About this file

This amendment to solicitation W912DR20B0021 provides responses to contractor questions regarding requirements for renovating the second floor of Building 3613 at Joint Base Andrews in Maryland. The secure 48' x 60' building must meet security standards in the specification appendix. Non-secure buildings do not require special measures. If windows are included in secure trailers, blackout shades must be provided. The amendment clarifies that modifications can be made to standard trailer sizes and configurations to meet programming needs, which must then be approved by the contracting officer. Electrical service to the trailers will be provided by the contractor, while communications service and secure network installations will be managed by the base.

RFI RESPONSES - AMENDMENT 0004

RFI Responses – Amendment 0004

1. Bidder asked a generic statement stating the document says to use “off the shelf” modular bldgs., but later state in the specs and on the drawings to meet the security standards.

GOVERNMENT RESPONSE: Paragraph 1 on page 14-2 of Specification volume 2 Appendix C clarifies that “off the shelf” trailers were investigated and the acknowledges that trailer sizes and offerings varies but a standard 12’ wide module was used for the Basis of Design.

1a. Can you please clarify what type/level of security you want us to provide for each building?

GOVERNMENT RESPONSE: Page 14-1 and 14-2 of Specification volume 2 Appendix C has the programming requirements tables for what is defined as “Non-secure” and “Secure” trailers. Non-secure trailers do not require any special security measures. The secure trailers shall meet the security requirements provided in Appendix referenced.

2. If any bldg. requires security, please confirm that the 48’ x 60’ bldg. is the only bldg. that needs to be secure?

GOVERNMENT RESPONSE: Refer to response on item 1 above.

a. We need direction/clarification as to the type and level of security for the bldg. GOVERNMENT RESPONSE:

Refer to response on item 1 above.

b. Is this bldg. going to be considered a SCIF? If so, what level of SCIF? GOVERNMENT RESPONSE: Refer to response on item 1 above as well as Amendment 0002.

c. If SCIF and/or Secure Rooms are required, we suspect that we need to remove the windows, correct? Please clarify.

GOVERNMENT RESPONSE: Refer to response on item 1 above. If the contractor selects a trailer that meets the programming requirements, if such trailers include windows, blackout shades shall be provided on windows contained in the secure trailers.

3. Does (appendix to enclosure 3) apply to the modular bldgs.? RESPONSE: Noted appendix applies to the Secure Trailers.

a. Generic “off the shelf” modular bldgs. will not meet the security standards that are required as stated in (appendix to enclosure 3).

GOVERNMENT RESPONSE: Refer to response on item 1 above. Off-the-shelf mainly refers to sizes and potential configuration of standard pieces. The layouts provided shall be considered performance based and note that modifications will be required. The contractor shall provide the most cost-effective trailer solution that meets the programming needs and shall submit the proposed trailer configuration to the COR for review and approval prior to order. If the trailer size, shape, layout, configuration, etc., need to be modified to meet the programming requirements, the contractor can make such modifications and shall include such modifications in the proposed plans submitted for review.

4. What spaces (in each building as applicable) are considered vault and secure room?

GOVERNMENT RESPONSE: Although the “Appendix to enclosure 3” section titles include the word “vault”, there are no vaults specified in the programming tables on pages 14-1 and 14-2 of Specification volume 2 Appendix C. The entire Secure trailer area shall be rated as Open storage for top secret.

5. What is the spec for vault and secure room?

GOVERNMENT RESPONSE: Refer to specification volume 2 Appendix C

6. What is the hatched in area on the 4 unit (48’ x 60’) bldg.?

GOVERNMENT RESPONSE: Comment makes no reference to specific drawing in question. It is assumed this comment is in reference to drawing sheet G-100. Refer to legend for definition. Hatches shown on C-101 and C-102 drawings on trailers just identify trailer area.

7. Also note, after reading the specifications and looking at their floor plans we found the issues listed below.

GOVERNMENT RESPONSE: Refer to response on item 3a above.

a. The 72x60 does not have a vestibule on the drawing but it is in the spec.

b. The 72x60 does not have a 165 sf copy room

c. It does not have a 150 sf commander office (only 120 sf +/-)

d. The 48x60 calls for 25 people at the rear but only shows 19 desks (at 50% we meet it)

e. The 48x60 calls for 20 people in the training room but only shows desks for 16

f. The 48x60 calls for 12/14/5 (31) more people but the remaining desks are only 16 (at 50% we meet it)

g. Calling for 2 break areas at 200 sf each but drawing only show a single 6’ counter.

h. Missing copy room or telcom.

i. NOTE: That the 4 unit is calling for 5,330 gross square feet and we only have 2820 (this is also calling for 14x48 trailers and 8 possible double stacked)

j. NOTE: That the 6 unit is calling for 2680 gross square feet and we have 4320

FROM DRAWING C-101 - On Drawing C-102, note 3- talks about comm lines, but there is not mention, where and who is bringing power to the trailers, nothing is shown.

GOVERNMENT RESPONSE: Refer to note 3 on C-102 and plan. Potential electrical connection is also shown in plan view. Electric service for the trailers shall be provided by the contractor. Communications service to the trailers will be provided by JBA 844th. With respect to interior electrical lighting, power, and communication services, the selected trailers shall include the necessary typical communications lines, hookups, outlets, etc., as coordinated with the accepted floorplan layout. The only exception shall be with respect to the SIPRnet installation within the secure trailers which will be installed by JBA 844th.

IS this by the owner and where does the contractor take it, to the Trailers?

GOVERNMENT RESPONSE: Question does not reference what “it” is. If the question is related to the electrical and communications services, refer to response on item above about drawing C-101.
