2.2.13 Portable Motor
Portable motor shall be provided for drainage gate operations. The portable motor shall be transportable by wheels and carrying handles, and have a gasoline-driven engine with manual four-way valve that starts, stops and reverses the rotation of the motor. The motor shall be gear type with torque-resisting coupling rod. The system shall include a built-in adjustable pressure relief valve to limit the output torque of the unit. The engine shall be a five horsepower, four-cycle, air-cooled unit with recoil rope starter or automatic starter switch and speed governor. The frame shall be welded tubular type with five gallon tank and filter mounted on two pneumatic tires. The pump shall be a positive displacement gear type. The control valve shall be a 3-position, detented type with adjustable pressure relief, factory set to stop the motor at 55 foot lbs of torque. Fluid level and temperature gauges are to be provided as well. The unit weight range is to be up to 170 lbs. The portable motor unit shall meet all the requirements of this spec or a portable motor of equal type can be proposed to the contracting officer’s representative.
Replace paragraph 1.6 Description of Work from spec section 02 61 13 with revised version below:
1.6 DESCRIPTION OF WORK
The work shall consist of excavation and temporary storage if necessary of contaminated material found within the project limits. The soils are contaminated with various concentrations of arsenic and Chromium. The supplemental information provided by the EPA contains the approximate locations of contaminated material and characterization data on the nature and extent of the contaminated material. The Contractor shall submit a Work Plan as specified in the Submittals paragraph. The Contracting Officer shall be notified immediately, and before excavation, if contaminated material is discovered that has not been previously identified or if other discrepancies between data provided and actual field conditions are discovered. Backfill material is not available onsite.
Any and all excavated contaminated materials shall be disposed of at a waste landfill capable of accepting the existing contaminated materials and soils. The Contractor may be required to blend the waste soils so that the average concentration of any one discharge truck load will be below the threshold of concentrations that would classify the soils as hazardous waste or highly contaminated wastes as determined by the landfill operator.
Within the area of access, the Contractor shall be required to construct a concrete slab to collect wash waters from equipment and truck tires and frames. The Contractor shall design the slab for all trucks and equipment to be used on site. The perimeter shall be raised by a minimum of 4-inches above the wash area surface. The exit from the slab shall contain minimum 6-inch depth of gravel for the entire access distance from the slab to the pavement at the entrance of the access road. The interior area shall drain to a container designed to store contaminated wash waters or a waste water retention area within the project limits. The minimum area of the slab shall be 15 feet wide and 40 feet long. The design area of the slab shall be increased to accommodate the largest unit of equipment and also include a minimum of 4 feet additional surface as measured from the maximum width and length of the largest unit of equipment. A crack in the concrete slab shall be considered a failure and require immediate sealing as approved by the Contracting Officer.
Replace paragraph 3.6.5 Waste Water from spec section 01 57 20.00 10 with revised version below:
3.6.5 Waste Water
a. Waste water from construction activities shall not be allowed to enter water ways or to be discharged prior to being tested and treated to remove pollutants. Monitoring of water areas affected by construction shall be the Contractor's responsibility. The Contractor will employ maximum Best Management Practices to limit, minimize and eliminate contamination down the hydrologic gradient. The Contractor is responsible for all costs to clean-up off-site contaminated waterways as result of their activities. The Contractor shall handle all waste water in accordance with all Federal, State, Regional and Local laws and regulations.
b. Waste waters directly derived from construction activities shall not be allowed to enter clean water areas directly. Waste waters shall be collected and placed in retention areas where suspended material can be settled out or the water evaporates or is absorbed into the ground to separate pollutants from the water. Analysis shall be performed and results reviewed and approved before water in retention areas are discharged.
c. For discharge of ground water, the Contractor shall obtain a State or Federal permit specific for pumping and discharging ground water prior to surface discharging or shall land apply on the project site. Land application shall be in accordance with all Federal, State, Regional, and/or Local laws and regulations for pumping and land applying ground water. For discharge of ground water to surface waters a NJPDES – Discharge to Surface Water (NJPDES - DSW) permit is required. For discharge of ground waters to a retention area there is no requirement to obtain a NJPDES - Discharge to Ground Water (NJPDES - DGW) permit provided that each construction project segment is less than 30 days, and does not exceed 100,000 gallons per day.
d. Water generated from the flushing of lines shall be land applied in accordance with all Federal, State, and local laws and regulations for land application.
No further questions will be accepted unless the Government determines that there is a critical problem.
4. Responses to Contractor Questions (For Information Purposes Only):
Q1) On Sheet CG-101 under the items referenced to the Geotubes & Anchor tubes it says “Option #2”. Please clarify – is it under “Option #2” or will it be paid under “ITEM #0005 – Option 4”?
A1) The plans have been revised to indicate that the levee and geotube work is under Option # 4.
Q2) What surface is required on the Levee Access Ramps at approx sta 35+00 to 37+00 and 58+00 to 61+00?
