WORK COVERED BY CONTRACT DOCUMENTS
Project Description
The work includes mechanical alignment of the spillway Tainter gate drive shafts and incidental related Tainter gate work. The spillway section of Tuttle Creek consists of 18 Tainter Gates that are driven by 19 individual 2 HP motors (18 primary, 1 auxiliary). Each section of Tainter Gates has 6 coupled drive shafts and 6 pillow block bearings plus 2 couplings on the auxiliary motor side (218 total) that require adjustment within specified tolerances by shimming the associated components. The Tainter Gate drive shaft has a unique feature that allows operation of a Gate with the motor from an adjacent gate by use of special “cut-out” type couplings in the drive shafts. Work will include insuring that all 19 motor couplings (18 primary, 1 auxiliary) and all 19 cut-out couplings (18 primary, 1 auxiliary) engage without special tools.
Location
The work is located at Tuttle Creek Lake in Pottawatomie, KS. See IM008 for location map.
CONTRACT DRAWINGS
The drawings are included in Appendix A of this specification. They are included for information only (FIO).
EXISTING WORK
The Contractor shall protect from damage all existing improvements and utilities (1) at or near the work site, and (2) on adjacent property of a third party, the locations of which are made known to or should be known by the Contractor. At the completion of operations, existing work must be in a condition equal to or better than that which existed before new work started.
The Contractor shall repair any damage to those facilities, including those that are the property of a third party, resulting from failure to comply with the requirements of this contract or failure to exercise reasonable care in performing the work. If the Contractor fails or refuses to repair the damage promptly, the Contracting Officer may have the necessary work performed and charge the cost to the Contractor.

SPECIAL PROJECT INFORMATION
Water Management
The spillway Tainter gates are typically in a "dry" condition with no water on the radial portion of the system. The Contractor shall provide notice to the Contracting Officer's Representative (COR) and shall not operate the Tainter gates if pool elevations would result in a water release during gates movements.
The Government will notify the Contractor in the unlikely event that water levels rise to a level that all work will need to be postponed and all gates immediately returned to service. For this reason, the Contractor shall not take more than two (2) gates systems out of service during the work on this contract at a single time. The Contractor shall be able to return all gates to functional service within a 48 hour notice by the Government.
Hazardous Energy Control
All Tainter gates shall be returned to the fully closed position and all controls and motors shall be de-energized upon the completion of each work day.
Fall Protection
The area where work is to be performed is on an elevated platform approximately 30-ft. above the concrete weir.
Access to some of the shaft components may require leaning over or exiting the catwalk. The Contractor shall mitigate any risk of worker injury in accordance with EM-385-1 Sect. 21, Fall Protection.
Coordination of Government Operating Equipment
The Contractor is authorized to operate the Tainter gate motors and controls. The Government will provide specialized training after contract award. The Contractor's employees shall not open, close, or tamper with switch valves, or control devices for existing installed equipment not specifically outlined in this scope.
Catwalk Access
The Tainter gates are accessed through a standard stair pathway and doors. All equipment used by the Contractor must be able to be carried through the doors and stairways to the work area. The Contractor shall insure that all doors are secured at the end of each work day.
Staging
An unsecured staging area will be provided by the Government for the Contractor as shown in Appendix B. The Contractor is permitted to store some items on the catwalk. Items left on the catwalk shall not impede safe access to the Tainter gates or create trip hazards. The Government reserves the right to request items be removed from the catwalk if they believe it would cause a dam or personnel safety related issue. Items left in the catwalk have potential to become damaged if when exposed to weather. The Government is not responsible for damage or theft to tools left on the catwalk or equipment left in the staging area. See IM009 for map of location.
TECHNICAL PROJECT REQUIREMENTS
The following technical requirements apply to all aspects of the contract.
Security
The Contractor is responsible for the security of all materials that have been procured as part of this project. Any damaged, lost, or stolen items, including those on site, shall be replaced at the Contractors expense.

Some components may require rigging and/or lifting in order to properly perform shimming and alignment of the drive shafts. The contractor shall submit to any lifting plans prior to performing work.
