Due to the large amount of USACE projects bidding at the same time, can the bid date be extended from 9/7/2022 to 9/21/2022 Respectfully?

thanks

On: Aug 09 2022.

Government Response. . Due to scheduling constraints on the restoration of the island as a whole, as well as design and development of the Mid-Bay project as a whole, the bid opening date cannot be extended. On: Aug 24

1. The gradation specs for the Core Stone, 2600 lb armor, 4300 lb armor and 5400 lb armor stones all show a range of 0-2% by weight passing for the smallest weight size in each designation. Would USACE consider expanding this range to 0-10% by weight passing? 0-10 is the range commonly with DOT Riprap/ armor specs for the smallest size permissible.

2. The Core stone spec is very close to VDOT Class III and MD Class III riprap. Would either of these be acceptable in lieu of the Core gradation specs?

3. The gradations for the 4300 lb Armor and the 5400 lb armor have some overlap. Would the corp consider one size for both with grading ranges that fall between the two?

(Attachment: Barren_Island_RFI.pdf) On: Aug 17 2022.

Government Response. . All stone must meet the gradation requirements in the specifications. No changes or substitutions will be permitted. On: Aug 24 2022 Current Request Status: Request Closed

1. The optional breakwater construction adds approximately 145,000 tons of stone to the project. Will the contract duration be increased beyond the original 365 days if the option is exercised?

2. The contract specification package contains about 130 pages of soil testing results. Why is this relevant to this contract? Is excavation anticipated?

3. In the event that existing grades do not allow fitting the required minimum thicknesses of all stone layers, will excavation be necessary in order to create a subgrade deep enough to fit the required stone thicknesses?

4. Can you elaborate the meaning of the stone thickness and final elevation tolerances? It appears the Armor stone thickness can be +/- 0.5ft. However, the final elevation can be up to 1ft high. How can this be?

5. What does N/A mean for the final elevation tolerance on the #10 stone?

6. Sheet C301 states that #10 stone thickness may vary up to 1ft. However, page 299 of the specs says -0.5 and +0.25. Which is correct?

7. Can you please provide the XYZ survey data shown on sheet V-002?

8. Can you please provide CAD design files for this project?

9. Page GI003 shows the environmental restrictions. It is unclear if some of the time of year restrictions affect the work area or not because of the large scale plot shown. Can CAD files be provided for each line depicting buffers and restriction areas? For https://www.projnet.org/projnet/binKornHome/index.cfm?strKornCob=BicPublicReportAll&strReportType=AllCont&RequestTimeout=1000&pagStrRowSort=CommentID https://www.projnet.org/projnet/binKornHome/index.cfm?strKornCob=BicPublicReportAll&strReportType=AllCont&RequestTimeout=1000&pagStrRowSort=Discipline https://www.projnet.org/projnet/binKornHome/index.cfm?strKornCob=BicPublicReportAll&strReportType=AllCont&RequestTimeout=1000&pagStrRowSort=Sheet https://www.projnet.org/projnet/binKornHome/index.cfm?strKornCob=BicPublicReportAll&strReportType=AllCont&RequestTimeout=1000&pagStrRowSort=Detail https://www.projnet.org/projnet/binKornHome/index.cfm?strKornCob=BicPublicReportAll&strReportType=AllCont&RequestTimeout=1000&pagStrRowSort=SpecText https://www.projnet.org/projnet/binKornHome/index.cfm?strKornCob=BicPublicFileDownload&strApp=&strPrevCob=BicPublicReportAll&strShown=Barren_Island_RFI.pdf&intView=1 example, the SAV 300' buffer appears to impact the work area around station 135+00. Is this so? Does this mean that 300ft on either side of that line, the area is off limits between April 15th to October 15th? Similarly, the same SAV 300' line meanders through stations 225+00 - 255+00. It's difficult to tell if its 300' buffer affects the construction.

10. The colonial water birds restriction is labeled as 660'. On the map, it is shown as an enclosed line. Does that mean everything inside the line is restricted, or only 660' on either side of that line, forming a no-work donut?

On: Aug 18 2022.

Government Response. . 1) the Period of performance (PoP) has been extended to 550 calendar days for the base.

