About this file

This document is an Amendment (No. 0001) to a federal solicitation for the Indian River Inlet North Shore Emergency Beachfill project (IFB W912BU25BA009). The amendment modifies several technical specifications, including updates to Sections 01 11 00 (Summary of Work), 01 33 00 (Submittal Requirements), 01 71 23 (Survey Requirements), and 35 31 00 (Beachfill), as well as replacing drawing C-104.

The project involves placing approximately 300,000 cubic yards of beachfill material along the Indian River Inlet north shore to construct a beach berm and dune system for coastal protection of Route 1. The contract includes a Base Bid and 4 Options, with potential additional placements of 100,000 cubic yards (Option 1) and three additional 50,000 cubic yard options. The approved borrow area is the Indian River Inlet Ebb Shoal (Areas A and B), and mechanical/bucket dredges are not allowed. Pre-placement condition surveys will determine the exact location and quantity of beachfill material, which will be a factor in awarding options for additional quantities.

SECTION 01 11 00

SUMMARY OF WORK

PART 1 GENERAL

1.1 SCOPE

This section presents a general description of the work to be accomplished under this contract at Indian River Inlet (IRI), in Delaware.

1.2 DESCRIPTION OF WORK

The contract work consists of placement of satisfactory beachfill material on Indian River Inlet North Shore to construct a beach berm and dune system along the Delaware coast, on the north side of Indian River Inlet, for coastal protection of Route 1.

a. Contract includes a Base Bid and 4 Options

b. The Base bid work includes the placement of approximately 300,000 cubic yards of satisfactory beachfill material along IRI north shore.

c. Option 1 includes the placement of 100,000 cubic yards of satisfactory beachfill material along IRI north shore.

d. Options 2, 3 and 4 each include the placement of 50,000 cubic yards of sand along IRI north shore shore.

e. The approved borrow area available for use under this contract is the Indian River Inlet Ebb Shoal, consisting of Area A and Area B.

Obtain all beachfill material for the work under this contract solely from this approved inlet borrow area. Beachfill material from any other source including trucking from upland sources will not be considered under this contract.

f. The use of mechanical/bucket dredges will not be allowed under this contract.

Pre-placement condition surveys, as specified in Section 01 71 23 SURVEY REQUIREMENTS, will determine the exact location and quantity of beachfill material required within the limits indicated, and will be a determining factor in award of options for additional quantities of beachfill. Where options for additional beachfill are awarded, the additional beachfill will be placed immediately after the initial quantity.

1.3 CONTRACTOR ACCESS

Access to the work site is available by land and water. Access to the shorefront shall be at the locations indicated on the drawings. Access to the inlet borrow area is by water only. Conduct all investigations necessary to establish the specific routes to be used for the contract work. Compliance with all applicable Federal, State, County, and local regulations regarding weight limitations and other vehicle restrictions regarding the use of these routes is solely the responsibility of the Contractor.

Document the original conditions of the access area and route by taking detailed photographs of those areas prior to starting work. See Section

SECTION 01 11 00 Page 1

01 32 33 CONSTRUCTION PHOTOGRAPHY for requirements.

Any damage to the roads due to truck traffic or other Contractor operations shall be repaired, subject to the Contracting Officer's approval, at no additional cost to the Government.

1.4 CONTRACTOR'S WORK LIMIT

The Contractor's Work Limit is as shown on the contract drawings. Do not enter upon, affect, or damage, in any way, areas and structures outside that limit of work. Execute work with extreme care and diligence to prevent damage to any existing utilities or structures. Any existing utilities or structures damaged by contractor operations, regardless of whether intentional or accidental, shall be repaired and restored to original conditions, at no additional cost to the Government.

1.5 WORK HOURS

The Contractor may perform beachfill work 24 hours per day, 7 days per week, to complete the beachfill contract work. Equip land-based equipment with noise suppression equipment, if so directed by the Contracting Officer, at no additonal cost to the Government.

SECTION 01 71 23 Page 4

3.2.5.1 Pre-Placement And Post-Placement Condition Surveys

Schedule the hydrographic/wading/topographic portions of the survey profiles so that a minimum amount of time transpires between data collection of each portion of the survey lines. Survey the hydrographic and wading segments within a maximum time period of 2 days for each profile line. If topographic surveys of the upper beach profile are performed separate from the nearshore wading surveys, survey topographic and wading segments within a maximum time period of 5 days for each profile line. For the purpose of this contract, the "Upper Beach" is defined as +6 feet NAVD88 and above. If topographic surveys are performed separate from wading surveys, develop the composite profile from the wading survey in the region of overlap. If significant differences in elevation between survey segments are observed at locations where segments overlap, submit such information to the District Office for assessment, while still at the site. Significant differences between segments shall be defined as elevation differences greater than 1 foot over a distance of 10 feet or greater along a profile line, and occurring on two or more adjacent profile lines.

3.2.5.2 Before- and After-Beachfill Surveys

Schedule the hydrographic/wading/topographic portions of the survey profiles so that a minimum amount of time transpires between data collection of each portion of the survey lines. Survey the hydrographic, wading and topographic segments within a maximum time period of 48 hours for each line.

3.3 SURVEY CONTROL

a. Survey control descriptions are provided in Appendix A30 and https://rsgisias.crrel.usace.army.mil/apexcrrel/f?p=493:4. Survey the control network utilizing surveying procedures and methodology that meet or exceed accuracy tolerances of +/- 0.10 feet in the vertical and +/- 0.10 feet in the horizontal.

b. USACE-NAP survey control networks are periodically adjusted and updated. This process results in changes to control monuments and coordinates. It does not change the coordinates of the survey baseline.

The survey baseline coordinates and the coordinates of the physical monument may vary. It should be assumed that the survey control network and the survey baseline are independent entities. The physical monument may or may not be on the survey baseline. Establish the relationship between the supplied physical monumentation and the survey baseline.

c. If the name of the survey control point includes stationing or numbers of any kind, the station name should not be assumed to be exact stationing on the survey baselines or profile lines. Coordinates shown on the Survey Control Sheets (DA Form 1959) will govern. Station naming often refers to historic project information and standard calculations must be performed based on coordinates in order to derive the specific relationship between

SECTION 01 71 23 Page 5 the control point and the survey baseline.

d. Stake and flag all temporary bench marks or control points set within the work limits and clearly label the elevation of the point on the stake.

3.4 SURVEY LOGS

Prepare survey logs in digital spreadsheet form describing all survey progress and activity for pre- and post-placement condition surveys and for before- and after-dredging surveys and submit daily, by email, to the Philadelphia District Survey Point of Contact and the COR. The spreadsheet shall be an ongoing log describing all survey lines that have been started as well as completed.
