Seward Resort Buildings 300, 500, 200 Replace 2 Boilers, 1 Water Heater; Replace 1 Boiler; Replace 2 Boilers, 1 Water Heater

Projects: SEW-00002-7J, SEW-00003-7J, & SEW-00004-7J Seward Military Resort Buildings 300, 500, 200

Replace Boilers and Water Tanks/Heaters, and Install Blown-in Insulation

SCOPE OF WORK

(5 June 2018)

1. GENERAL. The Contractor shall provide all labor, materials, equipment, components, mounts, devices, accessories, transportation, and storage as necessary to perform all work in accordance with these specifications, commercial practices, and industry standards to remove and replace five each boilers, replace two each hot water tanks/heaters, and install R-38 blown-in fiberglass insulation. All work shall be accomplished in accordance with applicable federal, state, and local regulations. The complete installation shall comply with all applicable provisions of the NEC, IBC, UPC, and this Scope of Work. Upon completion of the work, all boilers and water tanks/heaters shall be installed as intended and designed, and shall be fully operational.

Blown-in insulation shall be evenly distributed across the full attic with no gaps, voids, or clumps.

2. Project Description: All work shall be performed at the Seward Military Resort, a US

Army facility, located in Seward, Alaska. Specifications for boilers, hot water storage tanks, and blown-in insulation are included in the Attachments.

a. Building 300: replace two existing boilers and one hot water tank. Install blown-in insulation.

b. Building 500: replace one existing boiler. Install blown-in insulation.

c. Building 200: replace two existing boilers and one hot water tank. Install blown-in insulation.

3. The following tasks describe the work to be performed. The Contractor shall:

a. Remove existing, to-be-replaced boilers and hot water tanks/heaters from the mechanical rooms and dispose of same. Cap or terminate fuel and water lines no longer needed. Upon removal, boilers, water tanks/heaters, and other demo’d components are the property of the Contractor.

b. Provide, install, and make fully operational five each new oil-fired boilers and two each new hot water storage tanks.

1. Includes new piping, valves, exhaust ducts, and pipe insulation.

2. Includes boiler control/digital energy manager units for all three locations as recommended by the boiler manufacturer. Boiler control units shall allow the second boiler to activate only when the first boiler cannot keep up with demand, and shall also allow boilers to alternate between lead and standby boiler.

3. Includes heat exchanger for each new hot water storage tank.

4. Includes seismic anchoring.

c. Provide and install R-38 blown-in, fiberglass unbonded loose fill insulation in attics of all three buildings.

4. The Project Manager and point of contact for this project is Dave Alexander, 361-

5. The Period of Performance (POP) is one hundred twenty days (120) after Notice to

Proceed (NTP). This PoP includes all time required to procure materials and accomplish the work. The Contractor shall perform all activities as to minimize interference with operation of the facility and the work of others. Contractor shall procure and have on-site all necessary equipment and materials, and be in possession of all required permits, before commencing with demolition work.

6. The Contractor shall accept directions only from the Contracting Officer (KO). Using agency inputs made directly to the Contractor shall be immediately brought to the attention of the KO, and the Contracting Officer’s Representative (COR) if applicable.

Any changes to the project scope or other provisions of the SOW must be authorized in writing by the KO.

7. Upon award of the contract and before beginning work, the Contractor shall meet with the Project Manager for a pre-con meeting. Work will only commence after the issuance of NTP.

8. It is not anticipated that the Contractor shall need a Dig Permit for this project.

Contractor shall have a completed dig permit before any excavation occurs.

9. The Contractor shall provide Quality Control (QC) for this project. The Contractor’s

QC shall ensure that all terms, conditions, requirements, and specifications of this project are fully complied with. The government will provide its own Quality Assurance

(QA) personnel to provide surveillance of the Contractor’s QC.

10. All work shall be performed by certified personnel, as applicable. All required training and certification costs shall be paid by the Contractor.

11. The Contractor shall contact all necessary material suppliers and verify the secure date when materials will be on hand to complete this project. This information shall be a part of any bid tendered.

12. Requested substitutions by the Contractor of materials and/or equipment shall be understood and agreed that such substitution, if approved, will be made without cost to the government, regardless of changes in connections, spacing, electrical service, and all other appurtenances.

13. The Contractor shall verify dimensions and shall examine the project to become aware of the existing conditions and difficulties involved in the completion of the work in accordance with the Scope of Work prior to the submission of your bid and commencement of work.

14. The Contractor shall be responsible to evaluate and verify all measurements, dimensions, and accessibility prior to ordering materials or performing work. The

Contractor shall clarify with the Project Manager any perceived conflict.

15. Work performed under this contract will be warranted as follows: The Contractor shall be responsible for any and all damage incidental to construction from issuance of

Notice to Proceed to Final Acceptance. Thereafter, the Contractor is responsible for warranty repairs for one year after final acceptance of work.

16. All trash will be removed from the site on a daily basis. Upon completion of the project, all equipment, materials and any other items associated with the project will be removed from the project site. The site will be left clean.

17. Where available, on-site utilities will be provided at no cost to the Contractor. These utilities will be used only in performance of and in support of the project. Any temporary connection to the utility system will be coordinated with the contracting officer’s representative prior to hook-up. The temporary connection will be done by the

Contractor in a professional manner. Temporary connections will be removed at project completion. Temporary connections will be paid for by the Contractor.

18. The Contractor and the Contracting Officer’s Representative will agree on temporary storage areas in the general location of the project. Request for storage area shall be submitted with the proposal package. The Contractor will be responsible for the security and maintenance associated with the storage area. Storage areas will be kept clean and in a non-cluttered appearance at all times. If the storage area is not maintained, the Contracting Officer may direct the Contractor to move his storage off

Post.

19. The Contractor’s employees are required by the Anti-Terrorism – Operational

Security form to receive access and general protection policy and procedures which will be provided when obtaining a permit to access Army lands and facilities. The

Contractor’s employees and subcontractor employees requiring access to Army installations, facilities, and controlled access areas shall complete Anti-Terrorism Level I awareness training which can be accessed online at the following address:

http://jko.jten.mil/courses/atl1/launch.html. The Contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee as a submittal. The Contractor’s employees and subcontractor employees requiring access to Army installations, facilities, and controlled access areas shall complete initial

Operations Security (OPSEC) training which can be accessed online at the following address: https://securityawareness.usalearning.gov/opsec/. The Contractor shall provide certificates of completion for each affected contractor employee and subcontractor employee as a submittal. The Contractor’s personnel are also required to complete the iWATCH training which can be accessed online at the following address:

http://www.myarmyonesource.com/familyprogramsandservices/iwatchprogram/default.a spx. Have employees sign attendance roster for completing the iWATCH training and provide as a submittal. The Contractor’s employees are not to divulge anything they may see or hear with regards to the activities and operations of units within the workplace or anywhere else on and off the installation. Employees are not to discuss anything they are doing on the installation to anyone that does not possess a valid need to know.

20. Sustainable Acquisition: The Contractor must meet the recycled content requirements set forth by the EPA for the products listed at:
