About this file

This is a transcript of an Industry Day event focused on the TOG Temporary Stables project at Joint Base Myer-Henderson Hall. The discussion covers technical requirements and specifications for three structures: a 10,000 square foot temporary stables building with 26 horse stalls, a 5,000 square foot bulk storage structure, and temporary office space.

The transcript details specific requirements including: temperature control ranges of 45-72°F for the stables, a 10-foot minimum ceiling clearance, rubber mat flooring with waterproofing membrane, central drainage systems, and a 10-foot privacy fence around the complex. Key discussions centered around site disturbance limitations of 2,500 square feet, utility connections including power from Dominion Energy, fire suppression requirements, and HVAC systems. The Corps of Engineers will be the designer of record, with the project structured as a performance-based work statement. Participants discussed various construction approaches including elevated platforms versus on-grade solutions, and requirements for handling horse waste and drainage. The facility is intended to operate for approximately 3 years, with complete site restoration required afterward.

Industry Day Event Day 1 - TOG Temporary Stables- 20250123_094130-Meeting Recording

January 23, 2025, 2:41PM 1h 20m 59s

Dreke, Tonja J CIV USARMY CENAB (USA) started transcription

White, Paul M CIV USARMY CENAB (USA) 0:06 But I definitely understand the concern with.

Erik Boonstra Hilo 0:06

OK.

White, Paul M CIV USARMY CENAB (USA) 0:10 Looking at all those utilities and the trenching and then adding up, you know what that disturbance would total to?

Robert Summy 0:14 Ah.

Erik Boonstra Hilo 0:17 Right, right.

Yeah, it seems like it would give a perimeter, you know, and enough for maybe some stem walls and some support walls in the center of it. But that's probably about it.

And again, it's asphalt too. Once you start cutting and removing asphalt, it just really it breaks up.

You know everything else around it.

So that's just that was was my concern with that one, the power was another question that I had. What it looked like there was a lot of different panels and meters there in that picture that we saw earlier, but.

I'm not sure exactly what the.

What's there? But that question has been answered.

White, Paul M CIV USARMY CENAB (USA) 0:49 So.

Mg is it correct to say that the panel that's there that was there for the previous trailer, Dominion will have to replace that with a new yes power? Yes, the existing the existing disconnects the existing service?

We are still doing the road calculations, but we believe that has to be replaced with a bigger service.

Erik Boonstra Hilo 1:15

OK.

White, Paul M CIV USARMY CENAB (USA) 1:20 Thank you.

Erik Boonstra Hilo 1:21 That's it.

Thank you very much.

White, Paul M CIV USARMY CENAB (USA) 1:24 Next, I see Andrew McGinn.

Andrew McGinn - Harkins Builders 1:35 Is the intent that this looks like the existing buildings in and around Fort Myers?

White, Paul M CIV USARMY CENAB (USA) 1:45 I guess at this point all I can say is to be determined.

Andrew McGinn - Harkins Builders 1:47 OK. A few other questions that we do have the temporary, the temporary power that's that Dominion provided. Is it gonna be the design build team's responsibility to get the new power out there and coordinate with Dominion or is that gonna be the responsibility of uses?

White, Paul M CIV USARMY CENAB (USA) 1:55 No.

So I believe how Dominion works at Fort Myer is the core actually has to contract with Dominion.

That's we have to it.

There will be some coordination that the contractor will have to do once the project's awarded, but the design team this is going to be a performance work statement so.

Andrew McGinn - Harkins Builders 2:27

OK.

White, Paul M CIV USARMY CENAB (USA) 2:35 There shouldn't be any design aspects to the construction contract. If anyone can correct me if I'm wrong, but so.

The Corps of Engineers will be the designer of record, and so there will be some upfront coordination with dominion like MG said they were working on the load calculations to figure out how to power these facilities.

But in terms of the payment, I'm pretty sure the core has to MIP her money to dominion. They go to the through the DLA contract.

Yeah. And I know privatized utilities are different at the different bases, but specifically at Fort Myer, the core uses project funds and pays.

Somehow goes through the channels and pays Dominion to do the work, so the contractor will not be paying Dominion.

Andrew McGinn - Harkins Builders 3:20

OK.

White, Paul M CIV USARMY CENAB (USA) 3:20 There will be some coordination there and but our our performance work statement will have to specify all the responsibilities between the contractor and then the private utilities.

Andrew McGinn - Harkins Builders 3:21 Got it. OK.

Thank you for the clarification.

OK. A few more questions.

You touch base on fire alarm.

Is that to be monitored there at the local temporary site or does that need to be monitored by the base safety security folks?

White, Paul M CIV USARMY CENAB (USA) 3:51 Do we have Chris Giordano on there? Be both?

Can we phone a friend?

Giordano, Christopher M CIV USARMY CENAB (USA) 3:55 Yes, yes.

White, Paul M CIV USARMY CENAB (USA) 3:55 I think I'm pretty sure it's the base.

Andrew McGinn - Harkins Builders 3:58

OK.

Giordano, Christopher M CIV USARMY CENAB (USA) 3:59 So.

Andrew McGinn - Harkins Builders 3:59 Is it?

Does it need to be?

Will it need to be hardwired in or is it acceptable to have like?

A communications relay or like a, you know, a dial out type situation.

Giordano, Christopher M CIV USARMY CENAB (USA) 4:12 So in answer to that question.

Concerning how the fire alarm signals are are are transmitted.

The base there uses a Monaco radio transmission system.

Yeah, there's there are choices here.

So you could either have a Monaco btx.

A.

A single Monaco btx with additional expander cards.

For all three buildings. Or you could opt to have three separate Monaco BT XS1 for each building, but that particular base uses a Monaco system, Monaco radio transmitter system.

Andrew McGinn - Harkins Builders 5:07 OK. Gotcha.

