| PAGE | Section | Para | QUESTIONS | RESPONSE | ||
| 1 | 43 | Solicitation | Paragraph 1. Introduction | Instruction to Offers, Introduction states, the offeror’s proposal shall be submitted in digital copies. Request: Please confirm that only CDs or DVDs, no printed copies, are required for submission. | CDs or DVDs are the only requirement | |
| 2 | 44 | Solicitation | Paragraph 3. Proposal Files | RFP Reference: Solicitation Document, Section 3. PROPOSAL FILES states, proposals shall be submitted with 2 original unsanitized copies and 2 sanitized (devoid of offeror identification, references/names/watermarks/header/footers) copies. Failure to submit sanitized copies will render the proposal unacceptable. Question: Are unsanatized and sanitized copies required for all four Volumes? | Unsanitized and sanitized copies are needed for Volumes II through IV. | |
| 3 | 44 | Solicitation | Para 2. Proposal Submission | Question: Are the 2 original unsanitized copies and 2 sanitized copies in addition to the quantities listed in the proposal submission section | No they are not in addition. | |

| 5 | Is the Contract Manager referenced in Section 3.3.1 and the Project Manager referenced in TAB B-Subfactor 2 Staffing Approach one and the same position, or are these two separate and different positions? | Contract Manager and Project Manager are one and the same person | ||||
| 6 | 58 | Solicitation | 4. Past Performance | Please provide Appendix D. | Added Appendix D-Past Performance Assessment as an attachment | |
| 7 | What is the required transition period for this contract? | There is no transition period | ||||
| 8 | Please provide a seniority list of the incumbent workforce. | The Contracting Office does not maintain the requested information | ||||
| 9 | In comparing the current PWS with the new PWS has the scope increased, decreased, or remains mostly the same? | The Government's position is that each contractor must review PWS and make calculations based on requirements listed in the PWS | ||||
| 10 | Will the government provide an Office area or on post storage area other than the Janitor Closets in some of the buildings? | DPW does not provide office space for the contractor. | ||||
| 11 | When floors are to be stripped and waxed in BLDG 3401, Welcome Center, is the contractor responsible for moving furniture? | As per 6.6.2 Strip, Scrub, Seal and Wax Floor, The Contractor shall move chairs, trash receptacles, and other movable items to maintain floor underneath and return to their original location. In the classrooms in Bldg. 3401 the occupant prefers to move the computer desks before starting. | ||||
| 12 | When basketball courts are refinished in the GYMs, will the contractor be responsible for re-painting the lines? | As per 6.8 Maple Wood Floor Refinishing. The Contractor shall meet the Annual maintenance/refinishing requirements of maple wood flooring in accordance with Maple Flooring Manufacturers Association, Inc. (MFMA). This may require a touch up of any game line paint or markings if necessary. | ||||
| 13 | What triggers cleaning anything above 7 ft? | Refer to TE B1, Capability 1 and PWS 4.4.13.2 | ||||
| 14 | Appendix D, provided with Amendment 1, states that PPQs are due no later than 15 days after receipt of the request or 11 January 19, whichever occurs first. Per these instructions, the PPQs won't be submitted until after the proposal submission date. Please confirm that this is correct. | Date has been changed on Appendix D | ||||
| 15 | The Amendment does not indicate whether or not there is an extension. | |||||
| Is the proposal submission date extended? If yes, what is the new submission date? | The submission date for the receipt of proposals has not been extended | |||||
| 16 | 49 | Solicitation | Page 49 of 61, TAB D, Para iii Volume III – Price; The requirement that all pricing and calculations must be rounded to two (2) decimal points is not mathematically possible without unbalanced bidding. The lowest unit price under your requirement is $.01. Since the unit is a square foot, the government is making the assumption that tasks such as glass cleaning, low dusting, high dusting, and spot cleaning, for example, are of equal unit cost and price value should a reasonable price for any task be less than $.01/sf. None of these tasks are of equal cost and value. As we understand the incumbent contract pricing requirement did not have the 2 decimal place requirement. Please consider changing the current requirement to allow at least 4 decimal places so that all bidders will not submit unbalanced unit pricing. | For other than the total price per building, vendors may exceed the decimal places, however the "total price" per building must be rounded up to two decimal places. | ||
| 17 | The Non-Reimbursable portion of ATTCH J&H, Price Quote Sheet, Capability III does not match the Technical Exhibit B3, Capability III – Basic Service cleaning frequencies. Will the government correct the differences? | Adjustments have been made to ATTCH J&H, Capability III to match TE B3 | ||||
| 18 | The Non-Reimbursable ATTCH J&H”, Price Quote Sheet, Capability II, Building 3709 Seasonal requires 1 cleaning for 36 weeks to covers the off season requirement. However, the ATTCH J&H does not seem to include the 5 days a week service that occurs during the hockey season. Will the government clarify the cleaning frequency? | Adjustments have been made to Seasonal and Non-Seasonal Hockey Center | ||||
