8623340 Mechanical 35 20 16.27 Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
The following questions are submitted on behalf of Grande Water Management System, a named manufacturer for the flushing gates specified in Section 35 20 16.27:
a. Section 2.3.g.1: Continuous PVC coated tubing is not recommended. Recommendation is for standard 3/8" O.D. rigid stainless steel 316L in 20 foot lengths with Swagelok compression fittings between each section with quick connects at the cylinders. Although semi-rigid PVC coated can be supplied it is problematic for installation. And if there is pitting in the line, you will not be able to determine where the leak is coming from and will need to replace the entire length.
b. Section 2.3.i.1: Request for chemical anchors to be allowed, Hilti HIT-RE-500 2-part epoxy anchors with threaded rods in SS-316.
Page 2 of 16ProjNet: Logged In User
c. Section 2.3.j.5: Request for a ½" neoprene gasket to be allowed in lieu of silicon for following reasons:
1. If the silicon is not applied properly, in 4" wide beads, on a clean and dry surface, leakage may occur between the gate frame and the concrete. The gasket comes pre-installed on the gates and ready to install on the opening.
2. Concrete wall flatness and levelness tolerances. The gate is a rigid stainless-steel construction and cannot bend. This means walls need to be polished down flat with the silicon. In the case of the gasket, it is a ½" neoprene gasket which can compresses to 1/8". This allows for more flexibility regarding the concrete tolerances.
On: Jun 05 2020.
Government Response. . The specifications will be clarified in an upcoming amendment to indicate:
The hydraulic tubing will be of the rigid type, with O.D. as recommended by gate manufacturer, manufactured from Type 316 stainless steel. All couplings shall be SWAGELOK quick connec type manufactured from Type 316 stainless steel. The hydraulic tubing anchoring system, the mounting rails and support kits shall be fabricated from Type 316 stainless steel.
Adhesive anchors may be used if recommended by the gate manufacturer.
Gasket between the gate frame and the concrete wall shall be ½ inch thick, neoprene type factory-installed on the flushing gate. Gate manufacturer shall be responsible for coordinating with Contractor on any special concrete finishes or tolerances required to ensure a proper seal between the concrete wall and the gates. Contractor shall include all costs associated with any special finishes or tolerances in their base bid. On: Jun 15 2020 Current Request Status: Request Closed

5. Please refer to Paragraphs 1.15.1.1 and 1.15.1.2 of Section 01 05 00 which detail the Work at the Spent Washwater Channel and Settled Water Channels of the Existing Filter Building that must completed during the 10-Day plant shutdown that is allowed to occur between January 1, 2021 and April 30, 2021. This will require the procurement, preparation of submittals, submittal approval, fabrication and delivery of several long lead time items including Weir Gate FV-M29-1 and large diameter butterfly valves. The cumulative duration of these activities is historically 30-32 weeks for su items. With the current bid date of 6/19/20 and ninety (90) day acceptance period by the Government, Notice to Proceed may not be until 9/17/20. The corresponding 30-32 week time-frame to receiv the aforementioned items on-site would extend to the April 30, 2021 deadline. It is therefore our understanding that should the Notice to Proceed date extend past 9/17/20, the April 30, 2021 shutdow constraint shall extend day-for-day. If this is incorrect, please notify us via amendment
On: Jun 08 2020.
Government Response. . There are a series of assumptions within this inquiry that are overly conservative. Bid opening is set for the first week of July. Although the Government has 90 days for NTP, the likelihood of NTP occuring prior to the 90-day mark is high. Contractors should ensure their bids are responsible and responsive to ensure an expedited review after bid opening, and produce all required bond information and other documentation in an expedited manner. Although the construction schedule is challenging, it is achievable with appropriate scheduling and control of the work. Several manufacturers of long lead items such as weir gates and butterfly valves can produce the required items in 3 to 5 months. Accounting for the submittal preparation and approval process, the required outage window in the low demand season can be met. No assumption shall be made that the shutdown constraint of April 30, 2021 will be extended. On: Jun 26 2020 Current Request Status: Request Closed

No such prohibitions are contemplated for the paved areas outside the south and west sides of the LOD. It is therefore our understanding that these areas be utilized for laydown and construction vehicular traffic without restriction. If this is incorrect, please notify us via amendment.

Please refer to Contract Drawing CD101 which includes discrepancies on existing site feature which can be temporarily removed and/or replaced, and which must remain. Please address the followin
a. Sheet Key Note 5 indicates that the existing dated building corner stone can be temporarily removed and re-installed on a new pad. In the same area Sheet Key Note 2 allows for a portion of existing sidewalk to be removed and replaced. Sheet Keynote 4, however, requires that the existing stairs in that same are to remain and be protected during construction. The 24" EQ Backwash Dra per Contract Drawing DS100, is installed directly underneath these stairs. It is our understanding that if temporary access stairs are provided during construction and that these stairs are replaced in kind, like the pad for the building cornerstone and sidewalk, then these stairs can be removed to facilitate installation of the 24" EQ Backwash Drain. If this is incorrect, please notify us via amendme
b. On the east side of the Backwash Equalization Basin, the existing sidewalk around the flagpole foundation is to be removed and replaced. The flagpole and base are to remain and be protected. T flagpole Is within ten feet of the excavation support system and will be significant obstruction for drilling of h-piles, excavation, concrete work, and backfill. It is our understanding that if a temporary flagpole with foundation is constructed along the eastern LOD line for the Backwash Equalization Basin and a subsequent new flagpole with foundation at the current location is constructed upon completion of Backwash Equalization Basin than the existing flagpole can be removed to facilitate construction at the Backwash Equalization Basin. If this is incorrect, please notify us via amendment
On: Jun 08 2020.
Government Response. . Reference revised Plate 18 provided in Amendment 0002. Regarding sheet CD-101, Key Note 4 - Existing Stairs Adjacent to New 24" Equalized Backwash Drai The existing stairs were constructed as part of the retaining wall system that defines the elevated area located west of the Mixing Chamber. These stairs are detailed on Section 5 of Reference Drawing 3. The stair structure includes a full base slab with a bottom elevation of 162.0, two full height side walls and poured stair treads with reinforcing tied into the walls. The new 24" Equalized Backwash Drain pipe is installed nearby with invert elevation set at 162.5 +/-. While we believe that the new piping can be installed without disturbing the stair structure, Contractor can, at their no cost option, remove the stair, install a temporary stair during construction and reinstall the stair as originally designed if they consider this a better option. The adjacent retaining wall should not be disturbed. If preferred by the Contractor, the existing flag pole and associated foundation located on the east side of the new backwash equalization ba can be removed during the construction period and replaced with a new flagpole of similar height and dimensions and similar foundation at the end of the construction project provided this work is accomplished at no additional cost to the Government. Please refer to Detail 301 on Contract Drawing DD501/Plate 78 which indicates for a MJ wall pipe to be installed with a flexible coupling or mechanical joint 2' from the wall, but Specification Section 05 13-3.7 states that a mechanical joint installed flush with the wall is sufficient to account for flexible joints at structures. It is our interpretation that this additional flexible joint shown in Detail 301 w not be required if a mechanical joint is installed within 2' from the wall, including flush with the wall. If this is not correct, please notify us via addendum and provide revised specifications.
