1.6.1 Survey Requirements
1.6.1.1 General Survey Requirements
Employ an independent registered professional land surveyor licensed in the State of Maryland or a registered professional engineer licensed in the State of Maryland with a minimum of 10 years experience in topographic and hydrographic surveying. The surveyor must have experience in performing topographic and hydrographic surveys of stone structures (breakwaters, sills, groins, jetties, or other similar structures) in either the Chesapeake Bay or Atlantic Ocean. Perform all surveys required by this contract with equipment and personnel completely independent from the Contractor's forces. Surveyor must be approved by the Contracting Officer. Submit the surveyor qualifications for approval. The qualifications must include a resume of each individual surveyor who will be used. The resume must demonstrate experience on at least two survey jobs with stone structures where the cost of the stone (not the total project cost) exceeded $5 million for each project. Conduct surveys in accordance with the most current versions of U.S. Army Corps of Engineers Engineer Manuals EM 1110-2-1003 , Hydrographic Surveying as well as EM 1110-1-1005 , Topographic Surveying. Surveying tasks outlined within this contract specification must be conducted following quality control and quality assurance procedures outlined within EM 1110-2-1003 for all hydrographic surveys and EM 1110-1-1005 for all topographic surveys. The licensed surveyor or engineer must be present for all surveys. Surveys conducted in the absence of the licesened surveyor or engineer will be automatically rejected. Unless otherwise noted, all hydrographic surveys must be single-beam surveys utilizing a high frequency (200 kHz) transducer. Single-beam surveys must be motion corrected for vessel heave, roll, pitch, and yaw as well as corrected for tide/stage. Bar checks must be performed at a minimum of two times a day - one before work and one after completing a day's activity. Single-beam surveys must meet the "Inland Navigation Projects" standard of accuracy, as presented in Table 3-1 of EM 1110-2-1003. All surveys must be referenced to NAVD88. The survey control data are reflected on the drawings. All data as required in this section must be submitted through RMS. See Section 01 33 00 SUBMITTAL PROCEDURES for required formats. Survey data must be provided in digital AutoCAD design (DWG) files and PDF format. All surveys required under the terms and conditions of this contract, except for the Pre-Placement Survey and Sections (Bid Item No. 0003), are considered incidental to the performance of the contract and must be performed at no additional cost to the Government. In addition to the above, adhere to the following requirements:
a. Quantity surveys must be conducted, and the data derived from these surveys must be used in computing the quantities of work performed and the actual construction completed and in place.
b. Conduct the original and final surveys for any periods for which progress payments are requested. The Contracting Officer may adjust the timing requirements if a significant storm event is forecast which could disturb in-place materials. The Contracting Officer may also require the Contractor to resurvey any materials following a storm event. All these surveys must be conducted under the direction of the Contracting Officer, unless the Contracting Officer waives this requirement in a specific instance. Make all computations necessary to compute the quantities of material placed in each 50 foot section of stone structure, as described under Survey Requirements.
SECTION 01 20 00 Page 4
c. Upon completing a survey, provide the survey data within 24 hours, and originals of all survey field notes, quantity calculations, sections, and all other records relating to the survey or to the layout of the work within one week to the Contracting Officer, who must use them as necessary to determine the amount of progress payments. For hydrographic surveys, RAW, BIN, EDT, and check in files must be provided upon the Government's request. Survey data files must be submitted in CSV file with format: "station, distance, easting, northing, elevation, survey method (topo or hydro), aligned easting, aligned northing" format. Distance must be measured along the cross section line and must not be the distance from the cross section origin to the surveyed point. Aligned easting and aligned northing are the coordinates of the surveyed point projected onto the cross section line. Surveys must be accompanied by appropriate descriptor data files, including but not limited to: datum, date, time, tidal data, type (e.g. total station, small boat hydro, etc.), and surveyor. For each pay item, submit each cross section plotted from the appropriate survey data and submit the end section area calculation for that pay item. The cross sections must include the pay template and tolerance of the pertinent material. Retain copies of all such material furnished to the Contracting Officer.
