Amendment #1- Questions/Answers

1) Can the SSHO have other duties, specification 01 35 26 (1.6.1.1.1)?

Yes

2) Can the CQC System Manager have other duties, specification 01 45 00.00 10 (3.4.2)?

Yes

3) Will there be an organized site visit? If not, who shall we contact to set one up?

A Site Visit has been added to the solicitation. See Solicitation Amendment 1 for site visit information.

4) What “special tools” are used to engage/disengage the cut-out couplings in the existing condition?

Reference the Performance of Work Statement, paragraphs Motor Couplings and Cut-Out Couplings, where it is stated that complete disassembly and special tools are sometimes required.

Any reference to “special tools” in the Performance Work Statement has been taken out. If a special tool would be needed, the type of tool would be listed.

5) The Project Description paragraph in the Performance Work Statement says that there are 19 cut-out couplings that will need to be fixed to engage/disengage without special tools. Please confirm that there are actually 36 cut-out couplings, one on each end pier and two at each intermediate pier as shown on As-Built Drawing Sheet No. 47 (O&M M Plate No 171-A).

There are 19 motor couplings (‘cut out type’ 2.1.1.1) and 36 cut out couplings (2.1.1.5) for a total of 55.

6) Can a picture from directly above the motor and motor coupling (including the connection to both the motor and the reducer) be provided?

Picture has been provided in Contracting Opportunities.

7) Are slotted shims approved for use for alignment of machinery?

Yes.

8) Can the period of performance be extended or moved such that the completion date is December 31, 2020?

At this time, the Government believes that the period of performance established in the solicitation is reasonable for the work required. The time of year and length of the period of performance was agreed upon due to a variety of reasons. If, during the project, it has become necessary to extend the period of performance due to unforeseen events, it can be extended.

9) How is this job supposed to be paid? There is only one CLIN listed in the “delivery information” section of the solicitation, and there is no quantity or description of work with it.

Payments will be made based on percentage complete. The Contractor will be responsible for submitting a schedule that breaks out definable features of work for the project, on a monthly basis, and the completed definable features of work may be billed for in full or as a partial percentage.

10) If that is the pay item for the job, how is mobilization to be paid? We cannot find the paragraph

PAYMENT FOR MOBILIZATION AND DEMOBILZATION as described in Section 01 22 00.00 10 Paragraph 1.2.1.1.

Per Clause 52.204-22, offerors are encouraged to suggest alternative line items if it is more advantageous to the Government and the offeror.

11) How long should bidders expect to hold their price?

Proposals should be good for up to 120 days. This has been updated in the Combined Synopsis.