I do have a couple questions about the disturbance specifically, Aaron, the 2500 square feet, are we to assume that?

Any sort of trenching or utilities work that Dominion has to perform is going to be separate from the 2500 that you want to stay below.

White, Paul M CIV USARMY CENAB (USA) 5:31 That's a good question.

I think it would be included because it's all the same project.

I'd have to check on that though.

Andrew McGinn - Harkins Builders 5:38 OK if it.

Mg.

He's been a part of one of our projects where.

Robert Summy 5:44 Maybe.

Andrew McGinn - Harkins Builders 5:46 The temporary or excuse me, the DVP power was separated out because that was that was just the way that the the base interpreted that 'cause it was a different requirement.

Robert Summy 5:54 Years.

Andrew McGinn - Harkins Builders 5:59 If that helps, we can.

I can go into a little bit more detail on that one specifically.

At a.

At a later time, if that helps you, Aaron.

Also.

Robert Summy 6:08 This is.

Andrew McGinn - Harkins Builders 6:10 Do hit the threshold of having to above the 2500.

Is there going to be some?

Assistance from us as to help push this along and help expedite things.

White, Paul M CIV USARMY CENAB (USA) 6:26 So if if we have to do the erosion segment control plan, it'll be the core cause.

So we're we're drafting the site plans that'll be in the performance work statement.

So the the core would be getting the ENS plan approval.

Andrew McGinn - Harkins Builders 6:36 Yeah.

OK.

Alright, that's all I have at this time. Thank you.

White, Paul M CIV USARMY CENAB (USA) 6:47 Thank you.

Pete Wilson. I see you have your hand up.

Wilson, Peter H CIV USARMY CENAB (USA) 6:52 Yeah, like you said, we can design whatever we need to for whatever the requirements are, but I don't wanna speak for structural, but if we're trying to drive on this elevated platform that that's gonna really reduce the spans that we can have and dramatically increase the amount of.

Piles over.

White, Paul M CIV USARMY CENAB (USA) 7:13 Yeah, that's that's correct.

I'm glad that he mentioned that crane's cranes are available and that might be an option if you go that route so.

Bob Bob Evans.

Bob Bevins 7:29 I just think you I've got a two-part question.

We we were able to take a look at the draft scope of work, which was very helpful.

Thank you.

It mentioned several times compliance with codes.

But it distinctly didn't mention.

Ufcs, are you intending the buildings to meet the Arlington, VA codes or are you intending it to be compliant with the?

Ufgs and.

Ufcs.

White, Paul M CIV USARMY CENAB (USA) 8:09 Yeah, we will be compliant with UFGS and ufcs.

Bob Bevins 8:13 Very good.

And then your second part of the question then you indicated Army core will be design of record. So you don't want a plan inspect package from the team, but you will want construction submittals that demonstrate compliance with the ufcs and and ufgs.

Robert Summy 8:32 You have seen.

White, Paul M CIV USARMY CENAB (USA) 8:34 I believe the answer that's correct.

Yes, we'll have to once the final scope is written.

Bob Bevins 8:37 Thank you.

White, Paul M CIV USARMY CENAB (USA) 8:45 And then I appreciate this to all this discussion.

So after we get to the last person with their hand up, we'll go through a couple more slides and then break again for additional questions.

Next I have Chris Paul.

Chris Wilhelm Pole Building Outfitters 9:04 Hello.

Hi the elevated platform it not only has to be structural enough for horses and operations, but it also has to be non permeable.

White, Paul M CIV USARMY CENAB (USA) 9:07 Hello.

Chris Wilhelm Pole Building Outfitters 9:15 So the entire building can be washed down to a centralized drain, correct?

White, Paul M CIV USARMY CENAB (USA) 9:22 That's. Yeah, that's one option, correct.

Chris Wilhelm Pole Building Outfitters 9:26 Yeah.

White, Paul M CIV USARMY CENAB (USA) 9:26 You see the slide that's on the screen.

Now we're gonna get into this slide a little more. Once we get through the hands up, but we're envisioning central dreams in the aisle like the central aisle for washdown, and then the watch stall will also have its own drain.

Chris Wilhelm Pole Building Outfitters 9:45 Thank you.

White, Paul M CIV USARMY CENAB (USA) 9:48 Thank you.

You've got galda.

Vivek Gowda 9:58 Good morning vivika coho construction management. So with the historic nature of the base and some experience we've had there on previous projects with this final design need to be submitted to the Commission of Fine Arts and NCPC for approval.

White, Paul M CIV USARMY CENAB (USA) 10:19 We have our planning folks engaging with those agencies and we're determining the answer to that question.

And that's all we want to say at this moment.

Vivek Gowda 10:30

OK.

Thank you.

White, Paul M CIV USARMY CENAB (USA) 10:34 If I could ask the folks that have already gone, put your hand down.

It'll help me manage the who's next?

Thank you.

Yeah. Next I have Mark Carroll.

We'll go to.

Randy Kaufman and if I there's a comma there.

So that might be your last name.

Randy, Coffman Barns 11:11 Hello, this is Randy with Kaufman Barnes.

Very familiar with some of the requirements for Department of Army. We did Fort Huachuca beetroot barn 10 years ago and currently are quoting another barn for the base for another department.

And so some feedback on.

Your drainage issues.

We could offer that instead of continuous foundation.

The foundations would be at 12 foot three on center drilled pier and in between these spaces would allow you to run horizontally drain systems that go from your north side to your South side of your structure.

And then you could put your slabs and curbs on grade.

One of the questions I'm assuming because of the requirements here that you would be putting concrete in and drains in the stalls.

White, Paul M CIV USARMY CENAB (USA) 12:07 Oh.

Randy, Coffman Barns 12:16 To collect.

Any of the urine and and stuff and that would go into domestic as well.

White, Paul M CIV USARMY CENAB (USA) 12:25 So.