A2) The surface detail on plan sheet C-506 can be applied to the access ramps. The title of the detail has been revised to indicate access ramp as well.
Q3) Please confirm that Miscellaneous Ferrous Metals that are not called out on the plans to be galvanized (ie. Ladders, safety cages, vehicle barrier gates, bar screens, trash racks) are to be painted according to the painting schedule in section 09 90 00, paragraph 3.8.
A3) Sections 33 40 01 (Storm Drainage System) and 33 30 00 (Sanitary Sewer) call for galvanized steel ladders. The trash rack/bar screen is to be constructed of galvanized carbon steel, grade-36 as noted on updated plans. The vehicle barrier gate is to be constructed of galvanized steel as noted on updated plans. Note that paragraph 3.8, Section 09 90 00 indicates that galvanized metal is to be painted.
Q4) Does the Junction Chamber adjacent to drainage structure #18 receive a 36” Ad Gate as noted on Section A/18 on Sht C-504?
A4) No, plan sheet C-504 has been revised to change the note.
Q5) Please provide detail and specify materials for car bumper guard rails shown on A-201.
A5) The car bumper guard rails have been removed from the contract and the plan sheet has been updated as well.
Q6) May 8’ diameter precast manholes as detailed on Sheet C-509 be substituted for cast-in-place junction chambers? If not, please identify the locations where 8’ diameter precast manholes are to be used.
A6) The Government recommends the use of cast-in-place junction chambers to achieve the precise angles needed for the project. However, if the contractor can pre-cast the junction chambers to the required dimensions then it will be acceptable as well.
Q7) The anchor tube is shown on the drawings as two separate units. By design units are constructed as one continuous anchor tube on the front face of the scour apron. Please clarify?
A7) Plan sheet CG-201 and the geotube spec have been revised in this amendment to allow for the contractor to anchor the geotube using a method of their preference.
Q8) Spec 02 61 13 calls for payment of only on site transportation of contaminated soil not off site.
A8) Spec revised by narrative change under this amendment.
Q9) Geo-tube is filled with compacted fill but the safety instructions in the specs. say water?
A9) It was the Government’s intention to reuse the geotube material for the site once it is eventually removed and the permanent levee occupies that spot. If compacted embankment material is not feasible then the recommended slurry sand mix will have to be used.
Q10) The specification calls for the use of “compacted embankment material” to fill the geotubes however the product installation recommends for a “slurry” sand mix since it will be filled hydraulically. How will the geotubes be filled with an “embankment” type of material?
A10) It was the Government’s intention to reuse the geotube material for the site once it is eventually removed and the permanent levee occupies that spot. If compacted embankment material is not feasible then the recommended slurry sand mix will have to be used.
Q11) Where is the rip-rap detail showing depths?
A11) All rip-rap details with depths are shown on the latest plan sheets.
Q12) Where is the CCS detail showing depth?
A12) All CCS details with depths are shown on the latest plan sheets.
Q13) The CCS location on the plans is C-510 not C-509 as referenced on all drawings.
A13) All notes referencing the locations of the CCS have been revised.
Q14) Page S-101 detail C says 6" CMU Block Wall, pag. A-301 says 8" Firerated 1 hr partition.
Which one is it?
A14) Plan sheet S-101 has been revised to indicate that the partition is 1 hour fire rated 8” CMU.
Q15) How can recycled fill be ok for the fill when it isn't classified by the specifications? Are you saying manmade fill is acceptable?
A15) Recycled fill is not acceptable as backfill, especially if it contains debris in it.
Q16) Item 9 – Option #8, Location appears to be an area that was remediated; we should be given specific dimensions and depths of areas to be excavated.
A16) Excavation quantities have been provided based on the levee and floodwall cross-sections.
Q17) Item 5 – Option #4, We need more details for this work.
A17) Spec section 02 37 30.00 00 was included in amendment # 7 and updated in this amendment for the geotube. The rest of the work involved in the option shall be done in accordance with the guidance and plans provided in the original solicitation and subsequent amendments.
Q18) On sheet C-513: Please confirm the proposed outlet protection is Rip-Rap. What are the limits of the rip rap protection, and the proposed the stone size?
A18) Yes, the proposed outlet protection is rip-rap. Plan sheet C-513 has been revised in this amendment to display the limits of the rip-rap.
Q19) On sheet C-502 – Drainage structure No. 15: The dimensions / details “section B16” are not shown for the control structure. Please provide.
A19) Plan sheet C-502 has been revised in this amendment to include the dimensions and details of the control structure.
Q20) On sheet C-505: The scaled dimensions for the inlet & outlet structures shown on “section B/19” & “section C/19” do not correspond and conflict with the dimensions depicted on the profile section A/19, particularly from the invert elevations down to the bottom of the structure and the apron slab thickness. Also the center portion of the headwall indicates a 12 ft width on section C/19 & section B/19. However the plan view indicates dimensions that make absolutely no sense. Please clarify & provide the correct dimensions.
A20) Plan sheet C-512 has been revised with the correct version of the detail.