d. Develop, or obtain, a quantity calculation program or software compatible with Windows-10 operating system, unless otherwise approved by the Contracting Officer, which must be utilized to calculate the quantities upon which progress payment requests will be based. The quantity calculation program must calculate quantities, using the contract specified templates, as the basis for developing the cross-sectional area for each station. The quantity calculation program must incorporate the ability to correct quantities for curves or breaks in the alignment by adjusting the distance between adjacent cross sections. Specify the quantity calculation program and curve correction method in the survey methods submittal. Where cross section lines from two alignments intersect, overlapping areas of the same material must only be accounted for once; the overlapping area for one alignment will be used and the corresponding area will be subtracted from the computation for the other alignment. A copy of the software which is purchased or developed for use in complying with this specification paragraph must be provided to and become the property of the Government. The Government must also receive a copy of any/all instruction manuals or literature related to the quantity calculation program. Conduct a survey for all payment quantities for which progress payments are being requested.
1.6.1.2 Cross Section Lines
Cross sections must be collected at the start of each alignment, the end of each alignment, at a 50 ft spacing along the alignment, and at every point of intersection. Cross sections must be oriented perpendicular to the alignment unless they are at a point of intersection. The bearing of the cross section line at a point of intersection must bisect the bearings of the cross section lines immediately before and after the point of intersection. Pre-placement survey data must extend a minimum of 100 ft to the left of the alignment and 100 ft to the right of the alignment. Survey data for all stone materials must extend a minimum of 50 ft beyond the material design template.
SECTION 01 20 00 Page 5
1.6.1.3 Point Spacing
Survey points must be spaced not more than 5 ft apart and at any break in slope. Additional points must be added as necessary to accurately represent the material being surveyed. Expect that more survey points will be required to accurately represent the uppermost layer of armor stone.
Horizontal survey locations surveyed with topographic methods must not deviate more than 5 feet from the line of section. Horizontal survey locations surveyed with hydrographic methods must not deviate more than 10 ft from the line of section. Topographic survey points do not need to be thinned. Hydrographic survey points must be thinned so that points are spaced no closer than 2 ft apart. To the extent practical, topographic and hydrographic surveys must overlap by 10 horizontal feet.
1.6.1.4 Cross Sections
All cross sections must be provided in .dwg format and .pdf format. Cross sections must be plotted on 22 in x 34 in paper at a horizontal scale of 1 in = 10 ft and a vertical scale of 1 in = 2 ft. Cross sections must be produced by projecting each survey point to the cross section line and connecting the points. If cross sections are produced by means of a triangulated irregular network (TIN), the TIN must be constructed with the aligned northing and easting coordinates, and not the actual northing and easting coordinates. Cross sections must include surveys of all previously placed material, the full design template, and tolerance lines for the current material being surveyed. Employ sufficient colors as necessary to distinguish between all survey lines and templates. A legend must be provided on each sheet of surveys.
1.6.1.5 Survey Requirements For Stonework
For each prepared surface, check surveys must be conducted before and after placing each stone layer. Make checks as the work progresses to verify the lines, grades, and thicknesses of the completed stone layers.
At least one check survey must be made for each different layer.
Elevations above water must be determined by the use of a leveling instrument and rod having a base of 12 inches in diameter. Other means, if approved by the Contracting Officer, may also be used. The surveys must be conducted in the presence of the Contracting Officer unless otherwise waived. Resurveys will be required if the initial survey is not performed within the time period specified below. Specifically, the following surveys are required:
a. Surface of the completed #10 stone. The #10 stone must be surveyed immediately before the geotextile is placed (same day).
b. Surface of the completed quarry run stone no earlier than 7 days prior to placement of the core stone or armor stone.
c. Surface of the completed core stone no earlier than 14 days prior to the placement of the armor stone.
d. Surface of the completed armor stone.
A copy of the record of the check survey, including both field notes and plotted cross sections, must be provided to the Contracting Officer, or his authorized representative, as specified in paragraph "Quantity Surveys" sub-paragraph "c" above. Do not permit placement of the next layer of stone until the surveys have been checked by QC personnel to
SECTION 01 20 00 Page 6 verify that the completed stone layer is in compliance with the lines, grades, and tolerances presented in these drawings and specifications.
