About this file

This is a Questions and Answers (Q&A) document addressing inquiries regarding a federal contract solicitation for bilingual support services at US Army Garrison Fort Buchanan.

The contract seeks part-time, flexible staffing support (not a full-time single resource) to deliver bilingual services in both English and Spanish, with Spanish language capability being a required qualification. Services will be performed exclusively at US Army Garrison Fort Buchanan with no travel requirements anticipated. The estimated start date is May 3, 2026, with a one-year base period (May 3, 2026 – May 2, 2027) and four one-year option periods extending through May 2, 2031. The contract is a non-personal services agreement with funding commensurate to current market rates; the previous contract with STX Insights LLC held an annual value of $8,412. Subcontracting is not permitted. Work involves a variable schedule requiring availability for Sunday children's church services (9:00 a.m. – 10:00 a.m.), Thursday Bible studies (5:30 p.m. – 6:30 p.m.), and holiday/evening/weekend support for special event preparation. The contractor must provide at least primary and secondary staff to mitigate availability risks. All required background checks and security clearances must be completed before performance begins, with no work permitted prior to full clearance. Specific credentials, experience requirements, scope of work, deliverables, performance standards, unit structure pricing methodology, and evaluation factors are detailed in referenced sections of the Performance Work Statement and Technical Exhibits.

16. Onboarding Timeline: Given the background check requirements, is there an anticipated timeline for clearance and start of performance? The PWS does not specify an anticipated timeline for the clearance and start of performance. The duration of this process is not estimated in the document. The RSO will work with relevant organization to ensure that required background checks are done timely.

17. Security & Clearance: Can performance begin prior to full clearance being completed? No. Does this requirement require a facility clearance (FCL) for the contractor? See Section 1.6 in the Performance Work Statement (PWS). If so, what level is required? See Section 1.6 in the Performance Work Statement (PWS).
