About this file

This is a Statement of Work (SOW) and Special Notice for an Industry Day event regarding temporary structures needed to support the U.S. Army Caisson Detachment at Joint Base Myer-Henderson Hall. The project requires construction of three main structures: a 10,000 sq ft temporary stable building with 26 horse stalls, a 4,200 sq ft office building for 20 personnel, and a 5,000 sq ft bulk storage structure. The stable must include shower stalls, utility connections, drainage systems, and specific requirements for horse safety and care. All structures must be under 20 feet tall and meet strict ventilation, electrical, and fire safety requirements.

The Industry Day event is scheduled for January 23, 2025, at 0900 EDT via Microsoft Teams, with in-person capability briefings scheduled for January 24, 2025. The requirement is being explored as an 8(a) ANC/HNO/Tribal sole source opportunity through the USACE Baltimore District. Key challenges include utilizing existing permits, managing water runoff, and meeting a shortened project timeframe. The temporary facilities will be operational for approximately 3 years, after which the contractor must restore the site to its original condition. The project includes specific requirements for maintenance, with routine inspections required at least 4 times per year.

Utility trenching, building foundations, and temporary disturbance for construction are included in the 2,500 square feet. Other permits and approvals such as dig permit are obtained through the installation DPW.
