Amendment #2- Questions/Answers
1) I did not see a Standard Form 1442 or any other proposal forms with the solicitation. Will you be sending out a bid form?
Because this is a combined synopsis, an SF 1442 will not be part of the solicitation.
2) Also is a bid bond and/or performance/payment bonds required?
Due to this being solicited as a service contract, bonds are not required.
3) The solicitation states that offerors should hold their pricing for 120 days from bid date, which would be until July 29, 2020. If the Government takes the full 120 days to award a contract, will the awarded contractor be given a 90-day period to complete the work starting from the day the contract is awarded, or will the POP remain June 1 to September 1, 2020 and its overall duration be shortened?
The period of performance will be no less than 90 days.
4) Where will the laydown area be?
Adjacent to the spillway on the west side of the bridge.
5) Can we receive information drawings of the drum assembly, including bull gear, pinion and pedestal?
Yes, see solicitation amendment.
6) Can we receive information drawings of the spillway gate cable connectors?
Yes, see solicitation amendment.
7) Contract Drawing RD002 indicates that the parallel boxes be adjusted, but not the bull gear/drum combo. From our experience, if adjustments are made on the parallel box, you would also have to re-adjust the pinion bull gear and drum assembly to match. Is this the Government’s intent?
No. The Government believes the RPM is low enough in those components that misalignment will be negligible. Additionally, the bearings are Babbitt type and will further mitigate misalignment.
Open to proposals for alternate alignment plans.
8) We are a new entity with experienced personnel. In order to demonstrate our technical qualifications, is it acceptable to the Government for a new entity to submit projects completed by its key personnel while employed with a past employer? The key personnel from the past projects will be the same key personnel slated to complete this project.
The Government is willing to look at the experience of key personnel from past employers. Keep in mind, the information on projects used for experience purposes should be available for public knowledge so the Government can verify the information given. If prior companies have a proprietary hold on that information, those projects cannot be used.
9) Will other contractors be there during the period of performance?
No.
10) If we have to remove paint for any of the work on this contract, has it been tested for lead? If the paint has lead, how will this issue be handled?
There should be no lead paint present, but if there is, it would be in the form of bright orange paint.
If lead paint is discovered, refer to paragraph 3.1.3 Unforeseen Hazardous Material, in the solicitation.
11) There appears to be a number of submittals in the submittal register that are non-applicable to this project. What submittals were possibly mistakenly included?
Submittals that are not applicable to your means and methods to accomplish the PWS can be cleared from the submittal register with approval of the COR post award.
12) A number of the highlighted submittals in the register, mostly in section 015719, do not have a corresponding paragraph section in the specification either. Example: in the register under 015719 Preconstruction Survey it states paragraph 1.6.1, but there is not a 1.6.1 paragraph under specification section 015719 to reference. Please advise.
The submittal register in the solicitation is an example (see paragraph 1.8 in section 01 33 00).
13) It states the SSHO and the QC manager must be employed by the Prime Contractor. In prior Army
Corps projects, we have had to hire a third-party company to provide these people for us. Is this acceptable? The third party is directly contracted to us, the Prime, in these instances.
The SSHO and QC may be employed by a third party.