Trying to avoid concrete.

We'll get it.

I guess the next slide after the one on screen.

We'll go over our initial thoughts for the elevated platform in order to collect the the the byproduct of the horses.

Like the solution you propose, if it's on grade, concrete could be a possibility.

But then we run into our disturbance issue again. So defined balance.

Randy, Coffman Barns 12:52 Uh huh.

See. OK. And do you have a area here defined for all the tack?

White, Paul M CIV USARMY CENAB (USA) 13:05 Yeah. So the old guard has indicated that they'll use one of the stalls, whichever they choose for the tack gear, and it will not be stored in the storage building. It will be here in the stables, since this is the building that's gonna have HVAC.

Randy, Coffman Barns 13:24

OK.

Thank you.

And the previous slide, I know it was just graphic example, it showed that you would have exposed wood in your stalls.

What we offer is is a veneered cheap steel.

So it doesn't harbor any of the bacteria and it's low flame spread and just wanted to know what your I know you said that we're gonna get into finishes later.

But I noticed that on your previous slide.

White, Paul M CIV USARMY CENAB (USA) 14:00 Yeah, correct.

Yeah, that is just a graphic. We are open to a metal building construction, wood construction stick built. However, the vendors that is selected you know, goes about their normal operations.

So your your comment is very valid.

Randy, Coffman Barns 14:23

OK.

Thank you, Sir.

And I seen that on this graphic that you showed gutters and downspouts.

White, Paul M CIV USARMY CENAB (USA) 14:24 Some more.

Randy, Coffman Barns 14:29 Would that all be routed?

Surface or to your storm drain.

White, Paul M CIV USARMY CENAB (USA) 14:36 Any storm runoff has to go to the storm drain we were envisioning.

Just, you know, splash blocks a lot depending on the size of the structure.

I know some of like the manufactured buildings don't even have gutters and downspouts, but we were envisioning just going to grade and not trenching underground roof drains.

Randy, Coffman Barns 14:57 Thank you.

White, Paul M CIV USARMY CENAB (USA) 15:00 I'm gonna.

I'm gonna get through the next three slides.

And then people with their hands up will come back to you, 'cause. I think some of were getting head some of the things they're talking about, which is good this whole point.

So thank you, but ask for your patience and we'll go through these next three slides.

The schematic on screen is again it's this is schematic.

This is a first pass coordination with TOG and uses the.

Stalls.

Highlighted there, there's 26 of them. As Aaron mentioned, one is intended to be used to store the TAC and equipment.

We also have a shower stall located 2 hose bibs within the shower stall, and then also there'll be an exterior hose bib on the outside.

2 yellow storage rooms and then also draw on their. Schematically is potential for a lean to depending on how our fire tests and things work out, what kind of spatial needs we need.

For mechanical fire pump suppressions equipment.

Some of the thought processes that one will be a storage room and the other will be kind of dual purpose mechanical electrical space plus storage.

Indicated are are just 4 doors now.

This is just simple layout 10 by 10 for the horse will also need some side hinge doors for.

Other means of life safety, egress. These are all fluid locations to be determined.

I've mentioned before, there will be exterior mounted lights.

There will be sprinklers.

We have rubber mats in this area and then we'll touch on what we're thinking for this waterproofing aspect of this platform on the next slide. In order to facilitate the central drain location that you can see down the center of this schematic.

So this is our again, just a rough concept here. We're showing the platform crawl space area that we can run our utilities in as well as get the drainage to work. Those yellow boxes are meant to be the horse stalls and the thinking initially was if we have.

This wooden platform that we are all going to operate within that we would need to almost finish it like a traditional roof style membrane.

That would allow for the wash down to the drains at the center aisle.

Containing all of the matter that's inside and getting it to the places that we need it, as well as preserving the space under the crawl space from becoming.

Rather disgusting over time because it won't have true access.

Support and spacing of this platform as Pete mentioned will depend on kind of our discussions today and the path we end up down.

The next slide, I'll go through the initial thought for potential foundation solution and we definitely look to.

Some of the vendors that construct pole barns and things like that for their feedback on that item, I know drilled Piers was mentioned.

We thought of that as well.

Concern there would be.

Disturbance accumulates quickly.

When you have small peers, even over certain spacing.

The superstructure would be by a vendor, so the core would be the designer record.

However, this would be a purchased product and that means that the vendor does the engineering for the barn itself.

Am I missing anything here?

That's great. I think so.

All right.

So the next slide and then we'll pause again for some additional questions.

So in some these are again just schematics at the top of the screen. I was trying to fill white space. If I'm being honest.

The initial pass or thought process was the the most minimally invasive foundation system that exists are helical piles.

And this air quotes temporary facility. If we install helical piles.

It also leaves her ease of uninstallation at a later time. If you have a concrete pier, you will have a concrete pier there unless great effort is taken to remove it.

So that was the first thought. I know we have more.

Hands up Pete Wilson.

If you're still around, do you have anything to offer for the foundation system?

Wilson, Peter H CIV USARMY CENAB (USA) 19:36 Yeah, I am still here.

Nothing above what you said.

I.

I think helical piles are are what we thought first.

I've also thought about micropiles, but it it's gonna come down to the structural engineer determining the lateral loads, if any.

And the spans the thing with helicals, they go in easy.

But they probably are going to cause more disturbance just based on the the helices, the area.

Versus a micropile.

Either way, it's like you said a little.

You know, piles seem like a low disturbance, but you start getting 2030 of EM and that's a lot of square footage of disturbance, so.

It's just something we're gonna have to figure out. Yep.

White, Paul M CIV USARMY CENAB (USA) 20:30 Thank you.

And so we'll go.

Let me just check real quick.

I'm gonna go through the next three slides and then we'll do questions again.

Just a little bit more information.

Example style stalls that and some of the other interior elements that tog is looking for.

They will house draft horses.

