Yes, per PWS 4.8, "the required services shall consist of keeping both studios clean and presentable."

Previously, the editing computers and photo printers had to be Government Owned to protect the personally identifiable information (PII) of the Soldiers that were photographed. That information is no longer captured, so that requirement has ended and Contractor Owned computers and printers will now be used.

Common use items (such as general‐purpose office furniture, chairs, file cabinets), a Government Owned desktop PC (connected to the Army Network System), and a Government land‐line telephone and answering machine (see PWS, Section 4.7) for conducting official business in the performance of this contract. 27) In Tech_Exhibit_1_Historical Workload Data, what do the numbers represent‐ products or appointments? If products, are passport photos recorded by 6 copies or one image? All of the numbers represent appointments.
28) In Tech_Exhibit_1_Historical Workload Data, there are several months (i.e., Oct‐Dec 2017 and Aug‐Nov 2016) where zero (0) activity is reported in SB‐2/SB‐b. Was a photographer present during duty hours, but had no work?
Or, was SB‐2/SB‐b closed during that time and photographers scheduled assignments in only SB/SB‐a? Please explain the inactivity.
All of the numbers represent appointments. The Contractor is responsible for maintaining an adequate workforce for the uninterrupted performance of all tasks defined within this PWS during the established hours of operation except Federal holidays, or when the Government facility is closed, or when Federal employees are excused from work due to local or national emergencies, administrative closings, or similar Government directed facility closings. There were occasions where the photographer was present but had no appointments.
29) In January 2018 of the Tech_Exhibit_1_Historical Workload Data, SB‐ 2 shows 225 cancellations. Is it fair to assume that these cancellations were rescheduled in SB/SB‐a? Please explain.
Those were most likely the result of a unit cancelling their passport photo appointments due to unforeseen circumstances.
30) Please provide Historical Workload Data for August 2018 through December 2018. See Technical Exhibit (TE) #01‐Historical Workload Data
31)How many FTE photographers are currently supporting this contract?
How many PTE photographers are currently supporting this contract? The staffing plan is unique to each company.
32) In the PWS, paragraph 1.4 Hours of Operation, it details a chart with the hours for each studio. However, it also states that the Contractor is responsible for setting their hours of operation for the three studios.
Please clarify the government's requirement and expectation on the three studio hours of operation.
The studios must be operational during the core hours of 9 AM to 3 PM.
The hours detailed in the chart represent the current operating hours for each studio, as set by the current Contractor that provided the best availability of appointment slots to serve the customers at those locations. PWS Section 1.4 has been updated to reflect this clarification.
33) Under paragraph 2.3 Personnel Administration of the PWS, it mentions that Contractor shall make necessary travel arrangements for employees. Please explain what travel is required of Contractor employees under this requirement.
Aside from the Contractor employees traveling from home to work and back, they sometimes travel between Schofield Barracks and Fort Shafter at the direction of their boss to bring supplies, cover for sick co‐workers, etc.
34) Please provide CMR for FY2018. CMR is not public information.
35) Since there is no separate CLIN for equipment, where does the Government want us to list cost of material purchase?
These costs should be included and distributed into the respective CLINs.
36) In Section 6, Performance Requirements Summary, item 3.2, the Government indicates that “Each photo studio shall complete up to 28 appointments per work day.” This standard is customer‐driven and cannot be manipulated by contractor. At certain points during the performance year (Holidays, down‐days, deployments), it is expected that operations tempo will be low. What is the contractor's response to this standard expected to be during these periods?
PWS Section 6 has been updated as follows, "The Contractor shall ensure each photo studio shall complete an estimated amount of 28 appointments per work day if scheduled. "
File details come from the government source that posted it.
