3. Responses to Contractor Questions:
Q1) Please provide the length / percentage for the Maintenance bond if any.
A1) Please refer to Spec Section 00700 (Revised in Amendment 2) FAR Clause 52.228-1 for any and all Bond Requirements.
Q2) On Sheet "C-301" there are numbered block items that are not defined and/or related to any specification (i.e.
21 Structural Steel). In this example what does the numeric value"21" refer to?
A2) Please disregard the numbered boxes on the structural plan sheets. They do not refer to anything.
Q3) In reference to the "Field Office & Vehicle" - Is the equipment returned to the contractor at the completion of the project? If not - Identify specifically which does not.
A3) All field and office equipment is returned to the contractor at the completion of the contract.
Q4) On sheet “C-503”please confirm that drainage structure No 17 is an existing.
If the drainage structure #17 is existing, then is the proposed work limited to the fixed ladder, 30”x 42” aluminum hatch frame & cover and check valve.
A4) Drainage Structure #17 is not existing. It is to be constructed as part of this contract.
Q5) On sheet “C-503” please provide the Rim & Invert Elevations for Drainage Structure 16.
A5) The rim and invert elevations are unknown at this time. The contractor will have to survey them in the field.
Q6) Please specify the type of pipe to be used for the watermain.
A6) The watermain will not be affected by this construction contract.
Q7) Who will be responsible for the removal of the pile of fill including any drums and/or miscellaneous storage items located near the Contractors Yard?
A7) The staging area easement at the eastern end of the Brook Industrial Site has been removed from this contract in this amendment. In addition, any misc items such as piles of fill or storage drums left behind by previous tenants of acquired staging areas and easements shall be the responsibility of the contractor to remove.
Q8) The details for the Flood wall and the Pump station show no stone bedding - Is a stone base required please clarify.
A8) A stone base is not required.
Q9) Section 22 11 23.00 10 Submersible Pump, paragraph 1.4.7 Capacities. Does the design head conditions include submersible pump motor region loses?
A9) Yes, they do.
Q10) Section 22 11 23.00 10 Submersible Pump, the water elevations listed in paragraph 1.4.7 do not match the pump on elevations listed in Part 1 paragraph titled Storm Event Conditions. Should these elevation be the same?
A10) The selection of the pumps and the sizing of the pump station have been checked and are correct as shown in the contract documents.
Q11) What pump manufacture and model of pump was used for the bases of the design?
A11) The Government is not directly using brand name products, the contractor may use products which meet the prescribed salient characteristics.
Q12) Drawing E-601 note 8 indicates the submersible pumps motor to be 300 hp. Is 300 hp the maximum allowable hp?
A12) Yes. The main pump motor horsepower was based on the following:
Pump Break Horsepower = 40,400gpm x 19.7ft x 1.0/3956 x 78% eff. = 257 HP The Motor Horsepower = 257 x 1.1 = 283 HP. 300 HP is the next standard motor size.
Q13) The spec calls for Pump 1 on when level is 24.5 and Pump 2 on when level is 25.0; Pump 1 off when level
23.5 and Pump 2 off when 24.0; Pump Intake is at EL 17.00. If Pump 1 off is at 23.5, the submergence will be 6.5ft.
This does not meet the Hydraulic Institute (H.I ) standards set for axial flow pumps. Given the fact that the station is design for a 30in pump running at 710 rpm, there is a good possibility of vortex and cavitation.
A13) The selection of the pumps and the sizing of the pump station have been checked and are correct as shown in the contract documents.
Q14) We recommend that you use an MWI SEA336 – 36in pump running at 504 rpm. Due to the bigger size and slower speed, you will be able to pump down to elevation 23.5 without any problem. We can use the same discharge Can as per drawing but the sump width each pump needs to be increased from 96in to 108in ( by 12in ) to meet H.I standards. Although the Discharge Can size won’t change, the total inside sump width will change by 24in.
A14) The selection of the pumps and the sizing of the pump station have been checked and are correct as shown in the contract documents.
Q15) Is there a texture specified for the walls that would require a form liner? I saw some language in the contract referring to form liner but I did not see anything specific.
A15) The contractor will be submitting samples of acceptable textures.
Q16) The plans give numbers for selected pay items. Is there a list of items to be used for a schedule of values?
A16) Please disregard the references to pay items, specifically the numbered boxes on the structural plans. These numbered boxes refer to an older classification system that is currently no longer in use.
Q17) Sheet CG-103: Who is performing the work outside the limit of Contractor’s area (ie. Proposed fence, pavement removal, etc.)
A17) The contractor is not expected to perform any construction outside of the contractors work limit. However any damages that result from the contractor’s activities within the working limit or surrounding areas are to be repaired.
