Item 4 outlines what it defines as 'reasonable goals during the terms of the contract. Are these goals minimum requirements or may the Offeror propose what it feels are reasonable goals?

Based on experience with similar projects we do not feel that the listed goals are reasonable.

Spec Section 32 13 14.13-2.12.6 Concrete Strength for Final Acceptance – Section 32 13 14.13 states that specified flexural strength for concrete is 650 psi at 90 days. Section 32 13 14.13-2.12.6 states that concrete is accepted based on 14-day compressive strength tests based on mix design test specimen correlation. Can the concrete be accepted based on 28-Day Flexural Strength Results of 650 psi or higher and/or accepted based on earlier test results achieving design strength?

On: Aug 20 2020.

Government Response. . The specification allows acceptance for strength of the in place concrete using 14-day old compressive specimens which will be correlated to 90-day flexural strengths base on a correlation factor worked out during the mix design. The only time the 90-day waiting period is a factor is during the mix design process. Switching to 28-day age testing for 650 psi flex does not help the timing of production test strengths On: Aug 25 2020

The 15 minutes covered in paragraph 3.4.2 for non-agitating trucks is for the transport time from the mixer to the placement site.
