Addendum to Evaluation - Commercial Product and Commercial Services
Addendum to 52.212-2
The Government intends to award a firm-fixed-price requirements contract resulting from this solicitation to the responsible quoter whose quotation conforms to the solicitation requirements and is determined to represent the best value to the Government considering technical acceptability, price, and other information available to the Government, including past performance information obtained from CPARS or other sources. The Government may perform a comparative evaluation of quotations to determine which quotation represents the best value.
The following factors shall be used to evaluate quotes:
Factor 1 - Technical Acceptability
Factor 2 - Price
Factor 1 - Technical Acceptability: The Government will evaluate the Quoter's Technical Capability Submission to determine whether the Quoter demonstrates compliance with the minimum technical requirements of the solicitation and Performance Work Statement.
To be rated Acceptable, the quotation must clearly demonstrate the following:
Proof of availability of equipment to transport and place barriers per the PWS and TE1
Verification that all equipment meets required load capacities and safety standards for barrier movement
Valid Forklift and related equipment certifications for all operators
Valid CDL licenses for drivers providing barrier transport
Failure to clearly demonstrate compliance with any of these requirements may result in the quotation being determined technically unacceptable and ineligible for award.
Factor 2 - Price: Price is not formally scored. The Government expects competitive quotes to be submitted for this procurement and will use these competitive quotes to determine price reasonableness. The Government will evaluate the total overall price for completeness and to determine if it is fair and reasonable IAW FAR12.204(a). If competitive quotes are not received, the Government reserves the right to utilize other methods identified in the FAR to determine price reasonableness.
Completeness. Each Quoter is required to provide complete pricing for each contract line item (CLIN) identified. This section must be mathematically accurate and include all CLINs and the associated option periods that the Quoter identifies in their quote.
Unbalanced Pricing. The Quoter shall ensure the pricing of contract line items are not significantly over or understated, which may increase performance risk or result in unreasonably high prices.
