About this file

This document is a presentation slide deck providing an overview of a water injection dredging (WID) demonstration project at Tuttle Creek Lake, Kansas. The project is authorized under the Flood Control Act of 1938 and funded through the Consolidated Appropriations Act for FY22 and FY23, with additional state funding.

The key details are:

  • The project will test the use of WID technology, which injects water into sediment to fluidize and transport it, in a lake environment for the first time. The goal is to answer questions, not achieve a specific dredging target.
  • Dredging will occur in two primary areas within 11 miles of the dam, with the secondary area extending 4-11 miles to test the distance of the turbidity current.
  • The contract will be a Construction - Request for Proposal (RFP) with multiple optional CLINs for dredging in Spring, Summer, and Fall of 2025, as well as additional optional dredging days and a 2026 dredging option.
  • Contractors must provide the dredge and all supporting equipment and facilities, with access to a USACE-owned boat ramp and potential staging area.

AGENDA

Authorization: Flood Control Act of 1938

Funding: Consolidated Appropriations Act FY22 and FY23 Operations and Maintenance – Water Supply (WS) and State of Kansas contributed funds

Collaborator: State of Kansas - Kansas Water Office

Project Manager: Laura Totten (USACE)

Technical Lead: Dr. John Shelley (USACE)

PROJECT OVERVIEW

5CUI

TUTTLE CREEK RESERVOIR

MULTIPURPOSE POOL SEDIMENTATION

• 49% full of sediment (multipurpose pool)

• 3,794 ac-ft / year (6.1 M CY / year) sedimentation

(multipurpose pool)

• On par with original projections

• Future without action: near total loss of multipurpose pool

WATER INJECTION DREDGING

WID is an innovative type of dredging where the dredger injects a large volume of water at low pressure into the sediment layer to fluidize the layer and transport it to deeper water by gravity.

WID at the Port of North Carolina

• WID has been used in ports, harbors, and channels

• This project will be the first time WID is used in a lake

TUTTLE CREEK RESERVOIR

WATER INJECTION DREDGING DEMONSTRATION

Test of the technology– not a “typical” dredging project

• Goal: Answer questions

• Not: Dredge to a certain elevation or volume

8CUI

The project is located at Tuttle Creek Lake, north-west of Manhattan, KS (Figure A.1)

DREDGING AREAS

3.1.9 Dredging Area

The Water Injection Dredge (WID) will operate within 11 miles from the dam as shown in Appendix A. Most dredging will occur in the primary dredging area, within 4 miles from the dam. In this area both the submerged floodplain and submerged channel will be dredged.

The secondary dredging area consists of the submerged channel from 4 to 11 miles from the dam.

This area will be dredged in order to test the distance the turbidity current can travel.

ALTERNATIVE MOORING AREA

12CUI

Trees and other submerged debris may be present. Figure C.1 indicated the locations of timber stands, digitized from pre-impoundment aerial photography. Whether this timber was left in place prior to lake filling is not known.

USACE will provide a multibeam survey of the reservoir bottom prior to the start of dredging.

During dredging, the Contractor will collect multibeam and/or other data to ascertain and avoid submerged debris. Any delays due to submerged debris are not credible towards the active dredging hours. The shapefile digitized from the historic pre-impoundment aerial photography will be provided at Contract Award.

DEBRIS

Type of Contract: Construction – Request for Proposal (RFP)

• CLIN 0001: WID Demonstration 2025 - Spring o Dredge design, construction and all other activities necessary to provide 100 hours of active dredging during Spring 2025. Includes all costs related to dredge assembly, mobilization, dredging operation for a five-day period in the Spring, and demobilization. Period of performance: Award through 31 May 2025.

• CLIN 0002 (Option): WID Demonstration 2025 - Summer o Dredge storage and all other activities to provide 100 hours of active dredging during Summer

2025. Includes all costs related to 5 additional total dredging days in Summer 2025. CLIN 0002 may be exercised without exercising CLINs 0003, 0004, & 0005. Option will be exercised at time of award or within 60 days ADC. Period of performance: 1 June through 31 August 2025.

• CLIN 0003 (option): WID Demonstration 2025 - Fall o Dredge storage and all other activities to provide 100 hours of active dredging during Fall 2025.

Other Specifications

• The Contractor shall supply, assemble, operate, and maintain the dredge and all supporting equipment to complete the dredging according to the RFP at Tuttle Creek Lake, KS.

• Contractor must construct any facilities needed for dredge assembly, maintenance, fueling and operations and any waiting periods in-between seasons. No dock or harbor facilities are available. Other locations may be available with prior Contracting Officer approval.

• USACE owns and operates a boat ramp and parking lot in Tuttle Cove (approximately 2.5 miles from the dam) which will be available to the Contractor. This site has access to the lake and is situated near the principle dredging area, as shown in Appendix B Figure 1. An existing rock ledge runs along the south side of Tuttle Cove which could provide a potential staging area from which to work with access to the water.

• Staging area is within the flood control pool.
