1.0 INTRODUCTION

1.1 PURPOSE

This document is an Explosive Safety Submission (ESS) for the Explosives Decontamination of Industrial Sewers, Slabs and Select Foundation Footing Walls at Sunflower Army Ammunition Plant (SFAAP), De Soto, KS. This ESS replaces the original ESS with subsequent Amendments that was approved by the Department of Defense Explosive Safety Board (DDESB) on 23 June 2000.

This ESS is being submitted in order to outline the Munitions and Explosives of Concern (MEC) response procedures for:

1. removal of explosively contaminated sewers;

2. removal of all remaining FR1 foundation slabs, and removal of select FR1 foundation footing walls and above grade walls.

3. disassemble and inspection of Account 303 – Cannon Range Tunnels

For the purpose of this document, a “foundation” contains the following elements: slab, footing walls, aboveground walls. Designations for demolition/remediation consist of two categories for foundations - No Foundation Restriction (NFR), and Foundation Restriction #1 (FR1). For the purpose of this document, a “MEC sewer” is an explosively contaminated sewer. The MEC sewers are defined in a series of spreadsheets, and marked (shaded pink for sewers outside foundations and shaded red for inside foundations) on cropped as-built drawings. Under this ESS, changes have been made to the classification of foundations. The justification for this decision is based on numerous foundation removals and sampling conducted at this site. The foundation classifications are found in Appendix A, Table 1.

The SFAAP Army staff reviewed all relevant as-built drawings of sewers; identifying all remaining potentially explosively contaminated sewers to be remediated. The SFAAP total remaining MEC sewer summary table and remaining MEC sewer summaries by area (outside foundations) is in Appendix A, Table 3; the MEC sewer inside of foundations is in Appendix A, Table 4.

Sewers:

The remaining explosively-contaminated sewer piping to be removed at SFAAP is located above and below grade plant wide. For general site map with sewer locations outside foundations, see Appendix B, Figure 1.

This ESS has been generated in accordance with (IAW) Department of Defense Explosive Safety Board (DDESB) guidelines and Department of Defense Manual (DoDM) 6055.09-M, the DoD Ammunition and Explosives Safety Standards. All mention to DoDM 6055.09-M in this ESS refers to the 29 February 2008 version of the document (Administratively reissued, 4 August 2010).

2.0 REASON FOR MUNITIONS AND EXPLOSIVES OF CONCERN

Sunflower AAP consists of approximately 9,065 acres. Throughout its history, the mission of Sunflower AAP was the production of smokeless powder and other propellants. Propellant products manufactured at Sunflower AAP were based on the formulations containing from one to three base explosives; Nitrocellulose (NC), Nitroglycerine (NG), and Nitroguanidine (NQ). The NC and NG needed for propellant production were manufactured at Sunflower AAP from 1943 to 1971. The NQ needed for propellant production was manufactured at Sunflower AAP from 1988 to 1992. The above mentioned explosives (munitions constituents) are the Munitions and Explosives of Concern that will be addressed in this ESS.

Final – Version 3 Page 2

Sunflower Army Ammunition Plant was a propellant manufacturing facility previously producing solvent and solvent free single-base, double-base, and triple-base propellants; rocket grains, nitrocellulose, nitroglycerine, and nitroguanidine. As such, much of the facility contained chemical process equipment. Industrial/storm sewers and acid sewers were used to transfer explosively laden water/acids to settling basins or to chemical re-concentration equipment.

3.0 MAXIMUM CREDIBLE EVENT (MCE)

The Minimum Separation Distances for each explosives operation is delineated in Table 11-1.

3.1 MCE RATIONALE

The removal of 798 FR1 foundation slabs revealed the presence of formulated propellant in the form of paste, chips, and small grains. The propellant was single, double, and triple base, and was found in amounts no larger than one pound. The previous removal of 53,315 linear feet of explosive sewer revealed the presence of formulated propellant in the form of paste, chips, and pieces of sheets and grains.