So that is a consideration for whatever product we purchase. These are large animals.

They prefer sliding stall doors.

Partitions and accessories to be coordinated, so some examples of elements there for the matting as well as a feeding station to incorporate into these stalls as well.

Now that we can pause here for questions so we can get into materials and finish and foundation and more discussion on crawl space and our drainage and I see a lot of hands and I truly appreciate it.

These images are not anything special.

They were stolen from Google, but they are just to illustrate that.

These are both semi elevated platforms, so we know it can be done.

With that.

Richard Lane.

Richard Lane 22:02 Hello I just wanted to ask, do we know the slope of the asphalt parking lot?

Which percentage of falls it at towards the drains?

White, Paul M CIV USARMY CENAB (USA) 22:12 1 1/2 to 2%.

So on that, on that stable building that we showed on the site plan, if it's that, that box on the site plan was 50 feet wide, 200 feet long across the 50 feet, it's like a six or 8 inch drop. If it sat on the parking lot.

Richard Lane 22:41 That was all my questions. Thank you.

White, Paul M CIV USARMY CENAB (USA) 22:44 Thank you.

Next we have Blaine Lincoln.

Blaine Linkous 22:51 Hi Blaine Linkus with Kimberly Horn.

Quick question.

Something I picked up that you said earlier in the presentation is the Baltimore district going to be the designer of record for this project and do do you need design services as part of this procurement?

White, Paul M CIV USARMY CENAB (USA) 23:10 Not at this time. We envision it as a performance work statement.

So the documents you receive will be what you construct.

And the Corps of Engineers engineering team's gonna be the designer of record.

There still will be construction submittals that will be required in the specs, but the performance work statement will lay all that out.

Blaine Linkous 23:35

OK.

So it's not design build.

White, Paul M CIV USARMY CENAB (USA) 23:37 Well, yeah, where the designer record. But as you can tell from this, you're going to have to reach out to a barn builder or, you know, pole barn vendor. And I imagine there will be, you know, product data, shop drawings, type things that we would expect all the.

Drawings to come from your vendor for government approval.

Anyone in the room can correct me if I'm wrong.

We are not expecting design services.

Yeah. So, Tanya, if you don't mind, some of this is driven by contracting requirements.

And performance workstate right?

So that is the intent and in order for performance work statement to be a performance work statement, the design is by usage.

We're looking to drive some flexibility here, especially with looking at.

A temporary structure versus, you know, they're looking for this to last three years, but in the non disturbance of the blacktop, some of the flexibility we look at here, if we're not doing.

Full blown excavation.

Then we have the ability to do technically a furnish and install which between a scope of work and or performance work statement.

It allows a bit of that flexibility that eliminates some of the usual.

Submittals per SE so.

Without locking us into some of that, this is part of things that in your experience and taking a look at what you might look at suggesting as options.

Has a furnished install. As you know some of you are talking about pool buildings and prefabs and things like that.

A furnished install has more flexibility.

And eliminates some of those major submittals that we would normally have.

Versus.

A full blown construction projects does. Does that make sense?

Blaine Linkous 25:53 I believe it it makes sense.

Yeah.

Thank you.

White, Paul M CIV USARMY CENAB (USA) 26:00 Think about that.

You know when you're looking at some of the flexibilities you're looking to have, if you've done a furnish install, you know that that provides you a little less submittals and a little more time saved in that Ave.

So yeah.

Let me I wanted to add 1 one more thing.

This is Mary, chief engineering.

So. So we're looking at this as it's a pre engineered building. So the pre engineered the vendor that's gonna provide the building as Tanya was conveying will be designing the building but it's not design build. In addition to that there's a fire suppression system that's required.

That's in in in any one of our projects that people have worked on, you know that we do that as an extension of design.

So there will be requirements for stamp drawings from the fire suppression as part of the the Pre engineer building.

So it's not design build and we're not looking for an AE firm to be supporting you, but we're looking for those shop drawings that have the drawings in it from the vendor for the for the, for the barn structure itself and the fire suppression.

OK. And it's good segue to this slide and some of the items I was thinking so some for some of the vendor research that we've done so far, different vendors are willing to accept different amount of the building components, some will install the lighting and electric power circ.

Or least infrastructure as well.

So things to think about when purchasing the product, because that obviously eliminates scope.

And can accelerate the process.

So.

Next up.

I see.

Uh, Brittany fruit.

Brittany, Brute Services 27:49 Hello there.

Yes, I just had some questions. As far as I know, you talked about having one of the stalls as a tack room.

So do you have 25 head of horses or 26?

White, Paul M CIV USARMY CENAB (USA) 28:08 So could could the old guard jump in there? Yeah.

Draper, Derrick S LTC USARMY 3 US IN REGT (USA) 28:12 Yeah, I got you, Aaron.

So the bottom line is there.

There isn't a direct answer in that. I mean we have way more than 25 in in the herd total at our Max capacity of what we feel like will happen in the next three years to five years.

We would need to house.

Two squads of wagon, which is 11 apiece.

That's 22 and three cap horses.

So that's 25 horses, so there are 25 horses that would be in there at any point in time.

I'd also like to mention that we will still have availability of the stalls, at least one of our historic barns, right, so.

The the amount we are not concerned about the the amount of stables that is a requirement so that we are capable if if worst came to worse of of housing all of the animals to support for funerals a day.

In this structure, and that would come out to 25 stalls of animals, yes.

Brittany, Brute Services 29:13 And then one for the tack room and then do you need a medical room for supplements, medications like storage? Like with a sink, a refrigerator?

Draper, Derrick S LTC USARMY 3 US IN REGT (USA) 29:24 Yeah. So we don't, we don't need it in there. That is, it is when we when we you know again just a semantic just the way we had the idea.

But that double stall that is, that is actually the wash area that will double as as the vets kind of observation area and anything that we need with that.

