Per page 16 of the RFP, Section 2.4. Factor 4 – Past Performance Questionnaires for Experience in Relevant Projects: The RFP requests that proposing firms submit USACE Past Performance Questionnaire for Relevant Experience (Form PPQ-0) for each project submitted under Factor 1. The RFP further states that "Contractor Assessment Reporting System (CPARS) ratings will not be accepted in lieu of PPQ-0s."

We have a USACE Baltimore Contracting Officer client that states they can only release formal CPARS evaluations for references, they are not to submit PPQs or similar.

Since the RFP won't allow CPARS, and our USACE Baltimore client will not submit a PPQ, we would like to request that the RFP language be amended to allow CPARS to be utilized to demonstrate Past Performance.

On: Jan 11 2017.

Government Response. . The RFP language was amended to allow CPARS to be utilized to demonstrate Past Performance per Amendment 0001. On: Jan 19 2017 Current Request Status: Request Closed

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

Specification 010500 1.12 specifies work hours are 7-3:30. Will extended work hours be allowed? Critical schedule tasks like tank erection and painting work is typically done 7 days per week as weather conditions permit. Please confirm this will be acceptable.

On: Jan 18 2017.

Government Response. . Hours beyond 7-3:30 can typically be discussed and agreed upon at the pre-construction meeting. Hours earlier than 6 am OR later than 6pm may require increased coordination.

Weekend work should be discussed at project meetings and 7 day work could be coordinated with minimal exceptions. On: Jan 20 2017 Current Request Status: Request Closed

6797934 Survey Hazardous Survey Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

Has a hazardous survey been performed on the existing reservoir for hazardous materials such as lead paint, asbestos, etc?

On: Jan 18 2017.

6797936 Electrical 331615 Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

Specification 331615 describes the electrical work for the tank, but the lighting is specified as illumination requirements, i.e. meet 20 ft candles at 2' 6" above finish floor. With the irregular shape of the tank, it is difficult to predict lighting levels and perform this design at the bid stage of the project. Thus can you provide a quantity of lighting fixtures to include as a basis of bid so we can avoid building unnecessary contingencies into our bid?

On: Jan 18 2017.

Government Response. . The contractor will be responsible for performing and submitting lighting calculations for determination of the number of lighting fixtures. On: Jan 25 2017 Current Request Status: Request Closed

6797940 Equipment Dwg G2 and Dwg

C-2 Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

Page 2 of 13ProjNet: Logged In User

There are conflicting comments about the diameter of the tank's base. Dwg G2 Note 9 mentions a 42' column diameter. Dwg C-2 says 32'. Then the spec offers a 35' +/- dia dimension. Please confirm there is no minimum or maximum diameter for the tank's base and that it is up to the tank designer to determine this dimension.

On: Jan 18 2017.

Government Response. . Project permits a fluted column or spheroid style elevated tank. The column base diameter of each style is different and can vary by manufacture. The diameters shown are common in the industry for this size elevated tank. For the site plan the larger fluted column diameter was used since the larger diameter governs for site layout while the smaller spheroid diameter was used for the floor plan layout on C-2 such that if it fits in the smaller area we know it will fit in the larger area. There are no minimum or maximum diameters specified. It is up to the tank manufacturer to size the column diameter based on their standard design practice and that which will work adequately with foundation requirements.

Since sizes common in the industry for this size tank were used the final approved sizes should be reasonably close. On: Jan 25 2017 Current Request Status: Request Closed

6797941 Equipment Dwg C-2 Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

Dwg C-2 detail 2 shows there being a ladder on the exterior of the Access Tube, as does page 13 of the tank spec.

However, the main tank sketch (detail) 1 does not highlight one. Please confirm this ladder is required.

On: Jan 18 2017.

Government Response. . This ladder was inadvertently left off the main sketch Section 1 but is in the specifications and shown on the more detailed section so it is a part of the contract and should be provided. On: Jan 25 2017 Current Request Status: Request Closed

6797942 General Waterspheroid standard design

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

Current industry standard designs for the Waterspheroid style of tank mandate a pressed "knuckle" at the tank's main bell-to-shaft joint, but one is not spec'd or depicted. Please confirm one is desired.

On: Jan 18 2017.

Government Response. . Not sure what the ' current industry standard design is referring to. If it is AWWA D100 then the specifications do indicate the tank should comply to this standard. On: Jan 25 2017 Current Request Status: Request Closed

6797950 General Tank spec item 2.1.4.3 Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

Page 7 of the tank spec item 2.1.4.3 says "all joints inside the tank must be flanged". Furthermore, page 13 mentions that the overflow pipe is "steel or ductile iron" (and coated inside). The dwgs, however, reference that this pipe (as well as the inlet / outlet lines) is to be welded (not flanged) stainless steel. Which governs, and what thickness do you want (we typically use sch 10 when installing expensive SS).