4.0 START DATE

The anticipated start date is June of 2012.

5.0 CLEARANCE TECHNIQUES/METHODOLOGY

5.1 SEWER REMOVAL AND DECONTAMINATION

A preliminary below grade sewer investigation study was executed and published (Characterization of Explosively Contaminated Sewer Lines at SFAAP, MKM Engineers, August 2001). This study reviewed facility as-built drawings validating sewer lengths, depths, materials, sizes and locations. The study also performed limited analytical testing of residues inside suspect lines and manholes. Between April and October 2011 the SFAAP Army staff conducted a thorough review of as-built drawings for explosives contaminated sewers and revised and added to the MKM explosive sewer tables. The sewer lines at SFAAP consist of vitrified clay piping (VCP), metal piping, and concrete piping, and are found primarily below grade. The process will include sewer/piping exposure, sewer disassembly and removal, thermal decontamination, confirmation testing of soil in the trench for explosives, in-situ soil decontamination to less than 10% explosives by weight, and the back-filling of the remaining trenched area (after confirmation testing).

5.1.1 Preparation and Removal

Sections of underground piping will be exposed in lengths up to 200 feet by utilizing a hardened track excavator to remove the soil overburden. The track excavator will be hardened against fragmentation hazards through the use of 3” Plexiglas shielding, Lexan shielding, or equivalent being mounted over all exposed window surfaces. Operators will not impact suspect energetic soils with excavation equipment. After the piping is exposed, the Unexploded Ordnance (UXO) personnel will inspect the piping.

All non-essential personnel will be evacuated outside the determined MSD, and any public roads within the QD arc limit will be blocked and monitored. Once the charges have been primed, the demolition personnel will also evacuate the site to the QD arc. When it is determined that the site is clear, the SUXOS will give the order to initiate the charges. After the shape charge initiation, the demolition team leader and one other UXO technician will inspect the shot locations prior to personnel returning to the excavation site.

Final – Version 3 Page 3

5.1.2 Thermal Decontamination of Sewers

Temporary Burn Pads will be used for thermal decontamination of the sewers. The foundations to be used as Temporary Burn Pads are listed in the Appendix A, Table 5. See the site map in Appendix B, Figure 3 for locations of foundations to be used as Temporary Burn Pads.

5.1.3 Soils Testing

Following the removal of the below grade piping, the trench bottom will be inspected for stained soils or bulk explosives. Potentially explosive contaminated soil will be tested for explosives concentrations., Any bulk explosives found outside the piping that are similar in physical characteristic to that which is found inside the pipe will be removed and taken to a designated Temporary Burn Pad for thermal decontamination.

5.1.4 Decontamination of Explosive Soils in Excavation Trench

If the abovementioned soil testing identifies an explosive contamination level at or above 10% by weight, the explosive soil will be decontaminated by blending with surrounding soil to below 10% by weight and disposed of at an approved landfill. The explosive soil decontamination within the trench will involve the explosives contaminated soils to be processed in situ by wetting the soil with water and cautiously blending it with surrounding soil until a concentration of less than 10% explosives is attained. The resulting soil (below 10% explosives by weight) will be disposed of offsite at an approved landfill.

5.2 FOUNDATION REMOVAL OPERATIONS

The foundations of the structures previously demolished by thermal decontamination were explosives and propellant production or storage facilities. Nitrocellulose, Nitroglycerin, Nitroguanidine, or propellant were manufactured or processed in these buildings. Under the original ESS and Amendments thereto, approximately 1,601 of the aboveground structures were thermally decomposed (burned down) at SFAAP between 1995 and 2008. Removal of 798 FR1 foundations was completed from 2006 to 2010. However, 649 FR1 foundations still remain and will require inspection, removal and soil screening. These foundations are listed in the Remaining FR1 Foundations List in Appendix A, Table 2. See the site map in Appendix B, Figure 2 for locations of foundations to be addressed.