Tainter Gates Out of Service
The Contractor shall limit the number of Tainter gates currently being worked on to two (2). The remaining sixteen
(16) gates shall remain fully operational at all times.
PART 2 PRODUCTS
SHAFT ALIGNMENT
Shaft Alignment Specifications
The Contractor shall use no more than five (5) shims per foot to achieve the desired alignment tolerances with preference given to thicker shims to use the minimum amount necessary.
Motor Couplings
The coupling referenced as MK B-18 (19 total) on RD003 rotate at approximately 1800 RPM. The Contractor shall shim the Motor MK-3 and the Reducer MK B-5 to achieve the following maximum misalignment tolerances:
Angular Misalignment (Mils per inch):
0.5/1 in.
Offset Misalignment (Mils):
2.0
Reference RD002 for typical layout of components.
The Motor Couplings are "cut-out" type couplings that allow for the Tainter gates to be driven by the adjacent motor in the event of the primary motor failing. A set screw allows the coupling to "slip" and either disengage or engage the associated shafts. Currently, some of the Motor Couplings require complete disassembly and special tools in order to engage the shaft due to misalignment issues. The Contractor shall ensure that all Motor Couplings engage and disengage their associated shafts without disassembly while ensuring that the above referenced tolerances are achieved.
Break Shaft Couplings
The couplings referenced as MK B-14 (1 total) on RD003 for each of the eighteen (18) Tainter gate sections, rotate at approximately 300 RPM. The Contractor shall shim the components referenced as MK B-2, MK B-6, and MK B- 16 (3 total per section) to achieve the following maximum misalignment tolerances:
Angular Misalignment (Mils per inch):
2.0/1 in.
Offset Misalignment (Mils):
10.0
Reference RD002 for typical layout of components.
Floating Couplings
The couplings referenced as MK B-13 (2 total) on RD003 for each of the eighteen (18) Tainter gate sections rotate at approximately 300 RPM. The Contractor shall shim the components referenced as MK B-1, MK B-6, MK B-15, and MK B-16 (4 total per section) as well as adjust the Bearing Hanger Assemblies referenced as MK B-19 (3 total per section) to achieve the following maximum misalignment tolerances:
Angular Misalignment (Mils per inch):
2.0/1 in
Offset Misalignment (Mils):
10.0
Reference RD002 for typical layout of components.
Rigid Couplings
The couplings referenced as MK B-12 (1 total) on RD003 for each of the eighteen (18) Tainter gate sections rotate at approximately 300 RPM. The Contractor shall adjust the Bearing Hanger Assemblies on either side of the coupling referenced as MK B-19 (2 total per section) to achieve the following maximum misalignment tolerances:
Angular Misalignment (Mils per inch):
2.0/1 in.
Offset Misalignment (Mils):
10.0
Reference RD002 for typical layout of components.
Cut-Out Couplings
The couplings referenced as MK B-11 (1 total) on RD003 for each of the eighteen (18) Tainter gate sections, plus MK B-11 on the auxiliary motor, rotate at approximately 300 RPM. The Contractor shall shim the components referenced as MK B-2 and MK B-5 (2 total per section), plus MK B-1 and MK B-5 on the auxiliary motor assembly, to achieve the following maximum misalignment tolerances:
Angular Misalignment (Mils per inch):
2.0/1 in.
Offset Misalignment (Mils):
10.0
Reference RD002 for typical layout of components.
The Cut-Out Couplings allow for the Tainter gates to be driven by the adjacent motor in the event of the primary motor failing. A set screw allows the coupling to "slip" and either disengage or engage the associated shafts.
Currently, some of the Cut-Out Couplings require complete disassembly and special tools in order to engage the shaft due to misalignment issues. The Contractor shall ensure that all Cut-Out Couplings engage and disengage their associated shafts without disassembly while ensuring that the above referenced tolerances are achieved.
Additional Components
The following components as highlighted in Red on RD002 are not to be shimmed, adjusted, or in any way altered from their current position by the Contractor: MK C-1, MK C-2, MK C-3, and MK B-7.
Any components not explicitly outlined in these specifications that the Contractor deems necessary to adjust or shim to fulfill the performance requirements will require approval by the Government.
