SECTION C - DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
C.1. SCOPE.
This Statement of Work (SOW) defines the effort required for the production of the Main Panel Assembly for the Type V Airdrop Platform.
C.2. BACKGROUND
The Type V Airdrop Platform is a single, universal platform, suitable for an entire weight range of 2,500 to 42,000 pounds. It is a modular system that can grow in length by four-foot increments from 8 to 32-feet long. This metal platform has a high reuse rate. It has a smooth, continuous surface interface with cargo aircraft roller systems. It also has high strength tie-down rings for improved cargo restraint. Side rails are major components of the platform; each platform consisting of two side rails.
The Type V Airdrop Platform is comprised of the following four major components:
Side Rail. The side rails are bolted to the side of the connected Type V Panels to assemble the platform. The side rail is L-shaped which wraps around the bottom edge of the panels so that the lower portion of the rail becomes a narrow section of the roller pad. The side rail is issued in 8-foot to 32-foot lengths in 4-foot increments.
Rear Panel Assembly. The rear panel has four tiedown ring assemblies on the top instead of two. It has four holes at the rear edge spaced one inch apart for attaching the extraction bracket.
Roller Pad. The roller pads are bolted to the bottom of the panel assemblies to ride on the aircraft roller systems. The roller pad is issued in 8-foot to 32-foot lengths in 4-foot increments.
Main Panel Assembly. A main panel assembly has interlocking grooves along the entire width of each panel. Floating nut assemblies are riveted on both ends of the panel that align with matching holes in the side rail. Front and rear edges of the panels have eight holes with floating nuts, which are used to connect the four roller pads. The main panel has two tie-down rings.
The U.S. Army Contracting Command Detroit Arsenal (ACC-DTA) intends to acquire Main Panel Assembly for the Type V Airdrop Platform. The
Main Panel Assembly for the Type V Airdrop Platform assemblies and subassemblies must interface with the existing design and existing
Type V Platform components.
C.3. HARDWARE DELIVERABLES
C.3.1. The Contractor shall deliver Main Panel Assembly for the Type V Airdrop Platform that meets all the technical requirements as specified by Technical Data Package (TDP) No. 11-1-2780-8. SECTION C.4.2.2, FAR 52.209-3, SECTION E.5, and Section E.6 specify the First
Article Test (FAT) Requirements. Delivery Orders will specify the quantity, delivery dates, destinations, and packaging requirements .
C.4. REQUIREMENTS

(2) Further dissemination must be in accordance with provisions of DoD Directive 5230.25. This also applies to distribution of the TDP to all SUBCONTRACTORS at every level.
(3) To obtain these TDPs, contractors must have a current DD 2345, Militarily Critical Technical Data Agreement on file with
Defense Logistics Information Service (DLIS). To obtain certification, go to https://public.logisticsinformationservice.dla.mil/jcp/search.aspx
(4) Upon completion of the purposes for which Government Technical Data has been provided, the Contractor is required to destroy all documents, including all reproductions, duplications, or copies thereof as may have been further distributed by the Contractor.
Destruction of this technical data shall be accomplished by: shredding, pulping, burning, or melting any physical copies of the TDP and/or deletion or removal of downloaded TDP files from computer drives and electronic devices, and any copies of those files.
e. If technical data is otherwise restricted, select Request Explicit Access. This will generate an email to the Contract
Specialist and Contracting Officer at Army Contract Command - Warren (DTA) with all the information needed to grant contractor access to restricted documents. SAM will automatically generate an email stating when the requesting contractor has permission to view or download TDP items.
f. If multiple individuals in the contractors organization need access to the Technical Data Package (TDP) for a solicitation and an explicit access request is required, each individual MUST submit an explicit access request to be granted approval to view the TDP.
Those same individuals MUST be registered in SAM. Any individuals no longer with the company should be deleted. Questions related to registration in SAM should be directed to https://www.sam.gov/ The SAM helpdesk phone number is (866) 606-8220.
Vendors are responsible for placing correct information in SAM.
g. It is strongly suggested that contractors submit the explicit access request and provide the buyer with the completed Use and
Non-Disclosure Agreement at the same time if the solicitation requires both to gain access to view the TDP.