Q21)With regard to Drainage Structure #17, is the finish elevation of top of the access hatch the same elevation as the top of the floodwall (el. 41.1), as it is shown on profile plan sheet CG-202 (sheet 10 of 86), or is it the scaled dimension as shown on C-503 (sheet 17 of 86) which is approximately elevation 32.50? Please clarify.
A21) Plan sheet C-503 has been revised to display the correct hatch elevation.
Q22) On sheet C-512 & C-513 – Pump Station Outlet Structure and Junction Chamber Details.
Please provide the size / type of casting or hatch for the junction chambers & inlet chambers.
A22) Plan sheets C-512 and C-513 have been revised with the necessary details.
Q23) The right of way limits for the NJT, Conrail or CSX are not shown on the plans. Please provide the RR ROW limits in order to determine if work falls within the right of way.
A23) The plans have been revised to display the limits of the railroad properties. The project limits have already been laid out on the plans.
Q24) There are two (2) details for a Drip Strip – one with a sub-drain and one without. Which one is correct and if it requires a sub-drain please provide inverts and the location it drains into.
A24) The detail for the sub-drain on plan sheet C-508 has been revised.
Q25) The potential of encountering ground water / contaminated ground water is highly probable. How and where will this water be disposed of and, in an effort to maintain balanced bids, what quantity of water disposal should be figured? (refer to section 01 57 20.00 10 "Environmental Protection", part 3.6.5)
A25) Paragraph 3.6.5 from spec section 01 57 20.00 10 has been revised in this amendment to outline how waste water should be handled.
Q26) The soil disposal quantities for items 8 and 9 appear to include all site excavation including topsoil. How and where will the contractor be compensated to replace necessary site backfill and topsoil? What quantities of backfill and topsoil should be figured?
A26) The backfill and topsoil to be brought in to replenish the excavated material in the soil disposal bid items and to construct the levees is to be included in bid items 1, 2 and 5. The quantities can be taken off from the levee cross-sections and profiles supplied in the plans.
Q27) Your new items 1AA, 08, 10 are based on non –hazardous material. Since your test show the arsenic to be hazardous and since the dep will require a site specific hazardous waste permit to handle this material even if they allow blending where will we be paid of this expense?
A27) The Brook Industrial Site project completion report indicates that the materials are contaminated non-hazardous. The expenses for the handling of this material are to be included in the bid items for soil disposal.
Q28) If you could blend this material per spec arsenic in non hazardous form can stay on the job.
What if the dep says no? Not because it is contaminated but because their clean-up permit won’t allow it. A permit you don’t have. You have told everyone it can stay if it meets the levee spec.
A28) The material must meet the requirements of the levee construction spec and be non-hazardous. As the soils are not expected to meet at least one of those requirements the Government highly recommends bidding the project as it is outlined in the plans, specifications and bid schedule.
Q29) The way the specs are written and the fact you don’t really know what the dep will require or exactly what material will be paid to be removed and replaced .To be fair in the bidding process these vague items should be placed as allowances in the bid or left out .
A29) The quantities have been placed in the bid schedule to allow all interested contractors to provide bid proposals based on the same site conditions and procedures and to allow comparability.
Q30) The DEP rules say that the owner of a property to be remediated must apply for the permit?
A30) The property is not being remediated. The excavated material that is unsatisfactory for levee construction will be disposed of.
Q31) By DEP rules you can not blend to spread contaminates to remove from the site.
A31) The levels of contamination are not expected to exceed NJDEP threshold levels for hazardous contaminated soils, therefore blending may not be required.
Q32) Arsenic is not measured by mg/kg to determine hazardous status.
A32) The Brook Industrial Site project completion report, as well as State guidelines, are measured in mg/kg.
Q33) The recent DEP guidelines for arsenic non hazardous is that it should be treated onsite and left on site.
A33) The excavated material is not expected to meet the requirements for levee constructability.
As a result it was decided to have the material disposed of offsite.
Q34) Since the answers to questions are for information only that would mean the don’t change the specs as written. Many answers provided are in conflict with the written spec. Will new specs be issued to correct these conflicts?
A34) Previous responses have been back-checked and plans and specifications have been revised to reflect the answers provided.
Q35) Under Soil Clean-Up Criteria most of these contaminants could remain on site and be capped with 2 feet of clay. This plan would be cheaper than the current approach?
A35) The contractor should bid the plans and specs as they are written.
Q36) One of the treatments for arsenic involves mixing it onsite with high clay contend soil and leaving it there.
A36) The contractor should bid the plans and specs as they are written.
Q37) The most likely process to remediate this site would involve not removing it offsite.
A37) The contractor should bid the plans and specs as they are written.
Q38) These facts came from the DEP. Since you have no plan and a limited budget would it not be more prudent to narrow down the many open issues involved here by either bidding them as allowances, minimum unit prices or not at all until you have a clear plan that is fair to all bidders.
A38) The contractor should bid the plans and specs as they are written.