1.6.2 Requirements for Computing Weights
Stone must be weighed using one of the two methods described below. Submit the stone weighing methods submittal, including Quality Control provisions, to the Contracting Officer for approval. All measurements methods must be conducted in accordance with U.S. Army Corps of Engineers Engineer Manual EM 1110-2-2302 Construction with Large Stone.
1.6.2.1 Vessel Displacement
When vessel displacement is used for the determination of weights, the following procedure will be used for the determination. Each vessel will be accurately measured and will be fitted with gauges graduated to the half-foot. All gauges must be outfitted to the outer hull of each vessel.
The gauges will be located on each corner of the vessel, near the lower end of the rake, with two additional gauges amidships. Fore and aft displacement due to load will not differ more than 10 percent from their mean for the determination of tonnage, except in unavoidable cases. All gauge readings will be made in still water, estimated to the nearest tenth of a foot. At the option of the Contracting Officer, tonnage determinations may be made at the loading point by using change in gauge readings from light marks to load marks, or at the unloading point by using change in gauge readings from load marks to light marks. The Contracting Officer must have the opportunity to be present at all draft readings. All vessels must be pumped dry (within the limits of the pump suction) before each gauging, and limbers must be kept open so that any water in the vessel will flow freely to the pump suction. Gauging tables, prepared by an accredited agent satisfactory to the Contracting Officer, must be included in the Contractor's Stone Weighing Methods submittal for each vessel to be used. The weight of the water displaced at the point of gauging will be based on approved hydrometer readings of the water assuming that water weighing 62.4 and 64 pounds per cubic foot for fresh water and salt water, respectively. Each barge must be calibrated a minimum of one time, and additionally as directed by the Contracting Officer, by measuring the weight of all stone placed on the barge by the procedures specified below in the paragraph "Certified Weight", and comparing the sum of those certified weights with the weight determined by the barge displacement method. The gauges on the barge must be adjusted as necessary to address any discrepancy in the certified weights and the weights computed by displacement measurements.
1.6.2.2 Certified Weight
If shipments are made by railroad from the quarry to tidewater and then transferred to barges, certified railroad weights will be accepted in place of weights determined by barge displacements. If shipments are made by truck from the quarry, each truckload of stone must be weighted on scales, which have been carefully verified by a properly accredited official. One original report and duplicate copy of weights of each carload or truckload, certified by the weigher and prepared in ink or indelible pencil, must be furnished to the Contracting Officer. The report must show gross, tare, and net weight of each carload or truckload. If there is, in the opinion of the Contracting Officer or his representative, any doubt as to the quantity of stone on any car or truck, as indicated by the weight determined at the point of shipment, due to loss in transit or other causes, the Contractor must at his expense have such car or truck
SECTION 01 20 00 Page 7 reweighed in the presence of the Contracting Officer or his representative on scales which have been verified by a properly accredited official.
Should there be a difference in weight of stone at the point of shipment and at the point of destination, the weight at the latter point will be accepted as correct and used for payment. The cost of meeting the foregoing requirements must be included in the contract price.
1.6.2.3 Stone Deduction
Stone deduction applies to all stone where the unit of measure is by ton.
Computation of the deduction from delivered tonnage for rejected stone or stone placed beyond the prescribed tolerances will be on the basis of cross-sections of the finished work, and a deduction of 1.5 tons per cubic yard of armor stone, quarry run, and core stone built outside of the prescribed tolerances will be applied. All stone deduction logs must be submitted to the Contracting Officer monthly, or with progress payment invoices.
1.7 PAYMENT ITEMS
For each unit price pay item outlined below, the Government will not pay more than 90 percent of calculated quantities before acceptance of the section. Any excavation and spoiling of existing materials necessary in the completion of work under this contract, beyond that included in the following items, must be considered incidental to the job. No additional payment will be made for any items not included in the following items, including, but not limited to, excavation for placement of quarry run or armor stone.
Payment items for the work of this contract on which the contract unit price payments will be made are listed in the BIDDING SCHEDULE and described below.
