Questions and Answers #1

1) Can a contractor subcontract to a contractor that is licensed?

A contractor can subcontract to a licensed remover/UST professional, but the licensed UST professional and groundwater professional are required to be on site at all times until all removals are completed and all samples are retrieved per Iowa regulations. There are lists for both Licensed UST Professionals and Groundwater Professionals on the IDNR website: https://www.iowadnr.gov/Environmental-Protection/Land- Quality/Underground-Storage-Tanks

2) Is there a set quantity of samples required?

Using the UST Closure Guidance provided by the IDNR website (https://www.iowadnr.gov/Environmental- Protection/Land-Quality/Underground-Storage-Tanks/UST-Owners-Operators/Tank-Closure-Information), it has been estimated that at a minimum, 5 samples are required if there is no contamination (one sample below each tank, one below the product piping, and one sample below each dispenser). If there is contamination, more guidance will be sought by the licensed professional onsite.

3) How big will the samples be?

According to the UST Closure Guidance Handbook, “Samples must be discreet samples, that is, representative of the conditions at one location, such as in line with a spill bucket beneath a tank, and not composite samples.”

(page 32). The handbook also explains what equipment can be used to collect the samples. Please contact a Certified Groundwater Professional from the list provided on the website provided above in Question #1. They would know best.

4) If the samples are more than what was estimated, will it become a change order?

Please refer to clause 52.263-2 DIFFERING SITE CONDITIONS (APR 1984) on page 33 of the solicitation.

5) Will an as-built survey of the site be needed to verify/document the post removal site surface topography and that it was returned to the existing grade?

No.

6) How much fuel is in the tanks?

124 gallons of diesel and 116 gallons of gas as of 4/4/19.

7) Will the contractor be responsible for the loading and transfer of fill?

Yes.

8) Instead of placing the contaminated soil in 55 gallon drums, can we haul it in covered trucks to the approved land fill near Harvey, Iowa?

Yes.