| 19 | ATTCH J&H, Price Quote Sheet includes reimbursable and non-reimbursable pricing. Will the government clarify how the reimbursable pricing will be used during the evaluation of our total price? We assume this is not part of the total evaluated price, correct | The terms "Reimbursable" and "Non-Reimbursable" refer to the customers on Fort Wainwright and our budget team and are for internal use. Please disregard terms when submitting proposals as they are not relevant to the pricing of the contract. | ||||
| 20 | ATTCH J&H, Price Quote Sheet includes reimbursable and non-reimbursable pricing. Both forms contain a column described “ Service area Floor Types”. Restrooms are not a floor type. Restrooms are an area to be cleaned. Why did the government include a room type in the column labeled floor type? | Floor types have been removed from Column and now refers to "Service Area" | ||||
| 21 | ATTCH J&H, Price Quote Sheet includes reimbursable and non-reimbursable pricing. Will the government clarify the term “Non-Reimbursable”? | The terms "Reimbursable" and "Non-Reimbursable" refer to the customers on Fort Wainwright and our budget team. Please disregard terms when submitting proposals as they are not relevant to the contractor. | ||||
| 22 | ATTCH K, Monthly Pricing Sheet includes reimbursable and non-reimbursable pricing. Will the government clarify why the service days and frequencies were left blank on the reimbursable pricing sheet? Will the government please describe the use of this form when evaluating our total proposed price? | ATTCH K, Monthly Pricing Sheet, will be used by Vendor and the COR once the contract has been awarded. This sheet will be used to track how many days of month an area is cleaned. The contract will fill in service days and frequencies. | ||||
| 23 | Which buildings on the custodial contract are off Post and can you provide maps to those buildings | Buildings 5108 and 5110 are located in the Range Contol area outside the Fort Wainwright installation. A map is attached to show location. | ||||
| 24 | Response to Question 4 of Amendment 00002 indicates the following: The Contract Manager and an alternate; Quality Control Representative are contractor key personnel positions; however, TAB B – Subfactor 2: Staffing Approach. Under the Staffing Approach the offeror shall submit the following A chart that identifies key personnel (to include at least Project Manager, Resource Business Manager, and Quality Control Systems Manager) and the qualifications of key personnel, commensurate with the size and scope of PWS requirements. At a minimum, the qualifications shall include: education, professional experience, and custodial service experience. Please confirm that the Resource Business Manager is a key personnel position. | Resource Business Manager has been removed from the Solicitation. Key Personnel include the Project Manager and Quality Control Representative (See attached Addendum to FAR 52.212-1, Instructions to Offers, Commercial Items) | ||||
| 25 | Please clarify whether the Quality Control Systems Manager is a separate/different position from the Quality Control Representative. | The correct title for the position is Quality Control Representative | ||||
| 26 | If the Quality Control Systems Manager and the Quality Control Representative are not two different positions, please clarify the correct title for the required position. | The correct title for the position is Quality Control Representative | ||||
| 27 | The RFP was released on February 27; however, Appendix D, Past Performance Evaluation forms were not provided to offerors until March 19, almost three weeks after the solicitation was released. Since the PPQ is critical to the proposal evaluation process, will the Government provide a reasonable proposal extension to allow ample time for PPQ recipients respond. | Proposal Due has been extended to 8 Apr 2019 at 12:00 Noon AKST | ||||
| 28 | Please provide a list of site visit attendees | The Government will not provide names of the vendors that attended the site visit. | ||||
| The last award in 2016 was given for 2,911,596.41 but the site doesn't show if that amount was for a year or for the full duration of the project which was originally set to be for 5 years in that proposal. Can you clarify the actual amounts that were paid per year? | The Government cautions vendors from calculating proposals based on past contractual pricing due to requirements changing from contract to contract. | |||||
| What is Exhibit G is in reference to | Exhibit G is the Historical Data. | |||||
| In the instructions to offerors you are requesting that the bidders provide a Master Table of Contents. Where or in what document/volume would this be provided | Please place Master Table of Contents in Volume 1 (General) | |||||
| Why is there not a Transition Phase-in on this new contract. Are we expected to start work immediately after award? | Please refer to question 7 | |||||
| We are waiting to hear back about space on Ft Wainwright for the Custodial contractor to store materials and equipment. We did get an answer about office space not being provided but nothing on a storage site. This information will certainly effect our bid. | The Goernment will not be providing an office or storage space. |
