Provide telemetry and instrumentation control system to monitor and maintain adequate tank water level. Provide site work and security fencing. Demolish the existing 3,785 kiloliter (1,000,000 gallon) reservoir located off the Installation at a remote location.
1.2. Source Selection: This is a competitive acquisition for the award of a firm-fixed price construction contract. The contract will be awarded to the Offeror whose proposal represents the “Best Value” to the Government. The best value determination will be based on a comparative assessment of proposals against all source selection criteria in the solicitation, considering recommendations and minority opinions presented to the Source Selection Authority (SSA). While the SSA may use reports and analyses prepared by others, the source selection decision shall represent the SSA's independent judgment. To receive consideration for award, a rating of no less than “Acceptable” must be achieved for all non-price factors. The evaluation factors applicable to this procurement appear below:
Factor 1 - Experience in Relevant Projects Factor 2 - Technical Approach Factor 3 - Management Approach Factor 4 - Past Performance Factor 5 - Small Business Participation Plan
Factor 6 - Price
If the Offeror does not provide a Bid Guarantee in accordance with FAR 52.228-1, the Offeror’s proposal will not be considered valid for this solicitation.

It is the intent of the Government to seek proposals from qualified Offerors with experience in the significant features of this solicitation and who can demonstrate a successful performance history in completing relevant projects. For the purposes of this solicitation, the Government will utilize the Trade- Off Process. The successful Offeror will be selected based on the “Best Overall Value to the Government”. The Government will not make an award at a significantly higher price to obtain only slightly superior technical advantages; however, the degree of importance of price as a factor could become greater depending upon the equality of the proposals submitted. Where the technical merits of competing proposals are determined to be substantially equal, price could become the controlling factor.
1.3. Each Offeror is required to submit a proposal consisting of the following volumes:

In addition, the Offeror must discuss the qualifications of the on-site team (e.g., degrees, registrations, number of years of experience, key projects, etc). Resumes are not required, but may be submitted to demonstrate team member qualifications.
2.4. FACTOR 4 - PAST PERFORMANCE QUESTIONNAIRES FOR EXPERIENCE IN RELEVANT
PROJECTS: Formal performance evaluations shall be provided on the projects submitted in response to Section 2.1.1 above. The Offeror must request that their client complete the USACE Past Performance Questionnaire for Relevant Experience (Form PPQ-0) (Attachment B) and submit the questionnaire as part of the Offeror’s technical proposal. The Offeror may provide an explanation if the performance evaluation rating is less than satisfactory. Where applicable, the Offeror must explain facts related to any partial or completely terminated project and disclose any projects with an assessment of liquidated damages for the failure to meet the contractually required completion date. Offerors are encouraged to follow-up with clients/references to ensure timely submittal of questionnaires.
If the Offeror is unable to obtain a completed PPQ from a client for a project(s) before the proposal closing date, the Offeror must complete and submit with the proposal the first page of the PPQ (Attachment B) for projects submitted under the tab for EXPERIENCE IN RELEVANT PROJECTS, which will provide contract and client information for the respective project(s).
Previously completed PPQ-0s may be submitted provided that the documents do not reference any other solicitations. Submitted PPQ-0s must only reference this solicitation. Contractor Assessment Reporting System (CPARS) ratings will not be accepted in lieu of PPQ-0s.
Past performance information may be obtained from any other sources available to the Government, to include, but not limited to, the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), Contractor Assessment Reporting System (CPARS) or other databases using all CAGE/DUNS numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the Offeror’s proposal; interviews with Program Managers, Contracting Officers, and Fee Determining Officials; and the Defense Contract Management Agency. The information obtained from these sources will be evaluated supplementary to the past performance questionnaires. In reference to the contracts pulled from these sources, the relevancy of the projects, completion dates, ratings and comments in the individual categories and overall ratings will be considered in making the overall confidence assessment.
The Offeror also may provide information regarding any awards received for work done on any of the projects described by the Offeror (Copies of awards must be included under this factor for validation.).
Awards, Past Performance Questionnaires, and other past performance information will not be included in the page count for the proposal submission.
In the case of an Offeror without a record of relevant past performance, or for whom information on past performance is not available, the Offeror will not be evaluated favorably or unfavorably on past performance. Therefore, the past performance confidence rating will be considered unknown/neutral confidence.
While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror.