5.2.1 Foundation Slab Removal

Site workers will be educated/trained to recognize the raw explosives and propellants that could be encountered during this process. Visual inspection for explosives will be required in cracks, drains, troughs, appendages or along/under foundation edges.

In the event that significant quantities of explosives are discovered during the visual inspection of the foundation, and if deemed necessary by the SUXOS and UXO Safety Officer (UXOSO), removal of the foundation will be performed utilizing remote control equipment. The contractor shall use a remote-controlled modified excavator to break up and remove wetted down foundations and suspect explosives.

Foundations without significant quantities of explosives described above will be removed by conventional methods utilizing a manned, hardened excavator that will also be utilized for the removal of concrete debris and excavation of soil. Foundation removal activities will not be conducted until all non-essential personnel have cleared the withdrawal distance, i.e. MSD.

Concrete debris will be screened for the presence of explosives. If no explosives are found, the debris may be used as backfill material or recycled onsite or offsite. The debris may also be disposed of offsite. If the presence of explosives is found on the concrete debris, the debris will undergo thermal decontamination in-situ, be tested again, recycled onsite, or disposed of offsite.

Final – Version 3 Page 4

5.2.2 Sump Removal

To facilitate demolition and removal of collection sumps (to include NG sumps), water/sludge contained in them will be removed, characterized and disposed of accordingly. Empty sumps will be thermally treated (burned utilizing dunnage and fuel) in order to decontaminate the potential explosive hazards. The actual method will be determined by the SUXOS based upon existing field conditions (presence of sump liners etc.) and level of contamination.

Once burned/flashed, the sump will be removed and debris will be screened for the presence of explosives. If no explosives are found, the debris may be used as backfill material or recycled onsite or offsite. The debris may also be disposed of offsite. If the presence of explosives is found, the debris will undergo TD in-situ, be tested again and certified as Material Documented as Safe, after a 100% inspection and an independent 100% reinspection, prior to release to the public.

5.2.3 Sub-Foundation Soil Sampling

Soil screening to verify the presence or absence of explosive soils will be conducted after the concrete slabs have been removed. Any visible bulk explosives beneath the slabs may be removed and taken to a designated Temporary Burn Pad for thermal decontamination. Laboratory testing will be used to screen the soils for explosives.

5.2.4 Decontamination of Explosive Soils Underneath Slabs

If the abovementioned soil testing identifies an explosive contamination level at or above 10% by weight, the explosive soil will be handled the same as explosive soil underneath explosive sewers (see section 5.1.4)

5.3 CERTIFICATION AND DISPOSAL OF PROJECT DERIVED WASTE

The contractor SUXOS will issue a certification indicating that the scrap metal has been successfully decontaminated, and certified as Material Documented as Safe, after a 100% inspection and an independent 100% reinspection, prior to release to the public. The contractor will recycle scrap metal to an offsite smelter facility.

Foundation debris, concrete pipe, and VCP that has been thermally decomposed will be either recycled (onsite or offsite) or disposed of offsite at an approved facility. The burn ash will be collected and screened for explosives and chemical constituents as required by the disposal facility. Based on the test results, disposal of the burn ash will be accomplished at an approved offsite landfill. Hauling and disposal shall be performed in accordance with interstate statutes.

6.0 ALTERNATE TECHNIQUES

With the exception of the limited D&I of MPPEH sewer connections and unknown MPPEH sewers discovered during MEC sewer removal operations, thermal decontamination of explosively suspect materials, D&I of Account 303, desensitization of explosive soils, and other demolition operations discussed in this ESS, no alternate techniques are planned to desensitize MEC found at SFAAP.

7.0 TECHNICAL SUPPORT

In the event that Explosives Ordnance Division (EOD) support is necessary, the Army will contact the 20th

SUPCOM (CBRNE) EOC, (410) 436-6200.