Brittany, Brute Services 29:42 OK. And then are the storage rooms what you refer to as like the feed rooms?

Are you gonna, like, put hay and feed in those rooms?

Draper, Derrick S LTC USARMY 3 US IN REGT (USA) 29:55 No. Yeah.

So we have a separate contract trailer, hey and then and then most of the yeah, and most of the food rooms will probably remain kind of where they are right now in, in other structures. But if they do come down, they'll come down. You know I I think.

Brittany, Brute Services 30:09

OK.

Draper, Derrick S LTC USARMY 3 US IN REGT (USA) 30:12 Either either we make room based off how the.

What our demand is, I I will guess is the best way to put it in Arlington National Cemetery if we have an extra stall available, we could do it.

There we can also do it in some other areas, so not not a big concern from our side.

Brittany, Brute Services 30:32 OK. And then I was just wondering like where if you needed like a tack area to tack any of the horses or if you're cross tying them in the middle?

Draper, Derrick S LTC USARMY 3 US IN REGT (USA) 30:43 Yeah. The plan is to cross tie.

White, Paul M CIV USARMY CENAB (USA) 30:43 So.

Brittany, Brute Services 30:45 OK, 'cause, they're usually about 6 foot in length for a cross tie.

So I was just concerned about the 20 foot requirement, unless I guess you have a plan for that.

White, Paul M CIV USARMY CENAB (USA) 30:59 Yeah. So we'll further refine this.

Draper, Derrick S LTC USARMY 3 US IN REGT (USA) 30:59 Yeah, no, we've we've got that.

White, Paul M CIV USARMY CENAB (USA) 31:01 Yeah, we'll further refine those requirements in our final scope.

Brittany, Brute Services 31:06

OK.

White, Paul M CIV USARMY CENAB (USA) 31:08 Yeah, many.

Yeah. Well, was you need for how much time?

Brittany, Brute Services 31:13 That's all I had. Thank you.

White, Paul M CIV USARMY CENAB (USA) 31:14 I've written that down. Thank you.

I believe Sean Goldsmith, you're next.

Sean Goldsmith 31:31 Sir, thanks again.

I know we're focusing on the barn structure right now, but are the remaining structures going to be elevated as well due to the disturbance requirement?

White, Paul M CIV USARMY CENAB (USA) 31:42 So we will touch on those later.

The initial thinking is the storage structure will be on grade and by default the modular units for the office space will be elevated.

Because that's pretty standard construction.

Sean Goldsmith 31:57

OK.

Thank you.

White, Paul M CIV USARMY CENAB (USA) 32:04 Jeff bambini.

Geoff Bambini 32:07 Hey, good morning. Thank you.

Just a two-part question. The first one is when you say that trucks or or vehicles will go through the structure, is there an idea of that at side by side or pick up truck or large vehicle?

White, Paul M CIV USARMY CENAB (USA) 32:21 So that was a a question initially not our intent for any vehicles to be inside this structure.

Geoff Bambini 32:27 OK. And then did you got, sorry.

White, Paul M CIV USARMY CENAB (USA) 32:28 There may be.

We were potentially looking into loading of like a forklift, however that still has not been finalized.

Geoff Bambini 32:38 When you were looking at this, did your team evaluate or or look at?

Pedestal bases with pavers as an option.

Like much like if you've been to a roof garden, they have the adjustable paver bases that go from basically 1/2 inch to 18 to 24 inches.

And would that be an issue versus?

A wooden floor.

White, Paul M CIV USARMY CENAB (USA) 33:01 And that's a good.

It's a good, good option for today's discussion, so I thank you for that. I wrote that down.

Geoff Bambini 33:10 OK, but thank you.

White, Paul M CIV USARMY CENAB (USA) 33:23 Next is Andrew McGinn.

Andrew McGinn - Harkins Builders 33:26 Thank you again for taking my questions regarding the Dor.

Few questions on that.

Are we to basically interpret it as this project or potential project should be looked at as a delegated design and there will be components beyond what would normally be?

Required delegated design.

You know more than just sprinkler fire alarm.

Is that a good way to interpret it?

White, Paul M CIV USARMY CENAB (USA) 33:53 That is an excellent way to interpret it and think of Eustis as your partner. To get the answers to those requirements.

Andrew McGinn - Harkins Builders 33:59

OK.

Great. Thank you.

Another a few more questions regarding the.

Performance specifications or proposed performance specifications. Are there any plans to fast track materials submittals equipment so on and so forth to help expedite the actual construction process of this?

White, Paul M CIV USARMY CENAB (USA) 34:21 Everything will be fast tracked.

Andrew McGinn - Harkins Builders 34:24

White, Paul M CIV USARMY CENAB (USA) 34:24 I don't think there's anything slow about this effort at the moment.

Andrew McGinn - Harkins Builders 34:28 OK. And I know that the desire is to have.

You know the the stable the facility built constructed by the end of April, is that all of the components of it or just the specific component, the stables?

White, Paul M CIV USARMY CENAB (USA) 34:50 What to discuss?

There may be a little some leeway.

For what's first, but I imagine that you have to have it all finished in order for the stables to be operating in a safe manner, because they're we're not going to want the horses around construction equipment and other hazards the like. So.

I'm going to go with. Everything will be finished on that timeline.

Andrew McGinn - Harkins Builders 35:13

OK.

All right, good to go.

Thank you.

White, Paul M CIV USARMY CENAB (USA) 35:20 Thank you.

Mark Carroll.

Mark S. Carroll 35:25 Let's try this again.

Mark Carol Jbw federal you one of your previous slides showed a 20 foot men and a 26 foot Max.

Is that free from columns or can would small columns be allowed in that area as well?

White, Paul M CIV USARMY CENAB (USA) 35:44 That's a good question for the old guard.

Colonel Draper and landed on we I know. The other day we discussed that minimum aisle, that central aisle.

