About this file
This document is a Questions and Answers (Q&A) file related to Solicitation W912CH-24-R-0205 for a Support Kit, Auxiliary (NSN: 2541-01-676-0627). The Q&A addresses First Article Testing (FAT) requirements, specifically clarifying that Certificates of Conformance (CoCs) are sufficient for parts from Approved Sources of Supply. However, the response emphasizes that while individual component CoCs may be acceptable, complete assemblies may still require testing according to specific standards (e.g., drawing 12570399 requires FAT per SC-SA15110).
The associated solicitation is issued by Army Contracting Command - Detroit (ACC-DTA) for a Firm Fixed Price (FFP) contract set aside for small businesses. The procurement is for a Support Kit with P/N 57K7284, and the solicitation has undergone multiple amendments extending the offer due date, with the most recent amendment (Amendment 0003) setting the response deadline to 15 August 2025. Contractors must be registered in the System for Award Management (SAM) and are advised to periodically check for amendments to ensure compliance.

Question:
Specific to the requirements of CFAT Clause 52.246-15, we would like USG Engineering to confirm that COCs are sufficient to meet the FAT requirements on drawings that list Approved Sources of Supply. For example, drawing 12466928 lists Adel-Wiggins Group as Approved Source of Supply, and because they have already been qualified, their quote indicates COC only be provided. If a COC is not acceptable, please clarify the specific FAT requirements for the approved sources.
Answer:
CoC’s are sufficient to meet the requirements of any drawing that list an Approved Source of Supply for that part, like the example provided in the contractor’s inquiry, drawing 12466928. However, please note that many of the parts are components of assemblies and the CoCs for each individual component would not alleviate any FAT requirement for the complete assembly. For example, drawing 12570399 requires a FAT IAW SC-SA15110 as a complete assembly. It utilizes part 12347630 which is a source-controlled part. Part 12347630 will not require any additional testing, but the completed assembly 12570399 will still require testing IAW SC-SA15110.
