if necessary” prior to bid. Please add separate pay item for this work.

Response: Since available data indicates that the sanitary sewer in close proximity to the drainage system, bidders should include the cost of encasing the sanitary sewer in Bid Item No.1.

Question No. 24: Please verify that the steel sheetpiling for the “I” retainings does NOT receive any coatings, i.e. coat tar epoxy, galvanizing, etc.

Response: Section 31 41 16 specifies coating sheet pile in accordance with Section 09 97 02, which shows System No. 6 applicable to sheet piles.

Question No. 25: Sheet 2, general note 15 – provide backfill limits of structural material.

Response: Limits of backfill is dependent on extent and type of temporary retaining structures, as designed by contractor's engineer, and shown approximately on sheet S-402.

Question No. 26: Sheet 3, drilled shaft note 1 puts an unnecessary burden on the contractor considering the high cost of drilled shafts and the staging for this projecting. Please create separate line items for the shafts with unit pricing per foot for diameter, soil and rock.

Response: Information shown on sheet. S-601 for estimated top of rock elevations and rock socket lengths are based on the project geotechnical report. The 10% limit described in note 1 on G-003 minimizes the potential cost incurred by the contractor for unforeseen conditions differing from those in the project geotechnical report. Bids for drilled shaft work shall be in accordance with contract documents.

Question No. 27: Here is a question regarding the exterior glass block units to be used at the above referenced project: The block units specified "Vistabrik solid glass" are not available in the market anymore. Please advise which type should be used. For example: there are Solid Vistabrik units which are 7 5/8" x 7 5/8" x 3" thick only in clear and stipple finish, no LX inserts or there are Hollow units which are 7 3/4" x 7 3/4" x 3 7/8" with LX inserts, etc.

Response: 8" x 8" x 3" (nominal) thick Vistabrik Solid Glass Block units or an approved equal are acceptable. The Thickness of louver above the glass block will match the thickness of Vistabrik Solid Glass Block. See revised sheet A-503 and Section 04 23 00 included in this amendment.

Question No. 28: In reference to the Monitoring of Existing Structures, specification section 02 21 80.00 18; what frequency shall the structures listed be monitored? Furthermore, if vibration monitoring is required will it be addressed as a change order or should it be included in our base bid?

Response: The frequency of monitoring shall be as noted in revised Section 02 21 80.00 18.

Monitoring of Railroad structures shall follow New Jersey Transit criteria. Section 00 90 04 covers monitoring associated with pipe installation on New Jersey Transit property.

An assessment shall be made prior to construction as described in Section 02 21 80.00 18 to determine if vibration monitoring is required and the cost of this assessment should be included under Base Bid item 1. If vibration monitoring is deemed necessary the cost would be negotiated under the Changes Clause of the contract.

Question No. 29. The plan sheets for the storage building do not indicate whether any of the interior finishes are to be painted. Please verify if any of the interior appurtenances are to be painted.

Response: Interior will receive concrete seal on the walls and floor as noted on revised Sheet A- 503 included in this amendment.

Question No. 30: Note 16 on plan sheet CT-501 mentions “TEMPORARY PAVEMENT BYPASS IN DETOUR NO. 1”. Please clarify the location and scope of work required for the temporary pavement bypass and detour no. 1. In furtherance to the traffic control, we are still unclear as to the locations of many traffic control devices; such as arrowboards, construction barrier, temporary crash cushions, drums, cones, etc.

Response: Note 16 has been deleted on revised Sheet CT-501 included in this amendment.

Also, see the comment response to question No.8 in Amendment 0004.

Question No. 31: Framing Plan 1/ A -102 notes 1 ½” Type ‘B’ Deck Using J – Hooks or Similar to Attach Deck to Joists. Deck Mfgr’s have no knowledge of this application. Specs call for deck to be welded.

Response: It is acceptable to use self tapping screws or pins. These items will need to be reviewed (Shop drawings, catalog cut and deck information) and approved.

Question No. 32: General Note 11 on Drawing A-001 – Does this note only apply to misc. steel in the Building?

Response: This note applies to the steel angles, plates and lintels shown on the Architectural Building Sheets.

Question No. 33: Several of the S – 300 series drawings call for steel and bolts to be (C.R.S.)

Please advise what this notation/abbreviation stands for. Do not want to Assume Cold Rolled Steel.

Response: See Abbreviations on sheet G-002.

Question No. 34: Why is only steel sheet piling permitted within the railroad ROW?

Response: Per New Jersey Transit Railroad requirements only sheet pile systems are permitted within their right of way. Soldier pile with lagging is not permitted.

Question No. 35: There is a shallow bedrock condition such that at subgrade weathered rock is anticipated. The plan note indicates that according to NJT, only steel sheet piling is permitted within the railroad ROW. However, no significant toe penetration is possible below subgrade and the vibratory or impact driving energy to seat the sheet pile tips may negatively impact the condition of the tracks above. An appropriately designed and installed steel soldier pile, timber lagging, and tieback wall will provide better control over impacts to the tracks. Will the

USACOE permit a performance-based excavation support system design that may include soldier piles in the NJT ROW?

Response: See response to question 34.

Question No. 36: It appears that specification section 00 08 00 is missing pages 1 to 31; it starts at page 32 and ends at page 35. Furthermore, this section is not listed in any table of contents.

Response: See revised Section 00 08 00 included in Amendment 0004.

Question No. 37: It has been brought to our attention by the Town of Bound Brook that the demolition of the existing building on the corner of South Main Street and Main Street (including the addition) is to be demolished under a contract awarded by the Town of Bound Brook. Please advise.

Response: See Amendment 0004.
