WORK TYPE: DESIGN-BUILD / CONSTRUCTION

1.0 General

Provide all site investigations, workplans, site surveys, studies and design analysis, design drawings and specifications, construction documents, shop and manufacturing drawings, materials, labor, equipment, supervision, testing, submittals, and construction to perform the requirements of this project to make the necessary repairs and rehabilitation services in accordance with the provided scope of work and contract documents. The prime contractor shall be required to coordinate with Government Representatives of the U.S. Army Corps of Engineers, Tulsa District, under the direction of the Contracting Officer (KO) and assigned representatives of the contract. Construction shall commence under the direction of the KO after the work plan(s) and associated shop drawings are completed, reviewed, and approved in writing that the workplan(s) and shop drawings have demonstrated they meet the contract requirements.

The intent of the project is to replace a section of the Sheppard Air Force Base (AFB) 15kV class electrical distribution system (specifically all of Circuit 6). This work includes conversion of overhead (OH) to underground (UG) and replacement of UG electrical primary and secondary service. The finished system shall be 500 kcmil service. Provide the new UG feeder and taps before removing the existing OH and UG feeder and taps to minimize (to the maximum extent possible) the outage(s) associated with replacing Circuit

6. Construct the new UG feeder primary and secondary to include street and parking lot lighting. Demolish the existing OH and UG. Existing ground transformers will be replaced as well as main circuit breakers and switches. Work will also require provision of spare underground ducts and provision for metering. Underground road boring with steel casings is required, but pavement cutting will be considered for government approval in specific situations. The design phase shall determine the best method of accomplishing the replacement of this feeder which consists of approximately 3 miles of OH distribution and approximately 3.6 miles of UG distribution. Reference attached site drawings.

Both the design and the construction shall be handled under the auspices of one prime contractor that shall be responsible for completing the work. It is the prime contractor’s option to subcontract the design and/or construction phase as long as the design is stamped by a licensed Professional Engineer (PE) experienced in ‘15kV Class Distribution System’ design and the construction is accomplished by a contractor experienced in ‘15kV Class Line Construction’ work. The PE that stamps the design shall be the Designer of Record (DOR). The DOR shall submit his or her design experience for evaluation and shall have a minimum of 5 documented ‘15kV Class Distribution System Modification’ projects of similar scope (of which 3 must be designed within the last 5 years). The construction contractor shall submit its construction experience for evaluation and shall have a minimum

SECTION 01 12 00

Convert Circuit 6, Selected Portions (VNVP162401) of 5 years documented ‘15kV Class Line Construction’ experience of similar scope (of which 3 must be successfully completed within the last 5 years).

The replacement of Circuit 6 shall be accomplished with a minimum of power outage(s).

To assist in achieving that requirement, the new UG distribution must be constructed and tested to the maximum extent possible prior to demolishing the existing OH and UG distribution. All outages shall be coordinated with the Contracting Officer (KO) in advance and shall be scheduled through the Sheppard AFB Base Civil Engineer (BCE).

The principal elements of the project are:

C. GENERAL INSTRUCTIONS

1. Offers will be evaluated using the criteria under Section 00 22 10 Phase 1 of 2 Phase Design- Build Selection Procedures. The intent of this 2-Phase Request for Proposal (RFP) is to solicit proposals for the Design and Construction to convert electrical circuit 6 from overhead (OH) to underground (UG) and to make repairs and replacement to the existing circuit 6 electrical distribution systems in areas already underground at Sheppard Air Force Base (SAFB), Wichita County, Texas. The solicitation criteria shall rely upon industry standards, as much as possible, to allow the Offeror a degree of design flexibility while meeting certain specific project requirements. During Phase 1 of the selection process, interested firms or joint venture entities (referred to as “Offerors”) shall submit certain specified performance capability proposals, demonstrating their capability to successful execute the design-build construction contract resulting from this solicitation. The Government will evaluate the performance capability proposals in accordance with the criteria described in this section and will select no more than five (5) of the Phase 1 Offerors to compete for the design-build construction contract in Phase 2. Offerors selected to compete during Phase 2 will be notified by letter.