3. VOLUME II - MINIMUM SUBMISSION CRITERIA (Small Business Participation Plan (SBPP), Factor 5):
3.1. Small Business Participation Plan: All Offerors (both large and small businesses) regardless of size status shall address their planned small business usage for this requirement and will be evaluated on the level of proposed participation of U.S. small businesses in the performance of this acquisition (as small business prime offerors or small business subcontractors) relative to the objectives, requirements and goals established herein. The Offeror shall articulate within their SBPP how they intend to meet the small business objectives, requirements and goals. Do not submit a hybrid of a SBPP and a subcontracting plan as the two are different and are not the same. Nothing precludes an offeror from further demonstrating their extent of commitment to use small businesses beyond what has been required by the subject RFP.
Offerors are encouraged to submit proof of receipt of awards, accolades, etc., for their current or past business relationships with small businesses/use of small businesses and to discuss/submit proof of any specific outreach efforts performed in support of this requirement. The submitted material MUST be organized sequentially under applicable tabs and all pages must be numbered to facilitate evaluation.
The Government will evaluate:
a) The extent to which such firms, as defined in FAR Part 19, are specifically identified in proposals;
b) The extent of commitment to use such firms (enforceable commitments will be considered more favorably than non-enforceable ones). Provide documentation regarding enforceable commitments i.e. mentor protégés, joint ventures, subcontracting or partnership letters of commitment(s), etc to utilize any Small Business category, as defined in FAR Part 19, as subcontractors. Documentation validating business relationships described must be submitted. In order to get credit for enforceable commitments, they must be with a Small Business, be specific to the subject requirement and include acknowledgment via signatures from both parties. The SBEB must be able to verify enforceable commitments;
c) Identification of the complexity and variety of the work small firms are to perform;
d) The extent of participation of small business prime Offerors and ‘first tier’ small business subcontractors in terms of the percentage (%) of the value of the total acquisition.
e) The extent to which the Offeror meets or exceeds the goals. These goals are a percentage (%) of the value of the total acquisition. The goals for this procurement are:
Small Business (SB): {25%} of the total contract value Small Disadvantaged Business (SDB): {8%} of the total contract value Women Owned Small Business (WOSB): {8%} of the total contract value Historically Underutilized Business Zone (HUBZone) {1%} of the total contract value Veteran Owned Small Business (VOSB): {5%} of the total contract value Service Disabled Veteran Owned Small Business (SDVOSB): {2%} of the total contract value Historically Black Colleges and Universities & {1%} of the total contract value Minority Institutions (HBCU/MI)*:
NOTE: Example: A participation reflects {6%} of the contract value for WOSB would also count towards the overall Small Business Goal; and percentages for SDVOSB also count towards VOSB. The SBEB must be able to verify that each is based on the value of the total acquisition.
*NOTE: The Historically Black Colleges and Universities & Minority Institutions (HBCU/MI) goal is an aspirational goal.
If the Offeror is unable to meet the full RFP participation goals for any of the remaining socioeconomic categories (e.g. HUBZone, WOSB, etc.), the Offeror must provide an explanation as to why the goal(s) cannot be met.
SMALL BUSINESS PARTICIAPTION PROPOSAL FORMAT: The format below is to be utilized for the Small Business Participation Plan Proposal, but does not preclude offerors from providing additional information that further demonstrates their extent of commitments to small businesses presently and in the past.
(a) Check the applicable size and categories for the PRIME Offeror only -- Check all applicable boxes:
{ } Large Prime { } Historically Black Colleges or Universities and Minority Institutions (HBCU) or { } Small Business Prime; also categorized as a { } Small Disadvantaged Business (SDB) { } Woman Owned Small Business (WOSB) { } Historically Underutilized Zone (HUB Zone) { } Veteran Owned Small Business (VOSB) { } Service Disabled Veteran-Owned Small Business (SDVOSB)
(b) Submit the total combined percentage (%) of work to be performed by both the large and small businesses (include the percentage (%) of work to be performed by both the Prime and Subcontractors):
Example: If Prime proposes a price of $1,000,000 (including all options), and small business(es) will provide $250,000 in services/supplies as a prime or subcontractor, the % planned for small businesses is 25%; and 75% for large business equaling 100%.
Total Percentage planned for Large Business(es) ____________% = $ ____________________
Total Percentage planned for Small Business(es) ____________% = $ ____________________
When combined, Large and Small Business totals must equal 100%.
