Responses to Requests for Information (RFI)
Q1. If contractor is required to dispose of discovered ordinance, is the contractor required to prepare a COE site safety submission plan?
A1. If disposal of MEC and/or MPPEH is required, Contractor shall provide a site safety submission plan for review and approval by the Government. Site safety submission plan shall comply with the requirements of the ESS (see attachment to RFI #9693629 response) and NAVSEA OP-5 regarding the handling and disposal of MEC and
MPPEH.
Q2. Will the government quantify an estimated number of ordinance that will require this action in order to provide a unit cost estimate?
A2. Estimated number of ordinance will not be provided. Refer to Section 1.6 “Previous Studies of Extent of MEC and/or MPPEH Contamination” of the ESS (see attachment to RFI #9693629 response) for additional information regarding extent of MEC and /or MPPEH contamination within the project site.
Q3. Alternatively, in relation to ordinance disposal and the occurrence of this low probability event, will the government allow discovery of ordinance to be considered differing site condition, thus allowing each occurrence to be more accurately priced?
A3. Contractor shall base their bid on the information provided in the ESS (see attachment to RFI #9693629 response). Any contract changes for additional costs due to discovery of ordinance will be evaluated and processed on a case-by-case basis as outlined in the contract documents.
Revised Responses to Previous Requests for Information
Q4: RFI #9681094: Key note 12 indicates to demo “as required” abandoned in place pile cap to construct slab and below grade utilities. Please provide as-built pile cap, foundation, and slab drawings so “as required” demo of pile cap can be determined.
A4: See attached Drawing 2010 from “New Range Battery Bomb Proof” project (dated 17 August 1904) for best available, additional information.
Q5: RFI #9693720: Is this project US citizens only?
A5: Non-U.S. citizens can work on this project. Non-U.S. citizens will be required to follow the same base access procedures as U.S. citizens. However, additional documentation, such as an EAD or Green Card, will need to be provided by non-U.S. citizens.
Q6: RFI #9693744: Regarding deployable flood barriers:
a. Can you provide a specification for the deployable flood barriers. Additionally, can you provide a base flood elevation (BFE), Critical Nature Classification & the protection height requires of the barriers.
b. Deployable flood barriers are shown for the second floor doors. Please confirm if that is necessary.
c. Will 1st floor entrances require interior slab drain systems and sump pump back-up