Final – Version 3 Page 5

8.0 LAND USE RESTRICTIONS

As of 5 August 2005, the DA transferred all of SFAAP to Sunflower Redevelopment LLC (SRL), prior to the completion of explosive decontamination.

The land transfer was complemented by deed restrictions to ensure that explosive decontamination is effectively accomplished. The Land Use Restriction in place for explosive hazards is that the land cannot be developed, and intrusive activities are banned on tracts designated as containing explosive hazards. The only land use allowed while the Land Use Restriction is in place is for agricultural purposes.

8.1 ANTICIPATED USE OF REAL PROPERTY

Property reuse on SFAAP is residential, parks, and commercial/industrial. Adjacent properties are utilized the same (Johnson County Rural Comprehensive Plan, Resolution No. 079-98, July 23, 1998). Appendix C contains the Johnson County Reuse Plan Map for SFAAP.

9.0 PUBLIC INVOLVEMENT

The public involvement process required for this project is already in place with the SFAAP Restoration Advisory Board.

Appendix B, Figure 4

10.2 GENERAL SITE MAPS

Appendix B, Figures 1 through 3 as follows:

• Figure 1 shows the Munitions Response Sites (MRS) for the remaining explosive sewer removal and corresponding QD arcs.

11.0 MINIMUM SEPARATION DISTANCE (MSD)

Application of MSD and QD arcs for sewer line and foundation removal, and thermal decontamination of sewer pipe is different than that applied for traditional MEC removal operations involving fragmenting ordnance. While the NEW for the ten MCE tasks discussed in paragraph 4.1 are not precisely known for each sewer or foundation, it is anticipated only small amounts of explosives remain within any sewer or foundation since the production facilities were previously examined and decontaminated by approved procedures (former 3X condition). The QD arcs can be found in Appendix B, Figures 1 to 3 & Table 11-1.

Final – Version 3 Page 6

11.1 EXCAVATION AND MOVING OF SEWER PIPES MSD

The MCE for unintentional detonation of accumulated explosives inside non-wet NC explosive sewers when they are being excavated and moved to the Temporary Burn Pads, and in situ thermal decontamination of bulk explosives is 100 pounds based upon past operations conducted at SFAAP. For unintentional detonations, the DoDM 6055.09M-V3 paragraph V3.E3.1.2.1.1.1.6 and Table V3.E3.T2 specifies a MSD of 658 feet.

The MCE for unintentional detonation of accumulated explosives inside wet NC explosive sewers when they are being excavated and moved to the Temporary Burn Pads, and in situ thermal decontamination of bulk explosives is greater than 450 pounds based upon past operations conducted at SFAAP. For unintentional detonations, the DoDM 6055.09M-V3 paragraph V3.E3.1.2.1.1.1.6 and Table V3.E3.T2 specifies a MSD of 1,250 feet.

11.2 SEVERING MSD

The MCE for the severing of the exposed sewer pipes into sections is based on the following. The NEW for intentional detonation of donor charges for severing piping was determined to be five pounds for HD 1.1. In accordance with the DoDM 6055.09-M-V5 paragraph V5.E3.2.2.1, the calculation d = 328W1/3 will be used for determining the MSD for intentional detonations of non-fragmenting AE. Using the calculation d = 328W1/3, the MSD for 5 pounds NEW is calculated at 560.87 feet. However the referenced paragraph states that the larger of the K328 distance or 1,250 feet will be used. Since 1,250 feet is the larger distance, a MSD of 1,250 feet will be used for intentional detonation of donor charges to sever sewers and piping/equipment.