100% = $ ___________________
(c) Please indicate the total percentage (%) of participation to be performed by each type of subcategory small business. The percentage of work performed by Small Businesses that qualify in multiple small business categories may be counted in each category:
Example: Victory Prop Mgt (WOSB and SDVOSB) performing 2%; and Williams Group (SDB, HUBZone and WOSB) performing 3%. Results equate to: SDB 3%; HUBZone 3%; WOSB 5%;
SDVOSB 2%; VOSB 2%;). SDVOSBs are also VOSBs automatically; however VOSBs are not automatically SDVOSBs.
Note: Use the same total percentage planned and the corresponding dollar amount for the work to be performed by Small Business identified above within the chart below for the Small Business category.

Documentation validating business relationships described must be submitted.
Demonstrating proof of enforceable commitments is to be weighted more heavily than non-enforceable ones. In order to get credit for enforceable commitments, they must be with a Small Business, be specific to the subject requirement and include acknowledgment via signatures from both parties. Duly authorized and fully executed documentation validating the subject business relationships must be submitted.
(f) Utilization of Small Business: Extent of small business subcontracting compliance/business relations –e.g. record of complying with requirements of FAR Clauses 52.219-8 and 52.219-9.
3.2. Subcontracting Plan Requirements for Other than U.S. Small Businesses ONLY: Small
Business Subcontracting Plan is Required (IAW FAR Clause 52.219-9/AFARS Appendix DD) under a separate tab (B) within the SBPP.
4. VOLUME I - EVALUATION CRITERIA (PAST PERFORMANCE AND TECHNICAL
PROPOSAL)
4.1. FACTOR 1 - EXPERIENCE IN RELEVANT PROJECTS: All submissions by Offerors must demonstrate the minimum requirements in sufficient detail to demonstrate experience in relevant projects, as stated in paragraphs 2 and 2.1 above as well as required on Attachment A.
4.2. FACTOR 2 - TECHNICAL APPROACH: The Offeror’s narrative will meet the requirements of this RFP if the narrative is a project specific discussion on the significant features of the work of this RFP that addresses the elements identified in paragraph 2.2 in sufficient detail to demonstrate technical capability.
The narrative must demonstrate a reasonable approach to the contract, an understanding of the requirements of this contract and a plan that will lead to successful completion of all task orders within the contract duration.
An executable schedule shall be available for evaluation under Factor 2. Failure to provide an executable file may result in an “unacceptable” rating for Factor 2.
4.3. FACTOR 3- MANAGEMENT APPROACH: The Offeror’s narrative will meet the requirements of this RFP if the narrative is a project specific discussion that addresses the elements identified in paragraph
2.3 in sufficient detail to demonstrate management capability. The narrative must demonstrate a reasonable approach to the contract, an understanding of the requirements of this contract and a plan that will lead to successful completion of all work within the contract duration.
4.4. FACTOR 4 - PAST PERFORMANCE: All submissions by Offerors must demonstrate the minimum requirements, as stated in paragraph 2.4 above. Validation of Offeror performance may occur through contacting the client POC provided by the Offeror on the first page of the PPQ and various government and commercial resources.
Past Performance evaluations submitted for projects that have met the minimum requirements of Factor 1 will be rated in terms of performance confidence for the Government. That is, projects that are considered to be non-relevant in terms of size, scope or complexity, dollar value, completion within six
(6) years and/or not demonstrating low past performance evaluation ratings will be interpreted as indicators of no confidence that the Offeror can successfully perform the work. More relevant projects and high past performance evaluations will typically be a stronger predictor of future success and have more influence on the past performance confidence assessment than past performance of lesser relevance.
Higher confidence assessments will be given for higher past performance evaluation ratings.
In the case of Offerors for which there is no information on past contract performance or where past contract performance information is not available, the Offeror may not be evaluated favorably or unfavorably on the factor of past contract performance (see FAR 15.305(a)(2)(iv).) In this case, the Offeror’s past performance is unknown and assigned a performance confidence rating of “neutral.”
5. VOLUME II – EVALUATION CRITERIA (SMALL BUSINESS PARTICIPATION PLAN,
FACTOR 5) (required for all offerors): All Offerors (both large and small businesses) regardless of size status to shall address their planned small business usage for this requirement and will be evaluated on the level of proposed participation of U.S. small businesses in the performance of this acquisition (as small business prime offerors or small business subcontractors) relative to the objectives, requirements and goals established herein.