Q18) Sheet CG-105: Does the Contractor have access to staging area before option #1 is awarded?
A18) The area designated as the contractor’s staging area on Sheet CG-105 has been removed from the working limits of this contract.
Q19) Sheet C-503: Is Section C/15 referring to the inlet as shown on sheet C-501?
A19) Detail “Section C/15” on plan sheet C-503 does not apply and has been removed with this amendment.
Q20) Plans show no subbase under any of the Pump Station Floor Slabs, and no granular or stone backfill along the walls. Is this correct.
A20) No, this is not correct. Please see “Slab On Grade Detail” S-101 for this information. No granular or stone backfill is required along the walls.
Q21) Will there be any local Building Dept. review or inspection required for the Generator Building, Plumbing, Mechanical and Electrical systems, and who is responsible for coordinating this and any fees?
A21) All local permits and fees are the responsibility of the contractor to apply for at the Bound Brook Borough Hall Building Department. These permits are required for the building especially the electrical service portion of the exterior work.
Q22) Although Amendment No. 2 clarifies the note “Relocate Wood Shed” on Plan Sheet CG-104, there are actually two existing sheds at that location. Where will they need to be relocated to?
A22) Yes, both wood sheds must be relocated to allow for regrading and for installation of a transformer. The new location or disposal of the wood sheds will be coordinated in the field.
Q23) When will the area of the proposed access road to the proposed generator building and pump station (Plan Sheet CG-104) be vacated? It is currently being used for parking of construction equipment and vehicle.
A23) The area of proposed access to the generator building and pump station will be cleared upon the award of option 1 for proposed construction activities.
Q24) When will the area designated as Contractor’s Staging Area on plan Sheet CG-105 be vacated? It is currently being used for storage of construction equipment and soil stockpiles.
A24) The area designated as the contractor’s staging area on Sheet CG-105 has been removed from the working limits of this contract.
Q25) Drawings #49 through #58 and #80 through #84 show 90% submission (there may be some other drawings as well with the same notation). Do you contemplate to revise these drawings through addendum? Should we base our price on these 90% submission Drawings?
A25) Please disregard all notes indicating that the plan sheet is a 90% submission.
Q26) Reviewing the contract documents, there are no manufacturers, vendor specified for Submersible propeller pumps, Sump pumps, Sluice gates, Electrical acturator, AD valves, Pipes, fittings, Electrical generator set, Controls, Other accessories and materials. I am sure that Army Corps of Engineers wants to use same manufactures for most of the above listed items to avoid future maintenance headaches on this on going project during past several phases.
Will you please provide a list of all manufactures / vendors so that we can get prices to bid this project?
A26) The Government is not directly using brand name products; the contractor may use products which meet the prescribed salient characteristics.
Q27) Will the Contractor have access to the Job Site via the gravel road adjacent to the Baseball field (See CG- 103)?
A27) Yes at the award of the base bid item the contractor can access the work site via the gravel road adjacent to the baseball field.
Q28) Page 2 of 56 of the solicitation contract form suggests that the Base Bid includes all work from Station 33 + 00 to Station 62 + 00, which would NOT include the pump station, as it is located beyond Station 62 + 00. The contract drawing CG – 104 shows that the Option #1 begins at Station 65 + 00 and continues to station 78 + 92.77, which would include the pump station. Please confirm the Base Bid and Option #1 locations, as this would affect the costs of each proposal item.
A28) The bid schedule breakout of base item and optional items is what will govern this contract. The plan sheets will be revised to reflect the bid schedule. In the mean time please disregard notes on the plans indicating what the base item and optional items are.
Q29) Will the Contractor have access to the Job Site via the gravel road adjacent to the Baseball field (See CG- 103)?
A29) Yes.
Q30) Plans and details for sluice gate at drainage structure #16 conflict with each other whether its to be hand or motor operated. Please clarify. If it is to be motor operated, please provide plans for providing power to this location.
A30) Drainage Structure #16: Sluice gate is motor operated. Power for sluice gate and receptacle is provided from panel "LPA", circuits 21&23 in pump station "RL1" as indicated on Drawing E-501. Branch circuits are indicated on Drawing CG-104.
Q31) What Intelligent Device (PLC) will control the Pump Station levels? Please provide the specification for this equipment and/or the necessary drawings and details.
A31) PLC specification is on Section 26 20 00, paragraph 2.31. provide ultrasonic transducers to monitor pond and river water levels; provide pressure transducer to monitor water level for sump pump operation.
Q32) There is conflicting specifications for the electrical panels and MCC. Apparently they have two (2) specifications for these and they conflict each other. Please clarify.
A32) MCC specification applies to the 1600A, 480/277V MCC in Pump Station "RL1"; Panelboard specification applies to all three-phase and single-phase lighting panels.
