About this file

This is a Questions and Answers (Q&A) document for Solicitation W912CH-26-B-0014, a firm-fixed-price Invitation for Bids (IFB) for Special Purpose Electrical Cable Assembly (NSN: 6150-01-260-2747, Part Number 19200) issued by the Department of the Army, Army Contracting Command-Detroit Arsenal. The document addresses bidder inquiries regarding Factory Acceptance Testing (FAT) quantity requirements and bid opening procedures. Regarding FAT, the solicitation specifies 1 LOT with a quantity of 5 units to be tested and inspected within that LOT, clarifying apparent conflicting quantity references in the IFB. The bid opening is scheduled for August 17, 2026, at 13:00 local time (Warren, MI) and will be conducted virtually via Microsoft Teams due to security protocols at the Detroit Arsenal; bidder attendance is not required, and the Government will provide connection details to interested parties at least 24 hours prior to the event.

The bid opening will follow sealed-bid procedures in accordance with FAR 14.303(b) through (c)(1), meaning it is not an auction-type event and previously submitted bids will be used—bidders need not attend the opening call. During the virtual bid opening, the Government will open each bid, read unit and total prices aloud, and record the information off-screen, with the apparent low bidder identified but no award made at that time. All attendees must remain muted unless called upon to speak, use the "raise hand" feature for acknowledgment, and refrain from disputing submissions, including unit prices or small business status claims. Disruptive attendees will be removed and not permitted to rejoin the call. The procurement requires bidders to obtain Technical Data Package (TDP) access (distribution code "D" restricted to DoD and U.S. DoD contractors) prior to bid submission or face rejection, and all questions must be submitted by August 3, 2026, at 2:00 PM local time to the identified contract specialists.