2. During Phase 2 of the selection process, the Offerors selected to compete for the design-build construction contract shall submit a Phase 2 Proposal consisting of the following information:

Design Technical, Remaining Performance Capability, and Price. Proposers shall perform sufficient design work prior to submitting proposals in order to verify quantities and costs.

See Section 00 22 20 PHASE 2 DESIGN-BUILD SELECTION PROCEDURES AND BASIS OF AWARD. The Contracting Officer will award a firm fixed-price contract to that https://www.fbo.gov/ http://www.swt.usace.army.mil/BusinessWithUs/Contracting/FederalBusinessOpportunities.aspx http://www.swt.usace.army.mil/BusinessWithUs/Contracting/FederalBusinessOpportunities.aspx responsible Phase 2 Offeror whose proposal the Source Selection Authority determines conforms to the solicitation, is fair and reasonable, and offers the best overall value to the Government. The intent is to obtain the best proposal within the cost limitation stated in this RFP. There is no obligation for the Offeror to approach or match the cost limitation in the offer. The Government reserves the right to accept other than the lowest priced offer or to reject all offers. The Government will not award a contract to an Offeror whose proposal contains a deficiency as defined in FAR 15.001.

3. Noncompliance with the RFP requirements during phase 1 or 2 will raise serious questions regarding an offeror’s technical ability to perform the services and may be grounds to eliminate the proposal from further consideration for contract award.

4. Upon award, the successful Offeror must design and construct the project Convert Electrical

Circuit 6 from OH to UG at Sheppard AFB, Texas.

D. PROPOSAL SUBMISSION REQUIREMENTS AND INSTRUCTIONS

5. Reference 00 22 10 Phase 1 of 2 Phase Design-Build Selection Procedures.

6. Offerors shall organize their proposal as described and outlined in 00 22 10 Phase 1 of 2 Phase Design-Build Selection Procedures.

Failure to follow this format may result in the proposal being misinterpreted and could result in a lower overall ranking for such proposal.

7. Deviations and exceptions to the terms and conditions of the solicitation in either the technical proposals or price proposal (Phase 2) are neither encouraged nor desired. Should the offer include any standard company terms and conditions that conflict with the terms and conditions of the solicitation, the offer may be determined “unacceptable” and thus ineligible for award. Should the Offeror have any questions related to specific terms and conditions, these must be resolved prior to submission of the offer. Notwithstanding the above, if deviations and exceptions are included with the offer, the Offeror shall list and describe in detail the deviations and/or exceptions on the first page of each Tab. All deviations and exceptions shall be fully supported with the Offeror’s rationale and shall fully explain the impact, if any, on the performance and/or specific requirement of the RFP. In Phase 2, the Offeror shall clearly describe on the Proposal Cover Sheet submitted with the Price Proposal any exception to the contractual and/or technical terms and include the monetary impact on the solicitation.

8. Discussions. The Government does not intend to enter into discussions with offerors prior to determining those contractors within the competitive range, in accordance with FAR 52.215- 1, Instructions to Offerors—Competitive Acquisitions, Alternate I. However, in accordance with FAR Part 15.306, should discussions become necessary, the Government reserves the right to hold them. If this occurs, a competitive range will be determined and offerors notified. The competitive range may be limited for purposes of efficiency in accordance with (IAW) FAR Part 15.306(c)(2).

11. “Confidential” projects cannot be submitted to demonstrate capability unless all of the information required for evaluation as specified herein can be provided to the Government as part of the Offeror’s technical proposal. Offerors that include in their proposals information that they do not want disclosed to the public for any purpose, or used by the Government except for evaluation purposes, must be clearly marked in accordance with the instructions at FAR 52.215-1, “Instructions to Offerors—Competitive Acquisition”, paragraph (e), “Restriction on disclosure and use of data”.

12. In the case of an Offeror that is part of a large, multi-segmented business concern, provide information directly pertaining to the specific segment of the business concern (i.e., the division, group, unit, etc.) that will perform work under the prospective contract.

13. In accordance with FAR Subpart 4.8 (Government Contract Files), the Government will retain one copy of all unsuccessful proposals.

14. If an offeror believes that the requirements in these instructions contain an error, an ambiguity, omission, or are otherwise unsound, the offeror shall immediately notify the Contracting Specialist in writing with supporting rationale.