We we wrote it, showed it here as 20 foot minimum, but could that even go down to 818 feet clearance?

I know your intent is to have two way horse traffic.

Draper, Derrick S LTC USARMY 3 US IN REGT (USA) 36:06 Yeah.

Yeah, 20 was was nice to have.

15 is, I think, where we're kinda at for a minimum.

And and then I, you know, rather this is interesting or not, right? Like we were asked to give all of the things I would, you know, I can go back right now and tell them they're not.

You're not driving a vehicle down this down this thing either so.

The vehicle they're talking about is a forklift to move hay and feed inside in, in and out. So.

If that dramatically changes your plans and what you what the contractors are gonna come back with on on some of their ideas.

You know, that's a pretty easy thing from a Lieutenant Colonel to tell people.

Guess what?

You're carrying everything.

We're not driving a forklift in there, so that's the vehicle they're talking about and that's why that was in there.

So there's a couple things in there.

You know, I think we get, you know, best, best case scenario back from you guys.

Nothing that is on here from us.

Is 100% right.

This is our best guess of what we would like and then and then we need to see what is in the realm of possible.

Mark S. Carroll 37:18 My question was more the 20 foot men.

I don't have a problem with the 20 foot men minimum, but if I need a A6 inch steel column in the middle, does that impede what you're doing?

Draper, Derrick S LTC USARMY 3 US IN REGT (USA) 37:34 Drainage. Yeah, we would like it to be clean all the way through.

Mark S. Carroll 37:38

OK.

All right.

Thank you.

White, Paul M CIV USARMY CENAB (USA) 37:46 I'm gonna get through the next two hands and then we'll move on to the other structures and there's more opportunity in upcoming slides.

We'll pause again for additional discussion.

So next is Jay Trafford.

Jay Trafford 37:59 Quote Miss Jay Craffford from coho. Is there any requirement for any closed circuit television? Any cameras, anything like that in this building?

White, Paul M CIV USARMY CENAB (USA) 38:09 There's currently no camera requirement.

Jay Trafford 38:12 OK, the second part has a rough order of magnitude been developed for this project for the cost.

White, Paul M CIV USARMY CENAB (USA) 38:22 Yes, the magnitude is listed on the contracting slide.

What's missing is the I, so it's under default 236.

Jay Trafford 38:31 Oh, OK.

White, Paul M CIV USARMY CENAB (USA) 38:33 I you're welcome.

Jay Trafford 38:35 That's it.

White, Paul M CIV USARMY CENAB (USA) 38:38 Alright, thank you.

So the other hand went down South.

We'll continue on here for the other other subject matter.

So also included in this requirement is a bulk storage structure, 5000 square feet couple storage. It will contain 2K the two caissons.

They're wagons 8 by 27 feet.

In space for eight pallets requested 10 minimum, 10 foot minimum, clear height.

Ventilation but not conditioned exterior mounted lights for convenience power receptacles. And then the discussion on conveying runoff were experimenting with ideas for this building as well. And if any wanna.

Yeah, so originally we were because of what the I guess the function of this structure, they're gonna keep the wagons in there and then pallets for feet. We were envisioning that the floor could just be the pavement.

However.

When it rains, we don't want, you know, rain water from the roof or the parking lot to the north getting in there.

So then that kind of lead us to does this also need to be slightly elevated or?

You know what would that look like?

We could also, because this building smaller, we could also do like mountable curbs or something like just the temporary asphalt curbs that you see like during E&S where we could like kind of put it at a diagonal to convey the run off around.

This building to get around to the South, but we'd be open to feedback on this. Like what?

Knowing that we don't need any kind of special flooring in here and we could make it just, you know, the pavement, what does industry think?

Like, how could we protect the inside of this from rain water from the ground?

Like you know, the surface of the ground, the parking lot, without having to, like elevate. This too high where we get in ramps or anything. Does anybody have any feedback on that one hand or not? Two hands will not go ahead.

Richard Lane.

Richard Lane 40:48 Do we have an approximate weight of the carriages?

White, Paul M CIV USARMY CENAB (USA) 40:53 We can provide that.

I don't know if the Tog knows that off the top of their head.

Draper, Derrick S LTC USARMY 3 US IN REGT (USA) 40:58 1600 lbs.

White, Paul M CIV USARMY CENAB (USA) 41:02 You say 1600 Sir.

Richard Lane 41:02 I say your palates will be.

Draper, Derrick S LTC USARMY 3 US IN REGT (USA) 41:05 Yeah, 1600 lbs.

Richard Lane 41:05 The.

Draper, Derrick S LTC USARMY 3 US IN REGT (USA) 41:06 The new ones will be less than that, but I don't have them pot bought yet so.

Richard Lane 41:13 And then the pallets. What are they gonna? What's the material on them as well?

Just feed.

Draper, Derrick S LTC USARMY 3 US IN REGT (USA) 41:20 Yes, Sir.

We just it it's a more of an army way of of categorizing space.

I don't know if we have a specific thing we're gonna put on.

It's just 8 pallets worth of space, if that makes sense for you.

White, Paul M CIV USARMY CENAB (USA) 41:35 Let's go back out.

Richard Lane 41:35 Yeah it does.

White, Paul M CIV USARMY CENAB (USA) 41:37 Yeah. Thank you, Sir. We'll spec out.

The technical requirements of the storage facility and the work statement and I just want to again mention that all of these answers are not official and tentative.

So and then Tanya wanted to also speak to something. I do want to emphasize that when we hit the point of of award, the collaboration will continue between the selected a A firm.

Tog and you say this is the kind of collaboration that needs to continue to take place and will take place and that's the whole point of why we are going this route.

Nothing is set in stone.

The ideas and the collaboration and the questions and the point of you know.

I'm looking back at at what I had written to the team here a little bit earlier and and really some of the things that we need from the togg is addressing.

