102. What is the expected turnaround time for proposal submission if USACE goes straight to a Final RFP?

The Offeror will be provided at least 60 days to submit a proposal once the

RFP is issued.

103. Have you guys set a radiological target, e.g. 25 mrem to the AMCG, or something lower? And have you settled on a dose model e.g. Resident Farmer, Industrial Reuse etc.?

The Decommissioning Plan will discuss these points and will refer to 25 mrem/yr criteria from 10 CFR Part 20. It will also likely us the NRC screening criteria.

104. Relative to both Rad and Non-Rad End State, will there be a specific footprint identified as the extent of FSS and non-Rad surveys?

Within the fence line and other areas impacted by decommissioning activities.

105. As I read Section 3.5.3 of your Draft PWS, it talked about the goal of ‘clean Demo, clean disposal’ for the Restricted Area buildings. So actually two comments. 1-The full free release of these Rad structures seems like a very challenging goal, tough to get a probe on every nook and cranny. 2-Regarding FSS and ORISE verification we’re accustomed to that process only occurring on structures that will remain after the project is complete. One option to consider that could save some time and money is the process we are currently using in our Rx D&Ds which involves deconning to Open Air Demo (OAD) limits. OAD limits are low, but not free release. They were methodically developed at the Conn Yankee D&D, and have been used successfully over the last 17 years. Typically we would not perform FSS or involve ORISE as the Demo debris is leaving site. In Section 3.5.6 it looks like you guys may be thinking along those lines as it says ‘this PWS assumes there is residual Rad contamination on all demo debris and it will be managed as Class A LLRW.’

The Decommissioning Plan will provide options that can address these issues. It will provide thoughts for disposal at a Class A LLRW facility, release of materials and equipment to ANSI 13.12 guidance and 1 mrem/yr following MARSAME survey guidance, release to 25 mrem/yr then demolition and disposal, 10 CFR 20.2002 like assessment of alternative disposal options/locations. Each will have unique risks and challenges as well as cost and schedule impacts.

106. Please confirm if this is Davis Bacon, or specifically union for craft labor. Are there any labor agreements already in place?

This information will be provided in the RFP.

107. Please confirm that there is no remaining fuel at the site. Is there any Class C material on site?

No fuel. Anticipate the RPV will not be segmented and therefore we should not have any Class C LLRW.

108. Please characterize the systems conditions (cold and dark, wet lay up of any systems, etc.).

The Reactor Primary and Secondary systems were drained in the 1970’s.

The SM1 facility will need to be placed in a cold and dark status upon mobilization and any power/water requirements will need to be developed.

109. Regarding the EVMS, we currently are part of several Prime entities that have certified EVMS but do not have one ourselves at this time. Would the Offeror be allowed to pursue such a certification within a brief period of time or would it have to be present upon award?

In accordance with FAR 34.201 (d), the Contracting officer will determine the adequacy of the proposed EVMS plan prior to award.

110. Is the Corp intending to self-manage the project? If so, will they rely on a Prime or will they act as the Prime / GC?

USACE will provide oversight of the selected offeror.

111. What permitting, licenses will be required?

In general, USACE will strive to provide a comprehensive list of required permits and licenses, but the selected offeror is ultimately responsible to ensure the project is complaint with all local, state and Federal permits and licenses. USACE will provide the Decommissioning Permit from the ARO.

112. What remediation of asbestos/lead has been done?

Limited, see AHA Characterization Report.

113. I wanted to follow-up with a question on indemnification. Per our discussion, we understand that Price Anderson indemnification will not be part of the contract.

Will USACE include and make available Public Law 85-804 Indemnification as part of the contract?

Indemnification under PL 85-804 will not be a part of this acquisition.

114. I was wondering if the USACE was going to decide on how the waste will be package or will that be decided by the prime contractor once the award is given.

Please let me know."

Packaging shall be proposed by the selected contractor. NAB will not stipulate a package type in the Performance Work Statement.

File details come from the government source that posted it. Updated .
