About this file

This is a Request for Clarifications (RFC) document containing 24 contractor questions and government responses regarding a federal contract solicitation for elevator maintenance and inspection services.

The solicitation requires contractors to provide monthly preventive maintenance on all elevator units listed in Technical Exhibits 1-6, with frequency specified as monthly for all units. Key personnel requirements include a Project Manager who must hold a valid Elevator Mechanic License in the State of Hawaii and a valid Qualified Elevator Inspector certificate issued by the National Association of Elevator Safety Authorities (OSHA). All contractors and subcontractors must achieve a minimum CMMC Level 1 certification. The technical acceptability evaluation is based on an Acceptable/Unacceptable standard, with relevant work experience evaluated on technical acceptability considering similar size, scope, and complexity of submitted projects. Past performance is not an evaluation factor but will be reviewed as part of the Contracting Officer's responsibility determination under FAR Part 9. The submission must include five documents: a Technical Acceptability Narrative (not to exceed 10 pages with 12-point font, incorporating at least 2 relevant work experience examples), Contractor & Key Personnel Certifications (excluded from page limit), Technical Approach & Management Plan (no page limit), Monthly Baseline Preventive Maintenance Schedule, and Baseline Annual Testing Schedule. Cover pages and tables of contents do not count toward the 10-page limitation, and tables may not utilize font smaller than 12-point. The documents should be submitted in the order they appear in the solicitation. There was no extension granted to the offeror due date of 03-AUG-26 1600 HST, and Solicitation Amendment 0001 provided the updated Work Experience Reference Sheet (Attachment 0001) and revised SF1449 form without the "DRAFT" watermark.

19 Solicitation The solicitation contains several ambiguities affecting proposal preparation, including the organization of the Technical

Acceptability submission, applicable page limitations, required attachments, certifications, schedules, and the required Relevant

Work Experience narrative. Because responses to these questions may materially affect how Offerors prepare their quotations, and the period between the question due date and the quotation due date is only one week, will the Government extend the quotation due date by at least one week following the release of responses to questions to allow Offerors sufficient time to incorporate the

Government's clarifications into their proposals?

ADDENDUM TO SECTION L (INSTRUCTIONS TO OFFERORS FAR 52.212-

1) provides interested offerors with instruction in section 2.Technical

Acceptability Submission, applicable page limitations, required attachments, 2.a. Contractor & Key Personnel Certifications, 2.b.

Technical Approach & Management Plan , and the 2.c. Relevant Work

Experience.

There is NO EXTENSION to the 03-AUL-26 1600 HST Offeror Due Date.

20 General I just wanted to clarify the maintenance frequency. After reading through the contract. I didn’t notice any specifications regarding monthly maintenance. Can you please clarify if monthly maintenance on all units are required? In reading this this paragraph below, it doesn’t specify monthly maintenance. So if I was to bid this with this current language I would not bid it with monthly maintenance. It will need to specify monthly maintenance.

Frequency of Preventive Maintenance is to be Montly; applicable to

ALL units listed in referenced Technical Exhibits (TE) 1 thru 6, as mentioned in PWS Section 8.2.

Updates to PWS Section 8.2, 8.2.1, 8.2.2, 8.2.3, 8.2.4 titles.

8.2 Monthly Preventive Maintenance (PM)

8.2.1 Monthly Preventive Maintenance Schedule

8.2.2 Monthly Preventive Maintenance/Inspection and Minor

Repairs (Hydraulic/Traction Elevators and Lifts)

8.2.3 Monthly Preventive Maintenance Requirements

8.2.4 Monthly Preventive Maintenance Report

21 General While reviewing the bid documents, I noticed that the attached

Standard Form 1449 contains a "DRAFT" watermark. Would it be acceptable for us to complete and submit the form as provided, or would you prefer that we use a version without the watermark?

Solicitation Amendment 0001 has an updated SF1449 without the

DRAFT watermark for interested vendors to submit their offers. Please submit offer on Amended Solicitation document - W912CN26QA031

Solicitation Amendment 0001 28JUL2026.

22 General Are we to use SF1449? It currently shows the Draft. Please advise. Solicitation Amendment 0001 has an updated SF1449 without the

DRAFT watermark for interested vendors to submit their offers. Please submit offer on Amended Solicitation document - W912CN26QA031

Solicitation Amendment 0001 28JUL2026.

23 General Is it possible to get a copy of the most recent bid results for this portfolio?

No. We will not be distributing past bid results to interested vendors.

24 General Could you please clarify the criteria that distinguishes a minor repair, which is included under the Preventive Maintenance and

Service Call CLINs, from a major repair under CLIN 0008?

Could you please identify the Government's criteria for determining when a repair requires a separate proposal and Task Order?

PWS 8.2 Monthly Preventive Maintenance CLINs are to conducted based on the vendors suggested schedule.

PWS 8.5 Urgent/Routine Call CLINs are for Services Call outside of the

Monthly Preventive Maintenance schedule. PWS 8.6 is the similar to

PWS 8.5 with Emergency response times.

PWS 8.5 "If repair work goes beyond a routine service call..." the call then gets elevated to PWS 8.7. PWS 8.7 criteria applies when work is beyond the scope of PWS 8.2 and/or 8.5.