Performance needs you know that the intent is to have two way traffic.

I think what I'm hearing from some of the contractors here is having an understanding of what the intent is and the desires are because.

Specifics are stuff that's written there is just some initial thoughts by you say. So what they thought potential solutions were and what I'm hearing from the contractors is you know what you're needing is what's the intent there. So you can make suggestions of of those solutions.

To meet the intent, so also to the old guard. You know, if you can continue to facilitate that intent, the intent for the building's intent for what needs to be in there.

The tax how much tax? Things like that.

That will help everybody involved.

Over.

And forgive me, was that Richard Lane that just spoke?

Yeah. OK.

Richard Lane 43:42 Yes.

White, Paul M CIV USARMY CENAB (USA) 43:43 Alright, alright.

Thank you. Next Vivek Gowda.

Vivek Gowda 43:49 Yes, hello again so.

A 5000 square foot storage facilities is fairly large compared to the image that's on on the screen there, but and based on our experience and and I've got some designers on on the call here that we've worked with on stormwater management in that very same parking lot.

On the opposite side, closer to the bowling alley and during heavy rain events. I mean, there is a significant amount of storm water runoff.

And I I I really do think the best way to approach this building as well is to elevate it and allow that storm water to flow underneath it because it's going to be very difficult to to to maintain that on grade.

Just, you know, food for thought based on some experience we've had there.

White, Paul M CIV USARMY CENAB (USA) 44:40 Thank you.

Thank you very much.

Randy Kaufman.

Randy, Coffman Barns 44:51 Question for you, when your caissons are harnessed up, what's the total length?

White, Paul M CIV USARMY CENAB (USA) 45:00 So we'll provide that information in the the statement.

Statement of work and let's talk has it available.

But the maneuverability.

And layout will be set in the site plan.

And they're gonna hitch the horses outside of the fence line.

Randy, Coffman Barns 45:22 I see so.

An option for your floor plan of your barn. Instead of having 20 foot aisle way reducing the aisle way and then putting us a lien to on one side of it because you have the north-south exits out of the barn layout and that would get to I.

Assuming I was thinking that'd be where the caissons would be.

But trying to reduce the span and requirements for structure by putting a lean to on one side of it.

And what your thoughts on that?

White, Paul M CIV USARMY CENAB (USA) 46:11 I guess it's good, good, good offering.

We'll have to consider it and as we move forward.

Can't really give you an answer on the fly.

Randy, Coffman Barns 46:25 Thank you. Most of our barn projects that we do for large venues.

Are maximum width of our Iowa is usually 16 feet not because it's limited by structure. It's just most of the ASK is 16 feet and I was just wondering if there's a possibility of reducing that for your two way traffic. I'm assuming your two way traffic means that.

It is.

Based on your hitching up outside the fence line, it would be only for the transversing of the animals itself.

White, Paul M CIV USARMY CENAB (USA) 47:07 Yeah, that's our understanding.

And as Colonel Draper mentioned.

20 feet was a nice to have and he mentioned 15 was a bare bones minimum.

So your 16 would be above that requirement and we'll finalize those numbers as we move forward.

Randy, Coffman Barns 47:26 Thank you, Sir.

White, Paul M CIV USARMY CENAB (USA) 47:28 Kill.

Joe kittner.

Joe Kittner (JMT) 47:35 Hello it was noted earlier that there were CAD drawings and survey information.

Is there any geotechnical so boring payment thickness?

White, Paul M CIV USARMY CENAB (USA) 47:45

Joe Kittner (JMT) 47:50 Information available for, I guess the site area.

White, Paul M CIV USARMY CENAB (USA) 47:56 So I know we have historical data around the base. We'll have to dig into how close boring locations we have, but there have been some adjacent projects recently for.

Soil types and capacities as far as payment sections go, we probably have that information, Pete, if you're still on, do you know any more than that?

He might have dropped off.

But that's a good question and we'll get. We'll definitely look up that information as we move out here.

Joe Kittner (JMT) 48:30 I I I guess a a second part not necessarily related, but at the end of the project, obviously the 3-4 years.

The the site restoration.

Is obviously a a something to address, but is that part of this solicitation or will that be totally different?

White, Paul M CIV USARMY CENAB (USA) 48:55

Didn't hear the question so.

It's site restoration, part of this contract.

I'd like to keep it altogether.

Yeah. We would like to keep it all together. That is the intent.

Joe Kittner (JMT) 49:12 Thank you.

White, Paul M CIV USARMY CENAB (USA) 49:14 Sure, Peter, I'll get to you right after the next one.

We'll just keep the slide presentation moving forward here.

So thank you for your hand.

Also requirement now seeing on screen.

Our temporary office structure.

Now these are just images I know.

Just ideas. This is just, you know, grabs from the Internet 20 personnel.

There will be a requirement for five enclosed offices.

Size there on screen.

5 workstations in the open area enclosed conference room for five to seven, five to seven persons, which the storage will be in the open space.

Two unisex bathrooms and a small kitchenette with sink, refrigerator, microwave.

One thought here from our construction group was potentially to investigate whether or not this could have a double use.

This is much larger than would be required for construction trailer, but it would limit the number of utility the utility, tie insurance and etcetera that could be needed.

So this might be the first thing installed used for construction, completely cleaned and then fit out for the final use of the TOG.

Some questions to consider on this one.

These are from our construction group where size and type that potentially could serve the needs of either construction and this use the 20 persons and then also the things to think about would be the procurement and installation time of such modular trailers.

And again, I'm going to go through the next two and then we can circle back to anything on the content here with questions and discussion.

And you wanna take this one?

Yeah. So talk a little bit more about the fencing requirements. We previously talked about the.

Campus, you could say of these.

Like 3 buildings being surrounded by a privacy fence.

That's gonna be a 10 foot height privacy fence.

We'll show you on the next slide what that could look like.

