About this file

This is a Questions and Answers document for Solicitation W912CH-26-R-0055, addressing technical clarifications from contractors regarding the Ground Hop Kit procurement.

The document addresses five key inquiries: (1) clarification of Factory Acceptance Test (FAT) quantities, confirming that 23 refers to individual wiring harness components rather than complete kits, with three samples required for part numbers 12298170, 12298168, 12484297, 12298171, 12298169, 12358987, and 12381627, and two samples for 12488241; contractors may reduce FAT burden by using a single manufacturer across all configurations and obtaining approval on two primary part numbers to waive FATs on the remaining six harnesses; (2) notification that Technical Data Package (TDP) file naming discrepancies and file corruption issues reported by contractors have been verified as resolved, with all files confirmed correct and up-to-date; (3) confirmation that this is a non-commercial procurement, not a commercially off-the-shelf item, despite extensive government market research; (4) guidance that the obsolete MS52103A121200R hose assembly has been updated via Engineering Change Proposal (ECP) document DP-12298167-Update Finish of Hose Assembly to MS52103ZN121200R, which vendors must use for pricing; and (5) one question entry left blank. This Q&A document provides critical technical and specification guidance essential for accurate bid preparation on the Ground Hop Kit contract.

NumberQUESTIONANSWER
1The FAT quantities state 23 in total of each configuration that will be consumed. Is that as follows?

12298168 – Qty 23 12298169 – Qty 23 12298170 – Qty 23 12298171 – Qty 23 12358987 – Qty 23 1238127 – Qty 23 12484297-1 – Qty 23 12484297-2 – Qty 23

12488241 – Qty 23The quantity of 23 units for FAT is correct; however, this number does not refer to 23 whole kits but rather to the individual wiring harness parts contained within the kit. This kit contains multiple wiring harness part numbers, each requiring FAT testing. Specifically, three samples are required for each of the following part numbers: 12298170, 12298168, 12484297, 12298171, 12298169, 12358987, and 12381627. Additionally, two samples are required for part number 12488241. To reduce the total number of FATs, the contractor may utilize a single actual manufacturer for all wiring harness configurations. Please see the attached additional Section E language for Kit 12298101 for further details. This Kit contains 8 wiring harnesses / cables that all have FAT Requirements. If the contractor uses a single actual manufacturer to produce all of the wiring harnesses and completes a successful (approved) FAT against parts 12298170 and 12488241, using the required three (3) and two (2) test samples respectively, the actual manufacturer is approved to waive the six (6) FATs for the remaining harness configurations. See SEction E for Kit in the TDP.
2My engineering team has review TDP and provided the following feedback below:

1. The file names on the PDF drawings do not match the contents of the drawings. Example: the file titled “12298101_G” contains the 12308310 drawing.

2. Multiple PDFs would not open and gave the following error: file could not be open because it is either not a supported file type, or the file has been damaged.

3. The top level assembly drawing 12298101 was not included in the TDP. We checked all the drawings we could open and none of them had the details of the 12298101.

Can you please advise? Thank you!A review has been made of the TDP file and files were verified to be correct and up-to-date.
3Is this buy a commercial buy?No! Due to our extensive Market Research, we determined it to be non-commercial and not a commercially off the shelf item.
4The hose required for component MS52103A121200R is obsolete. While alternatives are available, the appropriate replacement depends on the customer’s specific requirements and the needed classification (Class I, Class II, or Class III). The 243 series meets the requirements of the MS52103 standard; however, the 213 series may still be acceptable in some cases.

Could you please provide your recommendation on a suitable alternative for our bid?"

Can you please advise? In the TDP there was an ECP (PDF Title DP-12298167-Update Finish of Hose Assembly) that updated that hose from MS52103A121200R to MS52103ZN121200R. The vendor should use MS52103ZN121200R for their quote.