SHIMS
All shims used for alignment shall be new and free of any manufacturing defects. All existing shims from components that require adjustment shall be removed from service and replaced with new. Shims shall be 18-8 Stainless Steel with a minimum Rockwell Hardness of B70 or equivalent with Government approval. Shims less than or equal to 0.010" shall have a tolerance of +/- 0.0005". Shims greater than 0.010" shall have a maximum tolerance of +/- 0.004". Shims shall be appropriately sized for the associated bolt with the shim slot not to exceed the hold down fastener by more than 0.125" while allowing for 1/4" back-off once in place. Shims should provide at least 75% contact between each machined foot and its point of contact on a baseplate, frame, or soleplate.
FASTENERS
All fasteners removed during work shall be thoroughly cleaned prior to reassembly. Any fasteners damaged during disassembly or otherwise unfit for reassembly shall be replaced with equivalent at the Contractor's expense.

(a) Definitions. As used in this clause--
Covered contractor information system means an information system that is owned or operated by a contractor that processes, stores, or transmits Federal contract information.
Federal contract information means information, not intended for public release, that is provided by or generated for the Government under a contract to develop or deliver a product or service to the Government, but not including information provided by the Government to the public (such as on public Web sites) or simple transactional information, such as necessary to process payments.
Information means any communication or representation of knowledge such as facts, data, or opinions, in any medium or form, including textual, numerical, graphic, cartographic, narrative, or audiovisual (Committee on National Security Systems Instruction (CNSSI) 4009).
Information system means a discrete set of information resources organized for the collection, processing, maintenance, use, sharing, dissemination, or disposition of information (44 U.S.C. 3502).
Safeguarding means measures or controls that are prescribed to protect information systems.
(b) Safeguarding requirements and procedures.
(1) The Contractor shall apply the following basic safeguarding requirements and procedures to protect covered contractor information systems. Requirements and procedures for basic safeguarding of covered contractor information systems shall include, at a minimum, the following security controls:
(i) Limit information system access to authorized users, processes acting on behalf of authorized users, or devices (including other information systems).
(ii) Limit information system access to the types of transactions and functions that authorized users are permitted to execute.
(iii) Verify and control/limit connections to and use of external information systems.
(iv) Control information posted or processed on publicly accessible information systems.
(v) Identify information system users, processes acting on behalf of users, or devices.
(vi) Authenticate (or verify) the identities of those users, processes, or devices, as a prerequisite to allowing access to organizational information systems.
(vii) Sanitize or destroy information system media containing Federal Contract Information before disposal or release for reuse.
(viii) Limit physical access to organizational information systems, equipment, and the respective operating environments to authorized individuals.
(ix) Escort visitors and monitor visitor activity; maintain audit logs of physical access; and control and manage physical access devices.
(x) Monitor, control, and protect organizational communications (i.e., information transmitted or received by organizational information systems) at the external boundaries and key internal boundaries of the information systems.
(xi) Implement subnetworks for publicly accessible system components that are physically or logically separated from internal networks.
(xii) Identify, report, and correct information and information system flaws in a timely manner.
(xiii) Provide protection from malicious code at appropriate locations within organizational information systems.
(xiv) Update malicious code protection mechanisms when new releases are available.
(xv) Perform periodic scans of the information system and real-time scans of files from external sources as files are downloaded, opened, or executed.
(2) Other requirements. This clause does not relieve the Contractor of any other specific safeguarding requirements specified by Federal agencies and departments relating to covered contractor information systems generally or other Federal safeguarding requirements for controlled unclassified information (CUI) as established by Executive Order 13556.
(c) Subcontracts. The Contractor shall include the substance of this clause, including this paragraph (c), in subcontracts under this contract (including subcontracts for the acquisition of commercial items, other than commercially available off-the-shelf items), in which the subcontractor may have Federal contract information residing in or transiting through its information system.
(End of clause)
52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
1) Technical: The Contractor shall provide a minimum of three (3) projects completed within the last ten (10) years, or two (2) projects completed in the last ten (10) years and one (1) project that is currently substantially complete, that were self-performed as a prime or sub-contractor, that demonstrate competency with aligning power transmitting drive shafts.
2) Price
Technical is approximately equal to price.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