Another possibility to be added into the scope, and it's just a possibility now is creating a paddock between the Fort Myer perimeter security fence.

The historic cemetery wall, which is like the Polygon.

That's to the right of that aerial image with the yellow dotted line. So in that area, the security fence like moves away from the cemetery wall and there's like an open space in there.

So we're envisioning possible like Mustang Type 6 foot height fencing that you see in the photo on the right.

Between those two, between the fence and the wall, another possibility is adding in a 50 foot diameter.

Circle pen.

Which would also be that Mustang Fencing 6 foot height.

That site hasn't been determined yet, but the two bullets on the bottom are possibility as as being added into the scope.

Could be a bid option or you know when.

Or they might not be in the scope, but we still have to determine that. Just wanted to bring it up.

For the privacy fence that's gonna surround the buildings.

Would have to be solid.

So would privacy fence or vinyl?

We're not thinking chain link with this privacy slots or like the the geotech. You know the fabric it has to look nice.

And then again, there's another photo of the Mustang fencing.

Any question on the fencing?

I will.

I'll just run through the one last aspect that we wanted to cover.

And then open it up for general discussion.

Get to the hands that are raised.

And and see where that takes us.

So the last element of either this contract or some sort of to be determined service contract.

We wanted to discuss is a warranty of the work.

Operation and maintenance of the facility.

And then finally, as was mentioned previously, removal of the buildings disconnect utilities and restor site restoration upon the completion of the occupancy and when the TOG moves back into their renovated facility.

We're still working on the requirements of these elements, but we assume that warranties can be robust.

That's definitely a consideration for the core.

And then for operation and maintenance.

We would like to hear thoughts on that as well. I can go back to any slide if there's questions.

For your questions that relate to just, if you mention an image, I can jump to it.

But right now, the remainder of the time is for open discussion questions related to content that's been shared. And then Dara will give some closing remarks. When we are all finished here.

We have plenty of time still scheduled so.

Should maybe we could answer these questions and then we could just verbally answer all the questions in the chat.

Yeah, because I started replying to some of them and it's putting them out of order.

So it's. I don't get it messy.

So OK.

Maybe we could just talk through them.

So we'll also address those too.

We'll try to, if we do not get to your, if we miss your chat question, your name's associated with it and we will follow up to the group as a whole with the answer to that question.

But we can also try to address those in the time that we have.

Umm.

So Randy Kaufman, I see your hands up.

I believe it's still up from previous time. Is that correct?

Randy, Coffman Barns 55:13 I apologize, yes.

White, Paul M CIV USARMY CENAB (USA) 55:16

Thank you.

Peter Peter Thomas.

Peter Thometz 55:23 Hi everyone I was curious of what materials a wore finishes you were considering for the stable flooring?

White, Paul M CIV USARMY CENAB (USA) 55:37 So the final surface of the stable fluorine will be a rubber mat.

The substructure is.

To be determined, open discussion.

Currently the thinking with the platform would be that we would have some sort of wood decking.

Water waterproofing membrane then rubber flooring to elevate us off the ground.

There's also other options that have been floated that we have not brought up today, but.

That's where we're at at the moment.

Peter Thometz 56:06 I wanted to.

Suggest using an epoxy flooring for under the rubber mats just for ease of maintenance.

It's seamless and it would be resistant to chemicals such as horse urine.

And then that also has a 5 to 10 year warranty, so it would.

Last pretty well throughout the the duration of the.

Of the structure, the only problem would be it does bond to concrete, which would be difficult with the with the elevated platform.

White, Paul M CIV USARMY CENAB (USA) 56:53 Yes, thank you.

Robert Sammy.

Robert Summy 57:03 Yeah, I had a question in regards to site restoration.

So if I am bidding on the barn, does that also need to include the removal of the building of the barn at a certain point?

White, Paul M CIV USARMY CENAB (USA) 57:20 So getting head nods in the room, it would be coordination between you and the general contractor, but more than likely you would be involved in that process.

Robert Summy 57:31 So my bin needs to include the removal then too.

Is that what you're saying?

Just wanted to.

White, Paul M CIV USARMY CENAB (USA) 57:38 That will be in the contract language, so I would wait for the final solicitation on how it's worded, but the the.

Let us let us get some.

Let us think that through.

Yeah, we're we'll clarify it in scope, right.

We're gonna have to clarify that in the final scope.

Robert Summy 57:56

OK.

Thank you.

White, Paul M CIV USARMY CENAB (USA) 57:58 In the overall contract, site restoration will be a requirement.

We'll clarify that too. Yeah. OK.

Go ahead. Yeah.

Lance Herman.

Lance Herrman 58:17 Earlier when you mentioned.

A fire suppression system lateral coming through the building.

Is that going to be part of the contractor's work, or would that be by the base?

White, Paul M CIV USARMY CENAB (USA) 58:32 Yes, that would be part of the contract.

All the utility runs will be part of the contract for the service lines.

Lance Herrman 58:39 So that lateral from wherever it comes from will be the contractor's responsibility.

White, Paul M CIV USARMY CENAB (USA) 58:48 Yeah, the the water and sewer are base owned at if they're government owned. So the contractor would be installing the lines.

Electric will be by Dominion, but part of this project we have to clarify the responsibility between the contractor and Dominion.

Does the contractor do comms as well? Pull comms.

The wiring, only the wiring on the Comm.

Who? Who installs the conduit for the comms?

The contractor OK.

The contractor would install the comms conduit and then.

Lance Herrman 59:20 Thank you.

White, Paul M CIV USARMY CENAB (USA) 59:24 The Base communications group pulls the actual wiring, but that all that would be.

Lance Herrman 59:29

OK.

White, Paul M CIV USARMY CENAB (USA) 59:31 Designated in the scope the responsibilities between private utility and the contractor.

Lance Herrman 59:38