An unintentional (accidental) sympathetic detonation of residual explosives in the sewers or piping/equipment may take place as a result of the detonation of the donor charges. The MCE for unintentional detonation of non-wet NC explosive sewers is 100 pounds for HD 1.1. For unintentional detonations, the DoDM 6055.09M-V3 paragraph V3.E3.1.2.1.1.1.6 and Table V3.E3.T2 specifies a MSD of 658 feet. The MCE for unintentional detonation of wet NC explosive sewers is greater than 450 pounds for HD 1.1. For unintentional detonations, the DoDM 6055.09M- V3 paragraph V3.E3.1.2.1.1.1.6 and Table V3.E3.T2 specifies a MSD of 1,250 feet.

The larger distance of the two occurrences (intentional versus unintentional), i.e. 1,250 feet MSD will be used during sewer pipe severing operations - refer to Appendix B, Figure 1.

11.3 VENTING MSD

The MSD for venting tasks is based on the intentional detonation of initiating charges and the intentional sympathetic detonation of potential accumulated explosives inside sewer piping in-situ in the trench (Sections 4.1.3 and 4.1.8). Venting process is also used to explosively gain access to any areas of piping that are not readily available for visual inspection.

The NEW for intentional detonation of donor charges is set at 5 pounds, and the MCE for intentional detonation of residual explosives in non-wet NC sewer pipe is estimated at 100 pounds. The combined MCE for intentional detonation for venting non-wet NC sewer pipe is 105 pounds of HD 1.1. The NEW for intentional detonation of donor charges is set at 5 pounds, and the MCE for intentional detonation of residual explosives in wet NC sewer pipe is estimated at 250 pounds (after maximum of 200 feet of pipe exposed and severed). The combined MCE for intentional detonation for venting wet NC sewer pipe is 255 pounds of HD 1.1. To determine the QD arcs for these MCEs, paragraph DoDM 6055.09-M-V5 paragraph V5.E3.2.2.1 outlines the use of the formula distance (d = 328W1/3) since the items being detonated are not considered fragmenting explosives. This reference was selected for the following reasons:

1. The sewer pipe being vented are typically thin walled, along with the explosives being detonated are not designed for fragmentation, unlike ordnance items that are thick walled and designed for fragmentation.

2. The explosives inside the items being detonated have varying amounts of munitions constituents (i.e., the explosives inside pipes are not pure and are typically contaminated with dirt, rust and other debris), and

Final – Version 3 Page 7 they do not fill the item being vented. Therefore the items do not resemble ordnance items that are filled with minimal voids with heavy charges of high explosives.

3. Severed sections of piping are not enclosed and as such are not subject to similar internal pressures created by the detonation of encased explosives inside an ordnance item.

Therefore, using the D = 328W1/3, the MSD for 105 pounds MCE for the intentional detonation during venting operations of non-wet NC sewer pipe is 1,548 feet – refer to Appendix B, Figure 1. Using the Calculation d = 328W1/3, the MSD for 255 pounds MCE for the intentional detonation during venting operations of wet NC sewer pipe is 2,080 feet – refer to Appendix B, Figure 1.

11.4 THERMAL DECONTAMINATION MSD

The MCE for thermal decontamination of the sewer piping at the Temporary Burn Pads for an unintentional detonation of non-wet NC sewer pipe is estimated to be 100 pounds for HD 1.1. For unintentional detonations, the DoDM 6055.09M-V3 paragraph V3.E3.1.2.1.1.1.6 and Table V3.E3.T2 specifies a MSD of 658 feet - refer to Appendix B, Figure 3. As stated in paragraph 4.1.9 the MCE for an unintentional detonation of wet NC sewer pipe is estimated to be greater than 450 pounds for HD 1.1. For unintentional detonations, the DoDM 6055.09M-V3 paragraph V3.E3.1.2.1.1.1.6 and Table V3.E3.T2 specifies a MSD of 1,250 feet - refer to Appendix B, Figure 3.

11.5 SLAB REMOVAL MSD

The MCE for unintentional detonation of accumulated explosives underneath non-wet NC foundation slabs when they are being removed , and in situ thermal decontamination of bulk explosives is 100 pounds based upon past operations conducted at SFAAP. For unintentional detonations, the DoDM 6055.09M-V3 paragraph V3.E3.1.2.1.1.1.6 and Table V3.E3.T2 specifies a MSD of 658 feet.