All work associated with the base must be completed 550 calendar days from Notice to Proceed (NTP). Should the option get exercised, 180 calendar days will be added to the PoP.

2) A small amount of excavation is necessary for the scour protection. It is standard USACE practice to provide all available soil testing. It is up to the Contractor to determine the relevance of the provided information.

3) It is anticipated that all stone layers will be able to be placed to tolerance given the existing grades. If this is not the case, it will be revealed during the production of the "pre-placement survey and sections" and will be addressed by a contract modification if necessary.

4) Armor stone thickness and elevation tolerance must both be met. The Contractor is given tolerances on every stone layer. An example demonstrating armor stone thickness can be +0.5 ft, but final elevation is +1 ft: The Contractor overbuilds the core stone on the breakwater such that the top of the core stone is at El. + 2.6 (instead of El. +2.1 as shown on the plans). The core stone is within tolerance. The Contractor also overbuilds the armor stone and provides a 6.9 ft thick layer. The top of the armor stone is now 1-foot above design template (+9.5), but the thickness is 0.5 ft more than design thickness. The armor stone is also within tolerance.

5) N/A = not applicable. The intent is to place a 1-foot-thick layer of #10 stone (with tolerance it can be 0.5 ft – 1.25 ft thick). Elevations are not specified for #10 stone because elevations vary for every cross section. Final grades for the #10 stone are dependent on the existing bathymetry and the pre-placement survey.

6) The note on C301 has been removed.

7) A CSV file has been provided.

8) Design files will not be provided prior to bid awarding.

9) CAD files will be provided to following the awarding of the contract. The 300' buffer on the NE sill is inclusive of station 125 to approximately 136+18, the 1500' buffer includes all of the NE sill as well as Station 200 to 201+58. The 300' buffer also includes station 225+12 to approximately 235+87, with the 1500' buffer including 219+30 to 235+87.

10) Everything inside the line is restricted at that time of the year. On: Aug 24 2022 Current Request Status: Request Closed

Under section 002113 Instructions to Bidders it states that "THE PROJECT PARTNERSHIP AGREEMENT (PPA) IS NOT PRESENTLY AVAILABLE. NO BID OPENNING WILL OCCUR UNTIL SUCH TIME AS THE PPA IS MADE AVAILABLE." Based on this statement and current date of 8/18/2022, no notice has been forwarded to bidding contractors that this has occurred.

Therefore, would USACE postpone the bid opening 30 days?

On: Aug 18 2022.

Government Response. . The Project Partnership Agreement (PPA) has been signed and is available. The statement "The project partnership agreement (PPA) is not presently available. No bid opening will occur until such time as the PPA is made available" will be removed and bid opening is on schedule. On: Aug 24 2022

1.Can the #10 stone be installed days/weeks ahead of geotextile placement, as long as it is surveyed prior to geotextile placement on the same day?

2. Does the Buy American statute apply to stone purchased for this contract, namely, would a quarry based in Canada be allowed to supply stone for this job?

3. Sheet C503 of the plans references scour protection details. Can exact locations where scour protection is required be provided?

On: Aug 19 2022.

Government Response. . 1)Yes, the #10 stone can be installed days/weeks ahead of the geotextile replacement, but note that #10 stone is now paid for in cubic yards.

2) In our opinion, Per FAR 25.202(c) under Exception, purchasing stone from Canada is acceptable.

3) Scour protection data is shown on sheet C106 and C107. On: Aug 24 2022 Current Request Status: Request Closed

9889384 Building Design & Engineering C301 Comment Classification: Controlled Unclassified Information (CUI)

Sheet C301 shows a typical section of the Existing Sill Gap/Southwest/Southe ast Sill. Existing depths in this "typical" section are shown to be -10. However, everywhere else in the plans, depths in the vicinity of this feature of work are a lot shallower. Is there a mistake in the soundings and specific cross-sections shown on the plans, or is it a mistake in the typical section, because el. -10 is not typical anywhere in the Existing Sill Gaps.

On: Aug 22 2022.

Government Response. . C301 shows specific design elevations (crest elevations for the sill and breakwater), stone thickness, slopes, etc. We note that existing ground elevations vary across the project site. On: Aug 24 2022 Current Request Status: Request Closed
