About this file
This is Amendment 0003 to Solicitation W912CH-26-R-A096, effective October 10, 2026, issued by the U.S. Army Corps of Engineers Directorate of Contracting (Warren, Michigan). The amendment clarifies that First Article Testing (FAT) is a mandatory requirement and removes all waiver provisions previously contained in Sections L.5 and M.7 of the original solicitation.
The solicitation seeks a firm-fixed-price contract for the S-280C/G Vehicle Mounted Shelter in shielded and unshielded variants with and without Mobilizer Adapter Kits. This is a 100% Small Business Set Aside. Proposals must be submitted electronically by October 30, 2026, 3:30 PM Eastern Time and must address two technical evaluation factors of equal weight: (1) Electromagnetic Interference (EMI) Shielding Design, demonstrating compliance with ASTM E1975-22 standards; and (2) Manufacturing Processes, including fabrication methods, facility capacity, and supply chain management. The price factor is of approximately equal importance to technical factors. Offerors must demonstrate their ability to consistently manufacture shelters to tight tolerances at required delivery rates and provide supporting price narratives explaining methodology and major cost drivers. All proposals must acknowledge receipt of all three amendments (0001, 0002, and 0003) prior to the closing date. The Government will not grant FAT waivers; all offerors must propose to perform First Article Testing in its entirety and price it accordingly in CLIN 0011. Award will be made to the offeror whose proposal represents the best value considering technical quality and price through a tradeoff source selection process.

Provision 52.215-1) contained in Section L of the solicitation, shall be submitted in the format and quantities set forth below. All information necessary for the review and evaluation of a proposal is to be contained in the proposal. Section M of the solicitation sets forth the evaluation criteria and delineates the Factors to be evaluated and their relative order of importance. The offeror's proposal, as required by this section, will be evaluated as set forth in Section M of this solicitation. The Government will not assume the offeror possesses any capability, understanding, or commitment not specified in its proposal. It is an offeror's responsibility to submit a well-written proposal, with adequately detailed information, which clearly demonstrates an understanding of and the ability to comply with the solicitation requirements to allow for a meaningful evaluation. The Government does not assume the duty to search for data to cure problems it finds in proposals.
L.1.2 Minimum Acceptance Period.
This provision supersedes any language pertaining to the acceptance period that may appear elsewhere in this solicitation (e.g. SF 33 Box 12).
ACCEPTANCE PERIOD means the number of calendar days available to the Government for awarding a contract from the date specified in this solicitation for receipt of offers.
L.1.2.1. The Government specified minimum acceptance period is 120 calendar days.

Section M - Evaluation Factors for Award
Miscellaneous text in this section has been modified from:
M.1 BASIS OF AWARD
M.1.1 The solicitation is a 100% Small Business Set Aside. The Government plans to award a single firm-fixed price type contract for the S-280C/G Vehicle
Mounted Shelter (Shielded and Unshielded variants, with and without Mobilizer Adapter Kits), as a result of this solicitation. An award will be made to the offeror whose proposal represents the best value to the Government in accordance with the criteria set forth below and is eligible for award.
M.1.1.1 There are two evaluation factors:
M.1.1.2 Technical Factor: Subfactor 1 - EMI Shielding Design, and Subfactor 2 - Manufacturing Processes
M.1.1.3 Price Factor
M.1.1.4 The relative order of importance of these factors are described in M.4.2 below.
M.1.1.5 Proposal selection will be made utilizing the source selection trade-off process, considering the evaluation Factors and their relative order of importance (see Section M.4), to identify the proposal which represents the best value and is most advantageous to the Government. The Government will weigh the evaluation factors (other than the Price Factor) against the total evaluated price to the Government when selecting the offer that is most advantageous and represents the best overall value to the Government. The Government reserves the right to choose not to award a contract if such action is in the Government's best interest. In making the award decision, the Government will review proposals to determine if any price adjustments are required IAW the FAR, DFARS, or clauses or provisions contained within this solicitation. If an additional price adjustment is determined to be applicable, then the
Government will develop a final price for those offerors impacted by the adjustment(s) and base the final award decision on this final price. When FAR 52.219-
4 is included in the RFP and a HUBZone price adjustment is applicable, then all other price adjustments described in the solicitation shall be applied before the application of the HUBZone price adjustment.
M.1.1.6 Importance of Cost/Price. Award will be made to the offeror whose proposal represents the best value to the Government and is otherwise eligible for award. This may not be the offeror with the lowest evaluated price. However, the closer offeror's evaluations are to each other in those Factors other than the
Price Factor, the more important price becomes in the decision. Notwithstanding the relative order of importance of the evaluation Factors stated herein, price may be controlling when:
M.1.1.6.1 Proposals are otherwise considered approximately equal in non-price factors; or
M.1.1.6.2 An otherwise superior proposal is unaffordable; or
M.1.1.6.3 The advantages of a higher rated, higher priced proposal are not considered to be worth the price premium.
