About this file

This is a Questions and Answers document for federal contract solicitation W912CL-26-Q-F002 for Transportation Services. The document does not contain response dates, award dates, or other solicitation timeline information.

The solicitation addresses transportation services in Tarapoto and Sauce, Peru, requiring contractor-provided vehicles with drivers on a Firm-Fixed Price basis. The government clarified three key areas: (1) Driver scheduling operates on a standard 12 to 18-hour daily window aligned with the training calendar, with contractors maintaining 24-hour on-call emergency response capability through a standby rotation model requiring a rested driver response within 30 minutes of notification; (2) Pricing assumptions include an average daily mileage of 120 kilometers per vehicle covering transit between locations, local movements within the training area, and administrative runs, with the contractor responsible for all fuel, tolls, and balsa/ferry crossing fees for the Huallaga River, though no hard mileage cap is established; and (3) Exact vehicle quantities are six Full-Size SUVs (CLIN 0003) and five Pick-Up Trucks (CLIN 0004), with the Schedule of Supplies/Services taking precedence over other documentation. The document includes a detailed vehicle deployment schedule showing various vehicle types and quantities assigned to specific training events and dates in September 2026.

Responses to questions – W912CL-26-Q-F002 – Transportation Services

1. Driver Shifts and 24-Hour Coverage Question: The PWS mandates 24-hour operational support capability and notes that contracted vehicles with drivers shall be available to cover 12 to 24-hour services. To ensure compliance with local labor laws and accurate pricing, could you please clarify if the 24-hour support requires two physical shifts (two drivers per vehicle per day), or if drivers are expected to be on an "on-call" standby basis after an initial 12-hour shift?

• Answer: The standard operating daily window is typically 12 to 18 hours, aligned with the training calendar. However, the contractor must maintain 24-hour on-call emergency response capability. To ensure compliance with local labor laws, safety standards, and fatigue management, the contractor may utilize an on-call standby rotation, provided a rested driver is available to respond to emergencies within 30 minutes of notification. The government will not dictate driver scheduling, but the contractor must guarantee that driving limits do not exceed safe operational parameters.

2. Fuel Estimation and Mileage Caps Question: As this is a Firm-Fixed Price requirement where the contractor is responsible for all fuel, tolls, and ferry charges, calculating an accurate fixed cost requires a baseline for consumption. Could the Government provide an estimated daily mileage average per vehicle, or establish a maximum daily mileage limit for the training areas in Tarapoto and Sauce?

• Answer: For pricing and fuel consumption estimation, offerors should assume an average daily mileage of 120 km per vehicle. This includes the transit between Tarapoto and Sauce, local movements within the Sauce training area, and general administrative runs. The contractor is responsible for all fuel, tolls, and ferry fees (specifically the balsa/ferry crossing of the Huallaga River en route to Sauce). The government will not establish a hard mileage cap, but movements will remain restricted to authorized military training and support corridors.

3. Vehicle Quantity Discrepancies Question: We noted a variance in the requested vehicle counts between the attachments and the Performance Requirements Summary (PRS)... Please confirm the exact quantities required for CLINs 0003 and 0004 so we can finalize our pricing structure accordingly.
