Alternatively - recommend increasing the technical to 60, and the past experience and managment sections to 15 each .

In Section A. PROPOSAL SUBMISSION (Section L) of the RFP under 2) VOLUME II – FACTOR 2 Corporate Experience/Past Performance, the RFP instructions state the following: "If the Joint Venture/Mentor Protégé is a Small and Large Business, the Small Business will be evaluated as the Prime Offeror."

We're confused by this statement as JVs are normally recognized and treated as a single entity prime contractor during the proposal evaluation stage and during performance of the contract. Also, this statement seems to conflict with the FAR and SBA regulations concerning joint ventures. For example, FAR 9.603 states that the Government will recognize teaming arrangements, and Section 9.601 specifically defines a joint venture as a teaming arrangement where 'two or more companies form a partnership or joint venture to act as a potential prime contractor". And the SBA regulations regarding Small Business Joint Ventures in 13 CFR § 124.513 (f) and 13 CFR § 125.8 (e) state that procuring activities "must consider work done individually by each partner to the joint venture". Therefore, we respectfully request that the Government revise or remove this language from the RFP.

JB Andrews' current approach regarding Investigation Derived Waste (IDW) is to sample IDW for PFOS/PFOA only if the IDW was generated during the collection of samples for PFOS/PFOA analysis. As PFOS/PFOA is not included in the ORC scope, then testing for PFOS/PFOA in ORC-derived IDW should not be needed. Government Response. . The 2nd FYR specifically recommends "A monitoring well should be installed to establish the southwestern edge of the northern plume." This was in response to the USEPA request to delineate the southwestern edge of the FT002 groundwater plume in 2013. Monitoring well FT02-MW13 was installed in March 2018 following three direct-push "step out" groundwater samples being collected and analyzed before choosing that monitoring well location It also preceded the 3rd round of injections, so it was considered in the design of those injections. Sampling results from FT02-MW13 have enabled JBA to refine the LUC boundary for FT002 and minimize the area of the FT002 LUC requirements without any new data from additional new monitoring wells. Well construction details for FT02-MW13 can be found in Appendix E of the 2018 FT02 Injection Tech Memo in the Administrative Record (AR # 1895). While the 2nd FYR also recommended "The need for installation of one or more monitoring wells to the east of the northern plume should be evaluated," additional monitoring wells were not necessary to delineate the eastern edge of the northern plume at this time. It is important to note that FT002 is located in what is probably the most active portion of the JBA airfield, and limiting monitoring wells on the ramp at this location has always been an extremely high priority. Government Response. . The system is currently deactivated, and has been so for over a year. The Air Force intends to direct the current contractor to place the system in a "mothball" state of being out of operation but can be reactivated with minimal effort. The internal lines, tanks, and associated systems are to be drained. All parts of the system were functioning prior to shut down. The telemetry for the system has been knocked out by a lawn mower and will take several months to bring back on line through the base telecom network. The process to reestablish telemetry has not been started and will not be started unless the system needs to be reactivated. Power to the system is currently active but the transformer feeding power to system has been prone to fail during previous storm events. The system as a whole is now approaching ten years of constant use, and should be considered nearing the end of its life. On: Oct 16