M.2 REJECTION OF OFFERS
M.2.1 The Government may reject any proposal if in the Government's best interest at any time after receipt of proposal. Examples include, but are not limited to, the following proposal conditions:
M.2.1.1 The proposal fails to meaningfully respond to the instructions in Section L of this solicitation (e.g., a proposal provides some data but omits significant material data and information required by Section L, the proposal fails to follow key proposal instructions or format requirements in Section L, etc.).
M.2.1.2 A proposal merely offers to perform work according to the solicitation terms or fails to present more than a statement indicating its capability to comply with the solicitation terms and does not provide support and elaboration as specified in Section L of this solicitation.
M.2.1.3 The proposal proposes exceptions to the RFP requirements, attachments, exhibits, enclosures, or solicitation terms and conditions.
M.2.1.4 The proposal is unbalanced as to price. See Section M.6.1.4
M.2.1.5 The proposal submitted is for less than all the requirements called for by the solicitation.
M.2.1.6 The proposal's acceptance period does not meet the Government's required minimum acceptance period, or the offeror fails to provide a proposal acceptance period (Refer to Section L.1.2).
M.2.1.7 The proposal is not in English (American Standard) or in US Dollars.
M.3 SOURCE SELECTION PROCESS
M.3.1 Compliance Review. After receipt of proposals, but prior to the evaluation process, the Government will perform a compliance review of the offeror's proposal to determine the extent of compliance to the solicitation instructions, and whether the proposal meets any of the conditions listed in M.2, Rejection of
Offerors.
M.3.2 Evaluation Process. Selection of the successful offeror will be made following an assessment of each proposal not otherwise rejected, based on the response to the information called for in Section L of this RFP, and against the solicitation requirements and the evaluation criteria described herein.
Proposals not otherwise rejected will be evaluated as specified herein, to include developing narrative support for the evaluation conclusions under each
Factor.
M.3.3 Award without Negotiations. This RFP includes FAR Provision 52.215-1 Instructions to Offerors Competitive Acquisition in Section L which advises offerors that the Government intends to make award without conducting negotiations. Exchanges with offerors will be limited to clarifications as defined in FAR
15.202(a)(2). Therefore, the offerors initial proposal should contain the offerors best terms from a Price and non-Price Factor standpoint. However, under FAR
52.215-1(f)(4), the Government reserves the right to hold discussions, if necessary. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.
M.4 EVALUATION CRITERIA
M.4.1 There are two evaluation factors:
M.4.1.1 Technical Factor: Subfactor 1 - EMI Shielding Design, and Subfactor 2 - Manufacturing Processes
M.4.1.2 Price Factor
M.4.2 The relative order of importance of these two factors is as follows: Factor 1 (Technical) and Factor 2 (Price) are of approximately equal importance.
Award will be made to the offeror whose proposal represents the best value to the Government. This is a "tradeoff" source selection, which allows the
Government to consider awarding to a higher-rated, higher-priced offeror where the Government determines that the technical superiority of the higher-priced offer warrants the additional cost. The Government may make trade-offs among the technical subfactors; therefore, a proposal considered superior in one subfactor may receive a higher overall technical rating than a proposal that is superior in another.
M.5 TECHNICAL EVALUATION
M.5.1 The Government will evaluate each Offeror's Technical Volume to determine their understanding of the S-280C/G performance requirements and the risk of unsuccessful contract performance. The following subfactors are of equal weight:
M.5.1.1 Subfactor 1 - Electromagnetic Interference (EMI) Shielding Design: The Government will evaluate the technical maturity, completeness, and effectiveness of the proposed EMI shielding design. The evaluation will assess the likelihood that the proposed architecture, door seals, and penetration treatments will successfully protect onboard electronics from external battlefield interference and prevent internal signals from escaping. Proposals that demonstrate higher shielding attenuation margins than the minimum baseline requirements, or utilize advanced, wear-resistant EMI gaskets that reduce field maintenance overhead, may receive a higher technical rating and provide trade-off value. The Government will evaluate the credibility of the provided validation data (such as modeling or past test reports) to confirm the design's viability.
M.5.1.2 Subfactor 2 - Manufacturing Processes: The Government will evaluate the adequacy, reliability, and capability of the Offeror's fabrication and production processes. The Government will assess the proposed assembly and welding methods to ensure they result in a structurally sound, airtight, and watertight unit capable of enduring tactical deployments. Proposals that utilize highly automated, repeatable manufacturing processes (such as robotic welding or computerized lamination) that minimize human error on critical seams will be rated more favorably and will be considered a significant risk-reduction discriminator in the tradeoff analysis. The Government will evaluate the facility capacity and physical plant setup to assess the risk to the Government's required delivery schedule, including the Offeror's ability to handle potential production surges.
M.5.2 Technical Evaluation Ratings
The Government will evaluate the Technical Factor and assign a Combined…
