(c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers unless another time period is specified in an addendum to the solicitation.
A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This technical description must include a personnel management plan demonstrating the contractor’s capability to provide, manage, and resource the certified personnel requested in the PWS. FAR 52.212-2, Evaluation-Commercial Products and Commercial Services (NOV 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation requirements will be most advantageous to the Government, namely price and other factors. The following factors shall be used to evaluate offers:
Award will be made from the Offeror who is determined acceptable in both the technical and past performance factors as well as the lowest total evaluated price. The following approach shall be used to evaluate offers:
STEP 1: Rank all quotes by price
STEP 2: Evaluate for technical acceptability ascendingly (evaluated in line from lowest priced to highest priced quotes). Bid shall be evaluated on acceptability by being able to meet all the requirements of the PWS within 7 days of award. Bidders must be able to mobilize in the austere environment of Sauce, Peru. Bidders will provide two examples of past performance of awarded contracts.
STEP 3: Assess performance confidence for the lowest priced technically acceptable offeror with conforming past performance.
(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
Failure to strictly adhere to the instructions could result in its proposal being deemed unacceptable and therefore may result in the elimination of the proposal from further consideration.

Vendors MUST SECURE Defense Base Act (DBA) Insurance after award of contract. All DBA insurance information can be determined and acquired using the U.S. Department of Labor website. DBA is a 100% mandated requirement for all services outside of the U.S. that does not have a current waiver on file with the U.S. Department of Labor. DBA is essentially a form of workman’s compensation to ensure all workers are covered in case of an accident during performance of a service contract and is mandatory for all service contracts. DBA Insurance is treated as a Not-to-Exceed Line Item (CLIN), not a Fixed Price CLIN, and the associated costs are fully reimbursable at contract payment.
