About this file

This is a Questions and Answers document for Solicitation W912CH-26-B-0014, an Invitation for Bids (IFB) issued by Army Contracting Command-Detroit Arsenal for a Special Purpose Electrical Cable Assembly (NSN: 6150-01-260-2747, Part Number 19200). The document addresses clarifications from prospective bidders regarding contract requirements and bid opening procedures.

Key clarifications include: the First Article Test (FAT) quantity is 1 LOT with 5 units to be tested and inspected within that LOT; the bid opening scheduled for August 17, 2026 at 1:00 PM local time (Warren, Michigan) will be held virtually via Microsoft Teams with all bidders, but prior bid submissions will be used and attendance is not required; the event will not be a reverse/auction-style bid but will follow FAR 14.303(b) through (c)(1) procedures, where the Government will open bids, read prices aloud, and identify the apparent low bidder without making an award during the call; and regarding the referenced MIL-M-48658 specification, the Government clarified that the Technical Data Package is distribution code "D" (DoD and DoD contractors only) with no amendments associated with this opportunity, and bidders must be granted TDP access prior to bid submission or face rejection. All questions were required to be submitted by August 3, 2026 at 2:00 PM local time to the identified Government contract specialists.
