The following items are applicable to this modification:
QUESTIONS AND ANSWERS
Question 1: Due to the nature of the contract (Fixed‐Firm Price IDIQ Type) and not knowing specifically the location in which anyone delivery order will be executed, should an MOT be required, there is no ELIN provided with costs and description under Attachment 1, LINE ITEMS.
Answer 1: The Government consider Movement of Traffic (MOT) costs as project incidentals per delivery order. Those costs shall be included in your proposal on ELIN required, if required.
Note: Contract will be a firm‐fixed price. Therefore, after award no increases will be made to the contract because the contractor omitting materials or work necessary for the specific ELIN.
Question 2: Drawing PS‐1, Full Depth (New Construction), indicates installation of “Geotextile Separation Fabric”. However, ELIN 0001AE‐0001AG states “installation of 6 mil polyurethan sheets.” Please confirm the “Geotextile Separation Fabric” intended in PS‐1 is the “installation of 6 mil polyurethan sheets.”
Answer 2: Confirmed. the “Geotextile Separation Fabric” intended in PS‐1 is the “installation of 6 mil polyurethan sheets.”
Question 3: Please confirm whether or not for all related work at Fort Buchanan, contractor will be allowed to use removed material resulting from the cold milling work as part of the federal recycling program at the Garrison.
Answer 3: Section 32 01 16.71, paragraph 3.10 ‐ REMOVAL OF MILLED MATERIAL indicates ‐ Material that is removed will become the property of the Contractor and removed from the site.
The milled material which means Asphalt removed material (scarification/milling) shall not be used for backfill (Contractor will need to remove from site).
Question 4: Under ELIN 0001AU, 0001AV, 0001AW it states the area of transition will be backfilled with “similar material (topsoil, concrete or asphalt). Drawing (PS‐5)….” Drawing PS‐5 is a standard detail. It lacks specific information of area for anyone to be able to calculate quantities of any “similar material” intended for backfill. Due to the nature of a Fixed‐Firm Price IDIQ Type contract and only knowing that delivery orders will be issued somewhere within Fort Buchanan, it is difficult to calculate cost with information given. Please provide which ELIN you will use for bidders to better calculate.
Answer 4: Removed material resulting from the required excavation on those ELIN's, can be used to fill those transition areas. No additional material is needed. Only “Mill Material” will be removed from Fort Buchanan
Question 5: ELIN 0001Bl – Please provide:
5a. No sodding area is provided. Please provide ELIN to be used.
5b. Drawing PS‐8 “Typical Open Concrete Drain Detail” states “Remove exist conc drain,” but there is no mention of it in the description under ELIN 0001Bl. One could assume that because these are typical details, if the condition arises, item 0001DN Remove/Dispose reinforce concrete will be used. Please confirm if this assumption is correct.
Answer 5a. See Drawing R8, Sheet 9 of 11, Typical Open Drain Detail (new grade with sodding 2 to 1 ratio (For bid purpose, assume 1.5 ft. on each side per lineal feet)) For Elin indicated: 0001Bl, Typical open concrete drain
Answer 5b: Assumption for reinforced concrete demolition and disposal is correct.
Question 6: ELIN 0001EF – 0001EG (retaining walls) ‐ Description provided is only for foundations. Because there is no specific area and description for work, please confirm government intends to use ELIN 0001DS Excavation additional and beyond the incidental for work other than foundations.
Also and since an exact location can’t be given, please confirm government intends to use ELIN 0001DT Backfill additional and beyond the incidental for any and all required backfill material for front and back of retaining wall.
Answer 6: ELIN's 0001EF ‐ 0001EG (retaining walls) includes foundations and wall heights. Any additional work will be included with the specific applicable item on this contract.
0001EF
Retaining Wall 4' - 6' height
Line items includes excavation, crushed stone base preparation, form work, rebars, weep pipe, concrete, clean gravel filter material, Geotech fabric; 1 cubic foot of backfill, including 4” Topsoil. In accordance with drawing (PS-12) and specifications within this contract.
0001EG
Retaining Wall 6' - 7' height
Line items includes excavation, crushed stone base preparation, form work, rebars, weep pipe, concrete, clean gravel filter material, Geotech fabric; 1 cubic foot of backfill, including 4” Topsoil. In accordance with drawing (PS-12) and specifications within this contract.
Question 7: Please confirm date of Bid opening is 10 MAY 2024 as indicated on Page 1, item 13A of Solicitation. Question arises because on Page 6, item 17d. BID OPENING states 9 MAY 2024.
Answer 7: Confirmed. Bid Opening Date is 10 May 2024 as indicated on Page 1, Item 13A of SF1442. Item 17d. Bid Opening has been corrected to 10 May 2024.
Question 8: On page 2 of Solicitation, it states “Annotate DUNS, CAGE code and Tax ID number with bid.” ‐ Please confirm DUNS is not required as it was replaced with the Unique Entity ID about two (2) years ago.
Answer 8: DUNS is not required. We require the UEI and the Cage Code. It also has been corrected on Page 2 of the Solicitation.
Question 9: For some work pertaining to Asphalt and Concrete sections, it will require excavation and removal of material. Please confirm whether or not a staging area will be provided for storage of aggregate material solely intended to be recycled at Fort Buchanan. The question is based because both local government and the EQB have issued strict guidance to encourage contractors to recycle as much as possible due to the critical land field situation in Puerto Rico. In addition, if material intended to be recycled for work at Fort Buchanan would need to be hauled out and then back in, this requires an ELIN for contractors to use to calculate such hauling activity as this is costly.
Answer 9: The contractor shall dispose of waste and recycle construction material in accordance with instructions and specifications listed in Summary of Work, Section 1.11 RECYCLING PROGRAM. No landfill area will be available for use by the contractor at Fort Buchanan. All generated material shall be kept at work site for re‐use on this specific delivery order as applicable. If the work area is limited, the Contracting Officer will provide a notification for a secondary location to be used. Removed material, by delivery order (DO), can be re‐use, as specified on this contract. Is a Contractor responsibility to dispose the excess material after completion of the delivery order.
All generated material shall be kept at work site for re‐use on the specific delivery order as applicable. Only “MILLED MATERIAL” will be removed from Fort Buchanan
Question 10: On page 40 of Solicitation it states “52.236.‐7 PERMITS AND RESPONSIBILITIES” – Please confirm that no environmental permit through the EQB and/or construction permits processed through our local government agencies will be required for the performance of this contract. This excludes local and municipal taxes. The concern arises because for the application of such permits, a contractor will need a specific place of performance other than Fort Buchanan, PR, and specific nature of the work given which is not provided due to the nature of the contract. In addition, request for permits submittals have a cost which we would need to calculate.
Answer 10: No environmental permit through the EQB and/or construction permits processed through our local government agencies will be required for the performance of this contract. This excludes local and municipal taxes. The permits required on this contract are listed in section 3.2 ‐ DELIVERABLES and are due to the Contracting Officer for processing.
Question 11: In Section 32 01 17.62, PAVING FABRIC INTERLAYER is very detailed. It appears that the intent is to have a paving interlayer installed for this project. It is unclear as to where or how much is needed. Please advise whether or not a Paving Fabric is called for on this project. Also, can I get a set of plans showing where and how much Paving Fabric is needed?
Answer 11. See Drawing R5, Sheet 6 of 11. Refer to specific dimensions and/or layer section details to be considered and measurements as it relates to each ELIN.
