About this file
This document is a Request for Information (RFI) Responses for Solicitation W912CN-26-Q-A030, containing government answers to contractor questions regarding concrete barrier mobilization and emplacement services.
The scope involves relocating approximately 102 concrete barriers measuring 3' height x 6' length x 2' width, weighing approximately 6,000 lbs each, from Higgins Road to Weyand Field (approximately 1.2 miles distance). Barriers feature forklift pockets sized 9" to 10" with 16" spacing between pockets. The contractor has discretion to determine how many barriers to transport per load to comply with DOT weight regulations (80,000 lbs maximum including vehicle). Barrier placement must begin before July 4, 2026, with all barriers pre-staged by that date. Road closures may commence at 12:00 PM on July 4, 2026, to meet a 2:00 PM completion deadline. Barriers will be placed no more than 3 feet apart on both roads and grass areas. A government Point of Contact (Chris Flynn) will be present to provide exact placement details and quantities for each location. The parking lot is accessible Monday through Friday, 0700-1600 hours; weekend access requires coordination with the unit/warehouse owner. A pre-construction meeting will be held on or before June 25, 2026. The contractor may block roads for loading/unloading if necessary, provided a flagman is deployed. The government will expedite background vetting for contractor personnel and facilitate Automated Installation Entry Passes for facility access via Lyman Gate. Contractor personnel must complete all mandatory training as soon as practicable after award, with the government coordinating access to required training resources. Signs, barricades, and quantities will be coordinated at the time of award.

SOLICITATION W912CN-26-Q-A030 RFI RESPONSES
Can the government confirm the exact specifications of the concrete barriers?
Length? Width? Height? Weight? Also can the government provide the details of the forklift holes size and distance apart from each other?
ANSWER: Dimensions of barriers: 3’ H x 6’ L x 2’ W. Distance between fork lift pockets is 16”. Size of fork lift pockets is 9” to 10”
Section 4.1 Forklift: indicates the contractor to provide equipment capable of lifting in excess of 1,000 lbs, but Section 4.2 indicates each barrier approx weight 8,600 lbs?
ANSWER: PWS has been updated with approximate weight of 6,000 lbs.
Without the proper dimensions the contractor cannot determine if 10 barriers can fit on their equipment. Also the weight of 10 will exceed the DOT maximum of 80,000 lbs total including transportation vehicle and load on any DOT roads.
ANSWER: PWS has been updated to remove the quantity of barriers to be moved at one time. It is contractors discretion to decide how many can be moved at a time.
Section 3.2 Barrier Mobilization: Will a representative from the government be present with the exact details on barrier placement and qty for each location?
ANSWER: Yes, the POC Chris Flynn will be present with the exact details on barrier placement and qty for each location.
Are the barriers to be placed touching each other or will there be a specific distance apart from each other?
ANSWER: The barriers will be no more than 3ft apart from each other.
Can the contractor begin placing barriers prior to 7/4/26 for areas not pertaining to road closures?
ANSWER: Yes, The contactor will need to begin placing barriers before 7/4/2026.
All the barriers will be pre-staged before 7/4/2026.
Section 3.3 Barrier Emplacement? What time can the contractor start closing the roads to ensure the deadline of 2:00pm is met?
ANSWER: The contractor can close the roads starting at 12:00pm.
Section 5.1: Because the requirement mandates completion 30 days prior, and the contract will be awarded after 6/12/26, the winning contractor will not have enough time to complete all this training.
How will the government handle this with the contractor?
ANSWER: The Government understands that the contract award date may not provide sufficient time for contractor personnel to complete all the required training requirements prior to performance. Contractor personnel will be required to complete all mandatory training as soon as practicable after the award. The government will coordinate with the contactor to facilitate access to required training resources and ensure personnel meet requirements before performing tasks that require such training. Any site-specific orientation will be coordinated upon contract award.
Section 5.2: Will the government speed up the screening process for the winning contractors employees to get the proper credentials for entering the facility?
ANSWER: Yes, we can expedite background vetting on the winning contractors’ employees and ensure they get Automated Installation Entry Passes to access the installation.
Also is there a specific gate that the hauler will be required to enter through? Will each load be subject to inspections? These long bed low bow/flat bed trailers can't navigate through tight turns to prevent them from getting stuck and holding up traffic. Has the government determine a safe route for these vehicles entering the facility?
ANSWER: The contractor should use Lyman Gate to access the installation. The
POC will coordinate with the contractor and ensure the route is clear.
Section 5.4.3 - Can the government provide the exact details on types of signs or barricades and quantities that will be required for this work?
ANSWER: This will be coordinated at the time of award as necessary.
Will the government hold a pre-con or jobsite walk thru prior to the start of 6/25/26
ANSWER: The POC will do a pre-con with the contractor on or before the 6.25.26 start date.
Would it be possible to obtain any reference photos or images of the concrete barriers associated with this requirement?
ANSWER: See images below
Since the barriers are coming from Higgins road, but are they in open field? If it’s a field, is it grass or gravel? If it’s inside a building/warehouse, I need to check the site to make sure the lifts can enter & exit.
ANSWER: They are in an open area. See images below
The barriers themselves are concrete but are they pocketed for forklifts? What size are the pockets or my guy can just check them when checking the site.
ANSWER: Specs provided above with images below.
I think it will be 3 days mobilization & 3 days demobilization but weather can change that, it has been rainy this year. What hours am I limited to for access? Are the barriers going on the grass side or the concrete side of the area?
ANSWER: The parking lot is open from M- F, 0700 – 1600hr. If they need to come over the weekend, coordination must be made with the unit/warehouse owner.
Placement will be on roads and on grass.
Am I going to be able to block the road at times for loading/unloading, especially if wet.
ANSWER: Only if contractor feels necessary and should provide a flagman
Is the anticipated quantity closer to 100 barriers or 130 barriers?
ANSWER: Last count was 102
What is the approximate distance between the barrier pickup location at Higgins Road and the delivery/staging location at Weyand Field?
ANSWER: Approx 1.2 miles