The MCE for unintentional detonation of accumulated explosives underneath wet NC foundation slabs when they are being removed and in situ thermal decontamination of bulk explosives is greater than 450 pounds based upon past operations conducted at SFAAP. For unintentional detonations, the DoDM 6055.09M-V3 paragraph V3.E3.1.2.1.1.1.6 and Table V3.E3.T2 specifies a MSD of 1,250 feet.

11.5 STORAGE OF EXPLOSIVES MSD

11.5.1 Magazine Siting and Protection

Initiating/donor explosives utilized during the piping and foundation removal and TD operations discussed in this ESS will be stored on site. A portable ATF approved Type 2, Class ABC, magazine will be utilized for proper storage of demo material (donor explosives) at SFAAP (refer to the site map in Appendix A, Figure 2). The portable magazine will be sited inside of Earth Covered Magazine (ECM) 610-11. ECM 610-11 is permitted for explosives storage by ATF, since the former Sunflower Army Ammunition Plant was transferred from the Army to Sunflower Redevelopment LLC. on 5 August 2005 and is private property. The ECM meets the requirements of DoDM 6055.09-M-V3 paragraph V3.E3.1.2.1.1.1 and is rated for ½ million pounds of HD 1.1.

Approved grounding kits will be installed and inspected by a certified electrician. The portable magazine is provided lightning protection by the existing lightning protection systems intended to protect the ECM. The portable magazine is approximately 44” tall, with the ECM being approximately 10’ tall. The lightning system for the ECM extends approximately 3’ above the ECM, and the grounding system for the Type 2 magazine is connected into that of the ECM.

11.5.2 Storage of Demolition Materials

The portable magazine will be used for the storage of both HD 1.1 and 1.4 explosives to be used for demolition operations. All Class 1 explosives stored in the main body of the magazine will be of compatible storage categories.

Blasting caps and other initiators used for demolition operations will be stored outside the magazine in the attached 18” x 18” x 18” “cap” box that is welded to the outside of the magazine. The NEW for the demolition material will be a maximum of 100 pounds.

11.5.3 Explosives Storage MSD

The Minimum Separation Distance for the ECM with a NEW of 100 pounds is calculated using Table V3.E3.T1 of DoDM 6055.09-M-V3. As such, the MSD for the ECM is 700 feet (front) and 250 feet (rear and sides).

12.0 DISASSEMBLE AND INSPECTION OF ACCOUNT 303

Account 303 – Cannon Range Tunnels, located in the Proving Grounds will undergo Disassemble and Inspection to remove any potential explosive hazards. The soil will be screened to recover any Wholly Inert Projectiles (WIP).

Rounds fired into the tunnels were from 0.5” (12.7mm) to 4.14” (105mm). All recovered projectiles will be assumed to be WIP. All metallic debris will be inspected by the SUXOS or qualified designee using colorimetric reagents. All metallic items and WIP will be transported to an approved Temporary Burn Pad for thermal decontamination, remediated as necessary, and certified as MDAS prior to release to the public. If the laboratory soil testing identifies an explosive contamination level at or above 10% by weight, the explosive soil will be decontaminated by blending with clean soil to below 10% explosives by weight and disposed of at an approved landfill. The interior surfaces of the concrete tunnels will be sampled every 25 ft2 using colorimetric reagents. The sampling will be biased towards seams, expansion joints, cracks 1/8th inch or greater, pock marks were rounds impacted concrete surface, or any other area of increased probability of residual explosives contamination. If test results indicate explosives contamination at or above 10% explosives by weight the SUXOS will determine the method used to mitigate the explosive hazard in a safe manner, with the results being that the tunnels will be certified as Material Documented as Safe, after a 100% inspection and an independent 100% reinspection, prior to release to the public.
